PROPOSED MOTION
"The City Council approves the plans and'specifications and authorizes ordering
the ad for bids for the 77th Street - Utility Improvement Project No. 09-04"
City Council approval requires a simple majority vote of the City Council
present.
DISCUSSION
The utilities in 77th Street are in need of replacement. The reason for replacement is due to
the corrosive soils in the area. For the last several years, the ductile iron force main has
broken on numerous occasions. In November of2008, the watermain failed near the
intersection of nth Street and Quattro Drive. A picture was taken of the water pipe near the
failure. It is clear from the picture that this pipe may fail again at any time.
The 2009 Street Project includes nth Street. It is important that we replace these utilities
prior to repairing the street.
Construction of this utility project will consist of directionally drilling approximately 1150
linear feet of 12" high density polyethylene (HDPE) watermain and 1150 linear feet of 6"
HDPE forcemain. The HDPE has been used in other areas ofthe City where corrosive soils
are an issue and the pipe has not had any problems.
There are a few businesses in this commercial area which may be affected by construction.
Roads will remain accessible at all times. The water supply to these businesses will not be
altered during normal working hours. Staffwill notify the property owners in the area when
construction will start and the estimated duration.
Funding for this project has been budgeted in the 2009 CIP, ProjectW-049and SS-018. The
engineer's opinion of cost for this project is $175,000.00.

Description
This project would replace approximately 1,200 feet of 10" ductile iron watermain pipe with 10" High Density Poly Ethylene (HDPE) pipe. The
watermain would be replaced from Dell Road west 1,200 feet. All the services and hydrants would be replaced along the aligmnent. The mainline
pipe is proposed to be directionally bored to reduce the amount of restoration, disruption to the businesses in the area and construction time of the
project.
Justification
The City is planning to complete a mill and overlay of77th Street the summer of2009. The City experienced a significant watermain break in late
November 2008. Inspection ofthe pipe at the time of fixing the watermain, showed significant deterioration of the ductile iron pipe in this area.
This deterioration is caused by corrosive soils (hot soils) in this area of the City. City records showed only one watermain break along this section
ofwatermain in the last 5 years. However, based on the inspection ofthe watennain at the time of the watermain break and the trouble the City has
had with the sanitary sewer forcemain pipe along this corridor, staff is recommending replacing the watermain pipe in 2009 prior to the street
overlay project.
