' 1,) FROM: Paul Oehme, Director of Public Works/City Engineer February 23, 2009 OV~' SUBJECT: Public Works Maintenance Facility Project 08-03: Approve Plans & Specifications; Authorize Ad for Bids DATE: PROPOSED MOTION "The City Council approves the plans and specifications and authorizes ad for bids for the Chanhassen Public Works Maintenance Facility Project 08-03." City Council approval requires a simple majority vote of the City Council present. BACKGROUND On January 6, 2009 the Planning Commission approved the site plan. On January 26, 2009, the City Council approved the site plan. DISCUSSION Staffhas been working with the architect and the construction management teams to complete final design for the public works facility. The design team has been meeting regularly with the public works staff to determine what should be included in the facility, layout of the building, site equipment and supplies. Attached are the layouts and renderings of the facility. Staff would like to review the final design with Council and receive feedback before the project is advertised. Final cost estimates for the facility are being tabulated and will be available at the Council Meeting. Bids are proposed to be received Thursday, March 19,2009. In all, 15 bid categories are planned to be received. There will be a pre-bid meeting at the project site, 7901 Park Place, on Thursday, March 5, 2009. The bid packages are: Building Concrete Precast Structural Concrete Walls Precast Plank Masonry Structural Steel/Joists/Decking/Misc. Steel Structural Stee1/Joists/Decking/Misc. Steel Carpentry/Finish Carpentry /Millwork/ Doors, Frames, HardwareIMiscellaneous Specialties Labor and materials Roofing/Sheetmetal/ Accessories Aluminum Entrances/Storefronts Gypsum Board Systems Painting Vehicle Maintenance Equipment Plumbing and Piping Systems HV AC and Controls Systems Electrical Alternate Labor and Materials Labor and Materials Labor and Materials Labor and Materials Material Only Labor Only Labor and Materials Labor and Materials Labor and Materials Labor and Materials Labor and Materials Labor and Materials Labor and Materials Labor and Materials Labor and Materials The project includes several alternates in the bids that will be used to determine the final scope of the project depending on how bids come in. In general, some of the alternates that are intended to be included in the bids are as follows: 1. Deduct for VCT in lieu of ceramic tile at office. 2. Deduct for Modular block retaining walls on the south side of the property in lieu of recon block walls. 3. Deduct for paint at vehicle storage walls. 4. Deduct for paint at vehicle storage ceiling. 5. Add for concrete bunker dividing walls. 6. Add for Motorized Entry Gate. 7. Add for TPO roofing in lieu of ballasted roofing. 8. Add for six (6) skylights. 9. Add for each additional skylight over six (6) skylights. 10. Deduct for smooth gray concrete precast wall at west side of vehicle storage. 11. Deduct to reduce R-value of the exterior overhead doors to R-9 in lieu ofR-15.68. 12. Deduct to reduce the amount of vision glass at the overhead doors (i.e. the wash bay door). 13. By soliciting for quotes for smaller items, the City is anticipated to see better pricing and local contractors will have a better opportunity to receive a contract. The City is expected to grow an additional 30% before ultimate build out. The existing facility is located on a 5 acre site which is already cramped for storage and operation space. The City completed a facility needs study in 2007 and completed an exhaustive search to try to make an existing warehouse type building work. It was decided to move the Public Works building because the existing site is too small for expansion and no warehouse type building was economically feasible to remodel. I Justification I I The Operations and Maintenance Department needs additional space for repairs, meeting facilities, files, locker rooms, storage, supervisory offices and proper equipment storage. In addition, the current facility does not meet many City building codes.
