"The City Council approves bids and quotes to the contractors in the amounts
recommended in RJM Construction's letter of recommendation.
City Council approval requires a simple majority vote ofthe City Council
present.
BACKGROUND
On January 6, 2009, the Planning Commission approved the site plan.
On January 26, 2009, the City Council approved the site plan.
On February 23, 2009, the City Council approved the plans and specifications and
authorized the ad for bids.
On March 23,2009, the City Council approved bids for steel and concrete for the
facility and reviewed other bids and quotes.
DISCUSSION
This project used the construction management approach to obtain bids and
quotes for the project. This approach allows each of the specialty trade
contractors to bid separately on portions of the project. In all, 16 trade areas or
bid packages were bid out. Staff also obtained quotes from contractors for
smaller items in the project that met quoting requirements. The only bid item left
for the project is bituminous paving. This item will be bid out later this summer.
On Tuesday, March 17,2009, quotes were received for this project. On March
19,2009, public bids were received for the 16 advertised public bid categories.
The City's construction management service company, RJM Construction (RJM),
worked with the City to receive the quotes and bids. For tonight's meeting, staff

On March 19, 2009 public 1:Jids were received for the sixteen (16) advertised public bid categories.
Subsequently on March 23 the City Council awarded the contracts for Bid Categories that
included PreC8st Wall Panels, Precast Floor Plank, Structural Steel Materials, Building Concrete
and Masomy.
RJM Construction has now reviewed and qualified all remaining public bid categories. Based on
the results of these reviews we recommend to the City Council that they award the following

AME Steel Erectors submitted the lowest.bid forBid Category 5B Steel Erection; however they
did not acknowledge receipt of Addenda 3 and 4. Their bid wassttpsequently rejected .as
Addendum 3 presented. changes to the bid scope of work. Aero Materials. submitted the lowest. bid
forBid Category IIA Vehicle Maintenance Equipment; however it was. determined that the bid
submitted was for the incorrect scope of work. Aero Materials hassubsequentIy requested to have
their bid rescinded.

Dear Paul,
Per your request, the following are my comments on the alternates that are being considered for
the proj ect:
Alternate #1, VCT flooring in lieu ofresinous flooring: Although the cost of$21,341.00 may
seem like a lot of money, the longevity, quality, low-maintenance and general appearance of the
this epoxy type material is far superior than the VCT flooring. I spent a fair amount of time on
this item, partially due to your interest, and I would strongly recommend the City maintain the
original base bid resinous floor in the office area.
Alternate #2, modular block walls in lieu of Recon units: I do not have a strong feeling either
way, and this was more in the civil related work.
Alternate #3, exclude painting at the interior concrete walls: The cost/credit of$8,527.00 is a
modest amount, and the painting (or lack thereof) will not greatly change the project. This would
be a good item to add if the monies are available (mild recommendation).
Alternate #4, painting the deck, joists and steel at the ceiling: This is one painting item that I
believe will make a difference. In combination with the skylights, this work will noticeably
improve the daylighting and general appearance. I have been in buildings, during construction,
when the skylights are installed and the painting yet to be performed. There is quite a difference
in light quality after the ceiling has been painted. Thus the recommendation to maintain base
bid.
Alternate #5, motorized gate and fence: This is pretty much your call, as it is mostly an
operational issue.
Alternate #6, TPO roofing in lieu of EPDM roofing: $55,667.00 is a considerable amount of
money, but the upgrade may be worth it. The black (rubber) EPDM roof is ballasted and is
essentially glued together, while the white TPO roof is essentially heat-welded. With the TPO
product, one can always see the roof (making inspection and repairs easier) while accessing a
ballasted roof is problematic. This alternate mostly involves method of construction, as opposed
to the actual materials used or color (since only a portion of the building is air conditioned). On
the other hand, the warranties differ, 20 years for the TPO roof and 10 years for the EPDM roof.
As a side issue, it would also be a good thing to have all the membrane used on the building to be
the same. Right now, with the base bid, different products are at different locations. If the cost
difference were less, this would be an easier recommendation for upgrade to the work.
Otherwise, this is a mild recommendation to accept the Alternate TPO roof at all locations.

Alternate #7, grey concrete at the west elevation: As the architect, I believe that it is
fundamentally wrong to have three side of the building attractive and unified, with one side
essentially uninteresting, colorless and inconsistent with the rest of the building design and
materials. I do not consider the $18,156.00 a lot of money for this, especially considering this is
a permanent decision. Consequently, I would strongly recommend staying with the base bid.
Alternate #8,2" thick versus 3" thick overhead doors: If the door openings were narrower and
shorter, I might suggest taking the credit and obtaining the 2" doors. In the case of this project,
with over-sized doors, I believe that staff will appreciate the better performance and structural
integrity of the 3" doors. Therefore this is a recommendation to stay with the base bid 3" doors.
Alternate #9, smoke hatches: This alternate is no longer applicable.
Alternate #10, skylights (actually, alternates 10 and 11 are for skylights): I concur with the
proposed direction of city staff and construction manager in selecting twelve skylights for the
vehicle storage area.

On March 19, 2009 the City of Chanhassen received a sealed bid from A.M.E.
Construction Corporation (AME) for the work of Bid Category 5B for the structural and
miscellaneous steel erection.
In review of the bid fonnsubmitted, and. publicly announced during the reading of the
bids, AME noted acknowledgement of only two (2) of the four (4) bid.addenda.issued.
Upon review.oftheacldenda not acknowledged it has been concluded that Addendum 3
provided for material cha11ges to the work scope of Bid Category 5B.
Based on these circumstances,the bid provided by "AMB. has been rejected as incomplete
..Jandthe award will be made to the next lowest qualified bidder. This action has been
reviewed and conferred with the City ofChanhassen and the City's attorney.

The existing Public Works facility is over capacity and is in need of major repairs. The City is expected to grow an additional 30% before ultitnate
build out. The existing facility is located on a S acre site which is alrClldy cramped for storage and operation space. The City completed a facility
needs study in 2007 and completed an exhaustive search to try to make an existing warehouse type building work. It was decided to move the
Public Works building because the existing site is too small for expansion and no warehouse type building was economically feasible to remodel.
1ustification
The Operations and Maintenance Department needs additional space for repairs, meeting facilities, files. locker rooms, storage, supervisory offices
and proper equipment storage. In addition, the current facility does not meet many City building codes.
