Presentation on 2005 MUSA Area and Selection of Consultant to
Complete Alternative Urban Area-Wide Review (AUAR)
Staff reviewed the proposed 2005 MUSA work program with the Council at the
January 27, 2003 meeting. This same work pro_ ,g~_. and timeline was shared
with the Planning Commission at their February 4 work session. Since that
time, staff received and evaluated proposals to complete the AUAR.
On Tuesday, March 11, 2003, staff met with the 2005 MUSA study group and
the property owners in the subject area. The purpose of this meeting was to
explain the AUAR process. Staff will present the same PowerPoint presentation
to the Council as was shown to this group on Monday nighL
Seven AUAR proposals were submitted to the city, they include:

All proposals were reviewed and evaluated internally by a group made up of the
following city staff:

Staff is recommending that Hoisington Koegler Group (I-IKC. d) be selected as
the consultant to complete the study. The evaluation group felt that I-IKCd has
the strongest mare. This team includes environmental consultants (Peterson

a stwng project manager/facilitator in Mark Koegler. Staff will be establishing
a project account to monitor revenue and expenditures. The city will ultimately
recoup these dollars through future development fees from the ~ owners
in the 2005 MUSA ama.

RECOMMENDATION
Staff is requesting that the Council designate I-IKGi as the AUAR consultant,
authorize the Mayor and City Manager to sign a contract with I-IK~, and that
the City Council endorse the process outlined by the staff and the consultant.
