The issues addressed in thc draft plan are the result of a brainstorming session
by the Cour~il in January, and a subscqucat prioritizing of thos= issues in
early February. In some cases, issues wca~ combined to make a marc
manage~l¢ plan.
Staff believes that this is a good blueprint to guide our work for 2003, and
would recommend ttmt Cotmcfl endorse it and direct staff to begin
implementation immediately.
