Figuring the mid
The $600 million of Local Oovernn~nt Aid parceled out to Minnesota
cities this year hinges on the way thc Legislmmc voted a decade ago,
said Pat Dalton, a legislative analyst.
Thc aid is divided into two pm'ts.
One guarant~es a city at least the amount it received in 1992, whea the
last major clumge~ took place. This "grandfathea~" amount was
Cwandfathered aid accounted for $352 million of the $565 million

reflect each city's need and ability to pay for its expenses.
To detrrmine the ability to pay, each city's tax base is multiplied by the

half, on ave~a~. But Dalton said the percentage varies a lot mg
cities. Typically, rural communities that have lost poptflation r~ly mm
heavily on m aid than cities in the Twin Cities area.

"We don~ know how long a fix will be required," he said. In the short
