COPS Grant Application
MOTION
The City Council approves the Carver County COPS grant application and agrees
to fund the annual costs of the grant for the required 4 years if awarded.
A majority vote is required to approve this motion.
BACKGROUND
Through the federal stimulus package, a sum of 1 billion dollars in grant funding
is available for the hiring or rehiring of law enforcement personnel through the
COPS grant. The money will be awarded through a competitive grant process.
The deadline for applications is April 14, 2009. Carver County will be the actual
grantee, but will require the City to sign an agreement with the County agreeing
to pay the costs associated with the grant, as described in the following section.
The City will apply for one Deputy position. This position is in our Policing Plan
to be hired in Fall 2009, pending available funding.
FINANCIAL
No local match is required for the grant, however, the grant only funds entry level
salary and benefits. The average cost the grant will fund is $66,786, while the
cost of a contract Deputy is $69,313. Additionally, the County charges an
administrative fee of $9,838 to pay a percentage of a records clerk,. police contract
assistant, 3 supervisors and 1 vehicle. The estimated total amount to be funded by
the City for the next three years would be approximately $12,365. Costs are
estimated to increase by 3% each year.
Additionally, the City must agree to maintain the position for at least 12 months
following the completion of the grant, at which time the City would be
responsible for 100% of the costs.
RECCOMENDATION
Staff recommends that the City Council approve Carver County's COP grant
application and agree to fund the annual amounts for the required four years.
