Dear Mr Gerhardt,
Mediacom will institute a rate adjustment on Family Cable 'servibe in your community
effective February 1, 2003. A copy .of the full schedule of rates and charges as well as the
channel line-up is attached and ~411 be enclosed in customer billing invoices beginning
December 17, 2002.
The rate adjustment reflects the increased costs of providing service. Two si~ificant factors
in the increases are programming fees and investments to upgrade our broadband networks to
offer more products and advanced services such as high speed Interact. The fees we pay to
programming companies have increased dramatically over the course of the past year.
Mediacom has also invested hundreds of millions of dollars in Iowa, Mirmesota, Wisconsin
and South Dakota over the past two years in broadband network improvements.
Mediacom is concerned with the level ofprogmnmfing cost increases requested by
programming companies and their impact on customer rates and choices. Additional data
detailing the escalation ofpr0gramming costs and other related information will be provided in
January.

I want to thank you for your support of Kids Voting this fall. I know this was an
especially difficult election year with all the last minute election process changes
which resulted from the death of Senator Paul Wellstone. Your patience and
cooperation were appreciated very much.
Here is a brief update on the Kids Voting participation. Within the 25 precinct
sites we managed, the highest numbers of voters were at
1. Main Fire Station in Chanhassen - 294
2. Woodland Hills Church ~ 244
3'. Chanhassen Recreation Center- 239
The lowest numbers were at 1. Prairie Hill Evangelical- 54
2. Eden Prairie Assembly of God - 87
3. Scenic Heights Elementary- 105

countered two issues in our first year .of working with Kids Voting.
An objection to the lawn signs from Kids Voting. A parallel was drawn
between the Kids Voting Lawn signs and the referendum lawn signs. The
"V" in the word "Voting" looked similar. So two taxpayers voiced an
objection.
We used the same "schedule" to coordinate our volunteers at each
precinct site. Families whose children attended schools with early
dismissals encountered Kids Voting booths which were not staffed. Next
time we would schedule volunteers at precinct sites in conjunction with
school dismissal times.
The majority of feedback from our s~ff and families has been extremely positive.
They would like to see us sponsor Kids Voting in the future.
What kinds of issues or difficulties did you experience in working with the Kids
Voting program? Would you be willing to host Kids Voting in the future? If so, do
you have any suggestions as to how we could improve the process next time?
Please feel free to respond to me via email, fax or mail. Your input will be used
in future planning if the District chooses to support the Kids Voting program
again.

Greeting to you all,
There are many things occurring In the county since we last communicated and I thought I would share some of
them with you.
.
The contracting study was delivered to the County last Week. I will be shadng the review with the
county board in the weeks ahead. Once the county board has had an opportunity to review the
findings I will be setting up a meeting date for our Sheriff's Contracting Committee to begin the
process of reviewing the findings and recommendations. As I stated in March of this year, I would
expect we would want a period of time to examine our contracting model so we can provide the most
up-to-date, responsive model as possible. I wish to state once again, ttils process may be difficult at
timas and will have many options to explore. We should be looking for opportunltias to get public
input Into our process and I will be suggesting setting up community meetings as an option for citizen
participation. As we heard in the presentation from Chief Denise Pentony, from Seattle Washington,
the process she worked with took two years and had many challengas along the way. I am confident
we will be preparing our county and communitias to respond to our demands for public safety
services once th.is process is over. On a side note, as a result of a fire We had in our garage area two
weeks ago we had the opportunity to clean in our records storage area. Staff came across a policing
study that was done in 1972 with then, Sheriff Las Melchert. The study has many observations in it
that still apply today. One of the comments back then was the need for the study because of the
· urbanization' and growth of the county. The population at the time, county wide was 29,700. It Is a
fascinating to look back at what the county sheriff and your communltlas were discussing regarding
policing.
2. Our 2003 work schedules are being finalized in the Office. The county pay pedods for the now
patrol schedule year starts on December 16, 2002. The 3 lieutenants will be changing their
assignments as a result of this. The following changas will be occurring:

Chief Deputy Denny Owens will be leaving the Sheriff's Office in January. I am not looking forward
to replacing Denny because of his dedication and commitment to the Office. We have worked for -
hours together trying to rastore your trust and confidence in the Office. I appreciate the hard work
and many hours Denny has given in order to make our public safety mission a success. Watch for
plans to celebrate Denny's time with us.

