Setting Fee Structure for Vehicle Lock-Out Services
BACKGROUND
At recent Council workshops, there have been discussions regarding the vehicle
lock-out service that the City currently provides free of charge. As far as staff
knows, the City of Chanhassen is the only city in this area that provides this
service at no cost to the resident, and the Carver County Sheriff's Department will
only assist in this service in emergency situations. In other cities, those who are
locked out of their vehicles are either charged by the City, or are required to call a
locksmith to unlock their vehicle.
Currently, our Community Service Officer provides this service for the City of
Chanhassen. On average, 150 calls per year are received for this service. While
offering this service for free is convenient, it is apparent that we can still provide
it at a lower cost to our residents than would be available through the private
sector while generating a new revenue slxeam.
Rates for this service vary between priv.ate and public sectors. Locksmiths who
serve this area routinely charge between $80 and SI(g) per inci.dent, while the City
of Chaska charges $10. It is staff's recommendation that the City of Chanhasaen
charge $20 per incident.
Those who call for service already fill out a waiver form, which acknowledges
that some damage may occur in the unlocking process and relieves the City of any
liability. This process will continue, and a pre-addressed envelope will be given
to those who use the service. They will then be asked to mail or drop-off at City
Hall the $20 fee. The CSO will keep a record of who has used the service, and
will work with the Finance Department to maintain an up-to-date record of who is
delinquent in their payment. Fees collected will be deposited into the City's
General Fund.
RECOMMENDATION
The Chanhassen City Council adopt the attached resolution setting a fee structure
for vehicle lock-out services effective January 1, 2003.

WHEREAS, the City of Chanhassen currently provides vehicle lock-out services to those
who have locked their keys in their vehicle, and
WHEREAS, this service is currently offered free of charge, and
WHEREAS, the City receives around 150 calls per year for this service, and is the only
City in Carver County that provides this service free Of charge, and
WHEREAS, charging a nominal fee to offset the cost of providing this service has been
discussed,
NOW, THEREFORE, be it resolved by the City Council of the City of Chanhassen,
Minnesota:

That a fee of $20 per incident be established for all vehicle lock-out services
performed by City staff.
2. That this fee structure begin on January 1, 2003.
