City Council approval requires a simple majority vote of the City Council present. BACKGROUND The City received notice back in 2006 from the Metropolitan Council that we exceeded our allowable inflow of sanitary sewer in 2005. The reason for exceeding the allowable amount was due to Infiltration and Inflow (III) of clear water entering the sanitary sewer system. A surcharge will be added to our sanitary sewer bill unless we take corrective action to mitigate the III. DISCUSSION The 2009 Sanitary Sewer Rehabilitation Project is proposed to address both Infiltration and Inflow (III) and structural issues. In 2008, televising was completed between Lift Station #24 and the new high school. This section of concrete sanitary pipe has been damaged due to the hydrogen sulfide released as the sewer flows through the pipe. The damage has caused the rubber gasket seals at most joints to become loose which has allowed ground water to drain into the pipe. In order to prevent infiltration of this pipe, staff is proposing to line the pipe with a structural liner. This type of liner was installed last year in the 2008 project and is working well. Other improvements to the area will include pipe joint sealing, replacing castings, and grouting manholes and pipe joints. Another option staff considered was installing a new pipe instead of lining the existing pipe, but this option was not feasible due to the environmental impacts to the adjacent wetland and cost. Staff feels this area contributes some of the highest levels of III to the system. Attached is a map showing the repair areas proposed for 2009. Funding for this project has been budgeted for in the 2009 CIP, Project SS-012, and will be paid for by the Sewer Utility fund. The current project cost estimate for the work is $190,000. The program also detects and eliminates points of entry of ground water and surface water into the City sanitary sewer system. Projects have been identified from the 2006 Inflow and Infiltration Report. The projects were reviewed by Metropolitan Council and approved in lieu of surcharge fees. Justification City staff has identified numerous older sewer lines that are in need of repair. The City of Chanhassen pays the Metropolitan Council for sewage treatment. Those payments are based on the amount of flow generated by the City of Chanhassen. Surface water and ground water that makes its way into the system either through breaks, displaced joints, manhole covers, or private connections to the system increase the amount charged to the City for sewage disposal and increasing the load on the City's lift stations. Also, MCES would place a surcharge the annual charge if the City was not actively trying to reduce the inflow and infiltration problem. It is also the city's intent to use connection charges to help fund for those costs.
