WS 2009 01 12 CHANHASSEN CITY COUNCIL WORK SESSION JANUARY 12, 2009 Mayor Furlong called the meeting to order at 5:40 p.m. COUNCIL MEMBERS PRESENT: Mayor Furlong, Councilman Litsey, Councilwoman Ernst, Councilwoman Tjornhom, and Councilman McDonald STAFF PRESENT: Todd Gerhardt, Laurie Hokkanen, Kate Aanenson, Paul Oehme, Todd Hoffman, Greg Sticha, and Terry Jeffery REVIEW GROUNDWATER WELL STUDY. Paul Oehme provided background information on the well siting study before introducing Brian LeMon from Barr Engineering who reviewed the well system in Chanhassen and Eden Prairie, as well as the regional study being done by the Metropolitan Council, which model is being used by the City of Chanhassen. Councilwoman Tjornhom asked about water quantity versus water quality. Brian LeMon explained the goals of the study which provided an aquifer yield assessment, possible future well locations and potential contaminants. Todd Gerhardt asked for clarification on how the data was obtained for the well siting map. Mayor Furlong asked about the potential impacts of new wells on the Seminary Fen. Councilman McDonald asked if effects on aquifers were immediate or delayed during dry years. Brian LeMon reviewed the following recommendations: 1) Monitor water levels on existing wells. 2) Connect Well #4 to the eastern water treatment plant. 3) Plan Well #14 for build out to eastern water treatment plant. 4) Investigate Wells #2 and #10. 5) Gather additional data with the use of a study well of the FIG Aquifer. 6) Consider use of Wells #5 and #6 in FIG Aquifer to hedge against future dry years. Mayor Furlong asked about the cost associated with re-routing Well #4, clarification of locating wells close to the water treatment plant or spreading them out, and if there are any timing issues the council needs to address. Paul Oehme stated staff is looking for feedback on how to proceed. Councilman McDonald asked about impacts noted in the DNR study upon the Seminary Fen and protected trout stream. Councilman Litsey asked about the cost of over sizing the water main to address future demand. Mayor Furlong noted that the next logical step is moving forward with the study of Well #4, after asking for clarification on the design cost and shelf life of data received from that study. Councilwoman Ernst asked for different options and associated costs be provided by staff.