I would like to update our Mayor's, council and city manager/administrator/clerks phone list with
you. It has been a policy of mine since I took Office to keep your community leaders Informed when a
major incident has occurred. By have 24-hour numbers for at least you and your Mayors, I have
found this a valuable way to communicate after hours with you. If at all possible I would ask you. e-
mail our administrative assistant, Leslie Michel at Imichel@(;;o.carver. mn.us ThIs way we can get
those new names, numbers and address in our database as soon as possible.

To your Honor the Mayor and council members:
As a Friend of the library and as Chanhassen resident that looks forward with great anticipation to its proper
completion, my family and I put in a very strong vote for the inclusion of a coffee shop within the building.
This will be a first class building and certainly we would'nt want to cheapen it by the placement of vending
machines.
inasmuch as we have plans drawn up and paid for, plus a Iocat coffee shop owner that will lease the space
from us, what could prevent it's approval. We plan to use the library alot, now that they will have the many
martials that we now had to travel to Minnetonka or Edina to obtain, so lets put in the coffee shop to give it
another first class accommodation.
I was unable to attend the last scheduled meeting, so thank you for listening to our request.

Rationale
Editor's Note: Chanhassen's GO rating was raised to 'A' from 'A-' on Feb. 20,
2002. The upgrades on the series 2001A and 1995A bonds, issued by Carver
County Housing and Redevelopment Authority, Minn., refiect the upgrade that
took place on that date. The 'A' Standard & Poor's underlying rating reflects th~
security provided by the city's GO pledge. The series 1995A bonds, rated 'A-',
are backed by annual appropriations.
The following analysis was issued on Feb. 20, 2002.
The upgrade reflects Chanhassen's strong property value growth and
maintenance of a strong financial position, while making progress in mitigating
the effect of an under-performing tax Increment district.
The rating reflects the city's:
· Rapidly growing tax base that benefits from its location in the
Minneapolis-St. Paul metropolitan area,
· . Above-average wealth and income indicators, and
· Significant financial reserve levels.
A high overall debt burden offsets these strengths.
Chanhassen, which is 17 miles southwest of Minneapolis, is primarily
residential and continues to experience rapid population and tax base growth.
Estimated market value has increased by an average of more than 10%
annually the past five years to $1.78 billion for fiscal 2002 (preliminary). The-1(
leading taxpayers account for 11% of total net tax capacity, reflecting a steady
reduction of concentration. Unemployment levels are very. Iow at 2.7% in 2001
which is consistent with the region. Several midsize employers are within the
city in a variety of sectors, including high technology, manufacturing and
engineering, business services, and food production. Per capita household
income levels are 160% of state and national averages, respectively. Market
value per capita has been rising sharply and stood at more than $78,000 in
2001.
Financial management and liquidity is good, mitigating high fixed costs for deb
service. Revenue growth has accelerated in the'past few years, resulting In
consistent positive operating results. The general fund balance at Dec. 31,
2000, of $4.7 million represented 67% of annual general fund expenditures
and reflected a sizable $462,000 surplus for the year. Projections for fiscal
2001 are for a $200,000 drawdown in general fund balance, bringing the
unreserved general fund balance to $4.5 million, in excess of the city's policy
of maintaining reserves at 50% of following year tax levy and state aid. The
fiscal 2001 results were better than anticipated, as the city had budgeted a
$650,000 deficit. The fiscal 2002 budget, which is balanced, incorporates a
34% increase in the general fund tax levy to offset the fiscal 2001 deficit
