Paul Oehme, Public Works Director/City Engineer \ # FROM: DATE: March 9, 2009 O~ ' 77th Street Utility Project No. 09-04: Award of Contract SUBJ: PROPOSED MOTION "The City Council approves a construction contract in the amount of $272,911.76 to GM Contracting, Inc. for work to be performed on the above- referenced project." City Council approval requires a simple majority vote ofthe City Council present. BACKGROUND The City Council authorized the preparation of plans and specifications on February 9, 2009. The project is for replacement of a sanitary sewer forcemain and ductile iron watermain pipe within 77th Street which have deteriorated due to the corrosive soils. There have been several documented breaks in the ductile iron sanitary sewer forcemain and watermain. The project consists of directionally drilling approximately 1,150 linear feet of 12" high density polyethylene (HDPE) watermain and 1,150 linear feet of 6" HDPE forcemain. The HDPE has been used in other areas of the City where corrosive soils are present. Only the watermain in 77th Street is proposed to be replaced at this time. Staff has not documented any other watermain problems in this area. The project is planned to be completed before June when the streets in this area are proposed to be overlayed. BIDS Bids for the project were opened on Thursday, February 26,2009 at 2:00 p.m. The bids have been checked for errors. Six bids were submitted. Bids included a base bid for the work within 77th Street and a bid alternate for the watermain interconnection to the City of Eden Prairie. This interconnect could be used by either City in the event of temporary water emergency. The City of Chanhassen currently has watermain interconnections with Cities of Chaska and Shorewood. Staff forwarded the bid tabulation to the City of Eden Prairie for their review. Based on the bid prices, the City of Eden Prairie would like to pursue the watermain interconnection with this contract. The City of Eden Prairie has agreed to pay for half of the interconnect (alternate bid) or $11,594.18. The low bidder for this project including the base bid and bid alternate is GM Contracting. GM Contracting has done work in the City before and their work has been acceptable. The last project GM Contracting work on in the City was the raw watermain directional boring project for Wells 12 and 13. The alignment of the watermain changed after Council authorized the preparation of the plans. Staff consulted with the Minnesota Department of HeaIth (MDH) regarding the watermain replacement alignment. The MDH required that the watermain be shifted to the north side of the road to provide greater separation from sanitary sewer facilities. Many small utilities lie within the northern portion of the road, therefore the unit prices increased since contractors will have to work around more small utilities than originally anticipated. In addition more and longer service leads need to be replaced along with some additional removals and restorations. The project however is still within the CIP budget. The project is tentatively scheduled to start mid-March with a completion date of May 20, 2009. Staff will notify the property owners in the area prior to the start of construction with a project time line. Brief water disruptions are only anticipated. This project was budgeted in the 2009 CIP, Project W-049 and SS-018. The watennain would be replaced from Dell Road west 1,200 feet. All the services and hydrants would be replaced along the aligmnent. The mainline pipe is proposed to be directionally bored to reduce the amount of restoration, disruption to the businesses in the area and construction time of the project. Justification The City is planning to complete a mill and overlay of 77th Street the summer of2009. The City experienced a significant watermain break in late November 2008. Inspection of the pipe at the time of fixing the watennain, showed significant deterioration of the ductile iron pipe in this area. This deterioration is caused by corrosive soils (hot soils) in this area of the City. City records showed only one watermain break along this section ofwatennain in the last 5 years. However, based on the inspection of the watermain at the time of the watennain break and the trouble the City has had with the sanitary sewer forcemain pipe along this corridor, staff is recommending replacing the watermain pipe in 2009 prior to the street overlay project.
