BACKGROUND In December, 2002, the City Council approved an easement agreement for access to the Sunrise Hills beachlot between the City and SHCA. During the easement negotiations, it was discovered that the City owned a small outlot which lies between the Frontier Trail right-of-way and the beachlot (see picture below and attached exhibit). As far as staff can tell, the City obtained ownership of the outlot as a result of tax forfeiture. DISCUSSION As was discussed in the staff report for the easement agreement, staff sees no reason to retain the small ouflot off of Frontier Trail. The ouflot contains no public utilities or other structures of public value.