budget levels, to replace certain state aid that was eliminated in 2001 and to
fund inflationary increases.
Because tax Increment finance revenues have been insuffici6nt to cover debt
service requirements, in 1999 the city tmnsfen'ed $3.3 million from other funds
primarily from its historic preservation trust fund, to cover principal and interesl
payments on the outstanding tax Increment finance bonds. In fiscal 2000, the
city defeased $4.6 million of tax increment debt, leaving only $5.3 million
outstanding. Despite the strong level of general fund reserves, the city has
negative balances in its tax increment debt service fund and downtown tax
increment district capital projects fund, measuring negative $2.87 million and
negative $3.8 million, respectively.
As a result of the financial assistance afforded by the historic preservation tnJs
fund and the defeasance of tax increment debt, the city expects that the
remaining tax increment debt will be supported by incremental revenues
generated within the district. As such, the city does not expect any need to lev'
general property taxes to support the tax increment debt. In fiscal 2000, the
district generated $5.4 million in tax increment revenue, a level that is sufficlen
to meet debt service needs while enabling the city to make headway toward
returning the debt service fund to surplus balance.-The remaining deficit'
balance will be erased through an additional transfer from the historic
preservation trust fund (which had a $4.2 million balance as of Dec. 31, 2000)
when the tax increment district expires in November 2003.
Overall net debt is still quite high at $4,229 per cap!ta and 4.7% of true value,
although it has been falling due to healthy increases in population and market
valuation. About 68% of the city's direct debt burden is supported by tax
increment, special assessments, and enterprise revenues; the support of thest
revenue streams alleviates some of the operating burden. Amortization of the
city's debt is quite rapid at 83% in 10 years..The city's policy for tax-supported
debt requires 50% of the principal to be paid in 10 years. This has resulted in
amortization costs that are extremely onerous, representing 53% of fiscal 200(
expenditures (not including a $4.7 million refunding). The city projects very
high debt service payments through 2004, when many of the outstanding tax
increment financings and capital appreciation bonds have their final maturities
As such, debt service for fiscal 2003 is expected to reach $10 million. The city
has $9.8 million in debt service funds reserved for debt retirement, but a $4
million unreserved deficit that reduces debt service balances to $5.7 million.
..
The series 2002 bonds will finance' public library improvements. The city's five.
year capital improvement plan reflects $30 million in additional needs, none of
which is expected to be debt financed.
Outlook
The outlook change to stable from positive reflects the expectation that tax
increment revenue will support debt service requirements on outstanding tax
increment debt, which will limit financial exposure of the city's general
operating funds and enable the city to meet budgetary needs in a growth
environment. The outlook also reflects further progress toward restoring
structural balance in the debt service and capital projects funds, and reduced
debt burden and amortization costs as the city continues its growth trend.

I.,arson Electric is awaiting response for their RFI requesting clarification for the parking ramp
lighting configuration. Larson Electric stated that shop drawings for light f'Lxtures will be
submitted shortly. This will allow MS&R to review Larson's concern about conflict with the
structural components for best lighting results as well as clearance issues in the parking
structure. The light fixture shop drawing submittal has not been received. K-A will inquire as
to the status. The lighting package submittal was received from I. arson Electric on Oct. 30,
2002 and forwarded to the Architect. MS&R stated that lighting shop drawings should be
returned from Sebesta Engineering this week.

