City Council approval requires a simple majority vote of the City Council present. DISCUSSION The 2009 III project was designed to eliminate areas in the sanitary sewer system that allows groundwater or surface water to enter. These improvements include lining sewer pipes, pipe joint sealing, grouting manholes and pipe joints. Repairs to the sewer pipes are scheduled to take place between the Chanhassen High School and Lift Station #24. This section of concrete sanitary pipe has been damaged due to the hydrogen sulfide released as the sewer flows through the pipe. The damage has caused the rubber gasket seals at most joints to become loose which has allowed ground water to drain into the pipe. Staff feels this area contributes some of the highest levels of III to the system. Attached is a map showing the repair areas proposed for 2009. The proposed budget for the project was $190,000.00. In order to meet budget, staff composed two alternates for the project. Alternate 1 included lining the section of pipe Manhole 40-006 to Manhole 40-007. Alternate 2 involved installing short liners north of the section of pipe to be lined. Due to the amount of funding allocated for the 2009 project, staff feels that Alternate 2 can be removed from the project for this year. References for Insituform Technologies USA, Inc. were checked and other cities found their work acceptable. Funding for this project has been budgeted for in the 2009 CIP, Project SS-012, and will be paid for by the Sewer Utility fund. The amount budgeted for 2009 is $200,000. The total price for the Base Bid and Alternate 1 is $175,837.40. All the work associated with this project is eligible for offsetting the MCES surcharge. 'The program also detects and eliminates points of entry of ground water and surface water into the City sanitary sewer system. Projects have been identified from the 2006 Inflow and Infiltration Report. The projects were reviewed by Metropolitan Council and approved in lieu of surcharge fees. i. · Justification I .. City staff has identified numerous older sewer lines that are in need of repair. The City ofChanhassen pays the Metropolitan Council for sewage treatment. Those payments are based on the amount of flow generated by the City of Chanhassen. Surface water and ground water that makes its way into the system either through breaks, displaced joints, manhole covers, or private connections to the system increase the amount charged to the City for sewage disposal and increasing the load on the City's lift stations. Also, MCES would place a surcharge the annual charge if the City was not actively trying to reduce the inflow and infiltration problem. It is also the city's intent to use connection charges to help fund [or those costs.
