2009 Strategies
PROPOSED MOTION
The City Council adopts the 2009 Key Financial Strategies.
BACKGROUND
Attached please find the final version of the 2009 Strategies. These Strategies
are a result of Council brainstorming and discussion over the past few months.
RECCOMENDA TION
Staff recommends that the City Council adopt the 2009 Strategies and direct
staff to begin implementation.

Strategic Plan
Competiveness
Create an environment for innovation and change -- building on our strengths, creativity
and skills.
. Promote Economic Development
. Consider options for Old St. Hubert's Church
Strengthen the City's Financial Position
Provide financial stability and resources necessary to achieve the city's vision by exercising financial
stewardship, implementing best practices, and utilizing long-term financial
planning tools.
. Conduct mid-year review of 2009 Budget and Economic Forecast
. Review Financial Policy
. Compile list of unfunded/unproductive mandates for legislative review
. Review Budget Process for efficiency
Planning for the City's Infrastructure
Create solutions for managing existing infrastructure and future growth in our community; while
preserving a sustainable quality of life and protecting the environment.
. Work with other agencies to advance the implementation ofHwy 101 improvements from
Lyman Blvd. to the Scott County line.
. Review potential options for the State Bonding Bill.
. Highway 5 Improvements, including Minnewashta Parkway intersection
. Work with Carver County to advance TH 41 Trail & Pedestrian Underpass Improvements
. Look for partners for storm water improvement projects
. Follow-up on Justification Study for Fire Station #3
Enhance Local Tax Base
Evaluate the Comprehensive Plan with current goals and policies; assess the impact.
· Meet with downtown businesses regarding new zoning to intensify development
. Support the marketplace driven development of industrial, commercial, and residential land