The Owner is contemplating installation of a retail coffee shop within the library and was
advised that under floor piping required for this installation will be needed by Sept. 1, 2002.
Melissa Brechon and Barry Petit attended a planning meeting with the "Friends of the Library"
group prior to the progress meeting held this morning. More information to follow.
Mechanical and electrical rough-ins, if any, in masonry walls above grade that may be affected
by the proposed retail coffee shop, should be provided to the contractor immediately as these
walls are being constructed. The coffee shop proposal concept will be submitted and reviewed
at the City Council meeting to be held on Oct. 14, 2002. The City indicated that the coffee shop
proposal would not be presented to the City Council until after their budget process is
completed. K-A indicated this should not have any impact on the construction activities. K-A
stated that under floor rough-in work will commence at the south side of the building at/_he end
of November. Rough-in work will continue to the north as soon as the structural steel erection
will permit. Rough-in activities in the vicinity of the retail coffee shop will commence
approximately the first week in December. Therefore all below slab activities including the
toilet room "flipping" design documents should be received by Nov. 25,'2002. The depth of
frost prior to enclosure will dictate the extent of trenching required for under floor rough-in
work. MS&R stated that only mechanical rough-ins will be installed at this time for the future
coffee shop. The eounetl will issue their final decision on Monday December 9th.
Steve Torell stated that all remaining smoke/fiie dampers may be deleted from the project. Per
the code, these elements are not necessary. Steve will speak with the mechanical engineer in
this regard. Barry Petit will verify with Steve Torell if he has had conversation with the
mechanical engineer regarding the dampers. Barry Petit indicated that Steve Torell has 'talked
to the mechanical engineer and is of the opinion that no smoke or fire dampers are needed on
the project. Smoke detectors however, are required. A proposal request will be issued by
MS&R to formally delete the smoke and fire dampers which were previously added to the scope
of work and subsequently struck from the returned CO gl. A proposal request is forthcoming
from MS&R that will document final status of the smoke and fire dampers. Steve Torell spoke
to Sebesta Bloomberg & Assoc. on Wed., Oct. 9 regarding the smoke and fire dampers and
detectors. Proposal Request No. 6 was issued on Oct. 3, 2002. Larson Electric will submit their
electrical cost impact for PR #6 today or Fri. This will allow K-A to submit their response to
PR #6 in total. [,arson Electric was advised by the Fire Marshall that the building does not
require a fire alarm system for an A3 Building Classification. The current contract documents
however include a fire alarm system which is reflected in the recent shop drawing submittal by
Larson Electric. The necessity of the system will require review by the electrical engineer and
the City. Steve Torell has emailed data to Sebesta Bloomberg & Assoc. in this regard. K-A
submitted their response to PR #6 on Oct. 29, 2002. MS&R stated that the revised fire alarm
system scope will be forthcoming in a future proposal that is currently being drafted. Steve
Torell requested to review the forthcoming PR prior to issuance to review scope. It was
suggested that Steve contact MS&R directly. MSR issued the final instructions via PR g/to
guide the modifications to the alarm system. Steve Torell still had additional questions.
Barry will contact Sebesta to contact Steve In hopes that we can cleanup the remaining
concerns.

K-A stated that temporary enclosures will be required prior to installation of all final exmrior
building systems. Attempts will be made to minimize the extent of the temporary enclosures as
job progress permits. Cost for temporary enclosures will be borne by the Owner as stated in the
contract agreement. Some temporary heat and enciosures may be required for exterior concrct~
masonry and stone activities not originally anticipated. Crosstown Masonry, based on the
original construction schedule, figured all of their work being completed prior to Nov. 1.
Electrical heating mats for snowmelt at thc parldng ramp stairs will require two weekz delivery.
A rough slab will be poured initially as a working surface to receive the heating mats. The
treads and risers are formed and poured with the mats in a separate activity. K-A indicated that
the pouring of the initial rough slab at the parking ramp stair will be poured next week,
Electrical mats for snowmelt should be available shortly thereafter. Larson Electric stated that
the electrical snow melting mats for the stair have been delivered to thejobsite. Due to the
colder weather and not a need to have thc stair available this winter, the stair will be poured
next spring. Barry raised the concern by the electrical contractor regarding the electric ice
melt system and its poor history. MSR will issue a PR to change the stairs to a liquid ice
melt system. In the mean time K.A. should see what credit is possible for reblrning the
electric ice melt system along with the credit for the ~ssoclated labor.

Exterior electrical outlets for (8) vehicles north of the new parking structure will be required by
the City. Current scope will be reviewed. All conduits required for exterior electrical vehicle
outlets and lighting should be finalized prior to placement of bituminous paving at the surface
parking lot north of the parking structure. The City has determined that (2) additional
exterior electrical outlets need to be added to the (2) existing outlets at the parking lot.
These will be provided from the salvaged outlets previously removed during the
demolition phase.

Brief discussion regarding demo of the field office. The city will perform the demo and
would be ready between March and May. The Fire department, however, may choose to
burn the structure, which would definitely shift the timing into May. Jim is fine with .any
of these times. Further discussion to follow.

Jim tossed out a possible completion for ail the Interior work of June 1st (2003). At this
point everyone understands that the date is still very tentative.

addressed. City has requested a photometrles study of the proposed exterior site lighting
design. When all f'Lxtures have been seleetefl, this study will be assembled and presented

time. The conduit from City Hall should enter the librm3' building structure at the north
wall of the mechanical room. The conduit pathway should avoid furore landscape

Hoffman who is with the City.

Larson Electric is awaiting response for their RFI requesting clarification for the parking ramp
lighting configuration. Larson Electric stated that shop drawings for light fixtures will be
submitted shortly. This will allow MS&R to review Larson's concern about conflict with the
stmcUn~ai components for best lighting results as well as clearance issues in the parking
su'ucture. The light fixture shop drawing submittal has not been recei~. K-A will inquire as
to the status. The lighting package submittai was received from Larson Electric on Oct. 30,
2002 and forwarded to the Architect. MS&R stat~ that lighting shop drawings should be
returned from Schesta Engineering this week. The light flxO. u-e submittal packages were
returned by MS&IL RFI #1 pertaining to the lighting in the parking ramp can now be
addressed.

MS&R stated that only mechanical rough-ina will be installed at this time for the future coffee
shop. The council will issue their final decision on Monday December 9th.
Steve Torell stated that all re_ mnlning smoke/fire'dampe~ may be deleirxl from the project. Per
the code, these elements are not necessary. Steve will speak with the mechanical engineer in
this regard. Barry Petit will verify with Steve Torell if he has had conversation with the
mechanical engineer regarding the dampers. Barry Petit indicated that Steve Torell has talked
to the mechanical engineer and is of the opinion that no smoke or fire dampers are needed On
the project. Smoke detectors however, are l~luired. A proposal request will be issued l~y
MS&R to formally delete the smoke and fire dampers which were previously added to the scope
of work and subsequently struck from the returned CO #1. A proposal request is forthcoming
from MS&R that will docurnent final status of the smoke and fire dampe~. Steve Torell spoke
to Sebesta Bloomberg & Assoc. on Wed., Oct. 9 regarding the smoke and fire dampers and
detectors. Proposal Request No. 6 was issued on Oct. 3, 2002. Larson Electric will submit their
electrical cost impact for PR g6 today or Fri. This will allow K-A to submit their response to
PR g6 in total. Larson Eleclric was advised by the H_re Marshall that the building does not
require a fire alarm system for an A3 Building Classification. The current contract documents
however include a fire alarm system which is reflected in the recent shop drawing submittal by
Larson Electric. The necessity of the system will require review by the electrical engineer and
the City. Steve Torell has emailed data to Sebesta Bloomberg & Assoc. in this regard. K-A
submitted their response to PR #6 on Oct_ 29, 2002. MS&R stated that the revised fire alarm
system scope will be forthcoming in a future proposal that is currently being drafted. Steve
Torell requested to review the forthcoming PR prior to issuance to review scope. It was
suggested that Steve contact MS&R directly. MSR issued the final inslructions via PR g/to
guide the modifications to the alarm system.' Steve Torell still had additional questions. Barry
will contact Sebesta to contact Steve in hopes that we can cleanup the remaining concerns. PR
~ dated Nov. 22, 2002 was issued by MS&IL Steve Torell slated that a '~ialer' may be
required which was not incorporated in the proposal requesL This wm be reviewed by
Sebesta Engineering and MS&IL

K-A stated that temporary enclosures will be required prior to installation of all final exterior
building systems. Attempts will be made to minimiT~ the extent of the temporary enclosures as
job progress permits. Cost for temporary enclosures will be borne by the Owner as stated in the
contract agreement. Some temporary heat and enclosures may be required for exterior concrete,
masonry and stone activities not originally anticipated. Crosstown Masonry. based on the
original construction schedule, figured all of their work being completed prior to Nov. 1. Per
the Contract Agreement, K-A will formally write a letter indicating that temporary
enclosure work has commenced.

Electrical heating mats for snowmelt at the parking ramp stairs will require two weeks delivery.
A rough slab will be poured initially as a working surface to receive the heating mats. The
treads and risers are formed and poured with the mats in a s~arate activity. K-A indicated that
the pouring of the initial rough slab at the parking ramp stair will be poured next week.
Electrical mats for snowmelt should be available shortly thereafter. Larson Electric stated that
the electrical snow melting mats for the stair have been delivered to thejobsite. Due to the
colder weather and not a need to have the stair available this winter, the stair will be poured
next spring. Barry raised the concern by the electrical contractor regarding the electric ice melt
system and its poor history. MSR will issue a PR to change the stairs to a liquid ice melt
system. In the mean time K.A. should see what credit is possible for returning the electric ice
melt system along with the credit for the associated labor.
20.1
Exterior electrical outlets for (8) vehicles north of the new parking structure will be required by
the City. Current scope will be reviewed. All conduits required for exterior electrical vehicle
outlets and lighting should be finalized prior to placement of bituminous paving at the surface
parking lot north of the parking structure. The City has determined that (2) additional exterior
electrical outlets need to be added to the (2) existing outlets at the parking lot. These will be
provided from the salvaged outlets previously removed during the demolition phase.
24.1
Brief discussion regarding demo of the field office. The city will perform the demo and' would
be ready between March and May. The Fire department, however, may choose to bum the
structure, which would definitely shift the timing into May. Jim is fine with any of these times.
Further discussion to follow.

Jim tossed out a possible completion for all the interior work of June 1st (2003). At this point
everyone understands that the date is still very tentative.

dated Dec. 10, 2002 regarding the structural steel inspection.
25.2
MS&R indicated that in approximately one week, the interior finish submittal approvals
will be finalized and returned to the Contractor.

The Owner indicated that It would not be necessary to utilize the upper level of the
parking ramp structure over the Winter. Horizontal caulking and the traffic coating
membrane has not been completed due to the cold weather.

The City has requested that the Architect review the towel system in the new toilet rooms.
The City may consider their current vendor and desires to have the same system for the
existing City Hall and new library building.

Steve Torell wished to clarify that design for minimum aisle widths be maintained for

The City has advised that the low voltage wiring package has not been awarded at this time.
The conduit from City Hail should enter the library building structure at the north wall of the

City. MS&R will assist the City with the coordination and implementation of the interior
low voltage-wiring package.

MS&R will confirm locations of stub up electrical conduit for furniture layout as per Note
No. 10 on sheet E200, Power Plan. Larson Electric will submit a catalog cut of the
electrical box to receive the conduit at the furniture locations for their review.
27.2
Electrical sheets F_,200 and F,300 show the proposed furniture layout for general
information. In wall blocking and backing requirements are as indicated in the
architectural drawings.
27.3
The gas line servicing the fireplace can come ,underground from the outside to the
designated room or from overhead within the building but not below the slab on grade.
The fireplace will be direct vented out the exterior wall.
27.4
MS&R indicated that their review of the proposed fire protection documents has been
completed and therefore the Brothers Fire Protection Co. will be submitting their final
draft for review and approval.

K-A advised the City that no additional costs for temporary building enclosure work will
be realized due to structural steel delays. The quantity of materials and labor associated
with the temporary enclosures is a stand-alone item and not affected by other activities.
As a rule of thumb, temporary enclosures are required between Thanksgiving and April 1.
