PROPOSED MOTION
"The City Council approves quote to Greystone Construction Company in the
amount of$32,303.72 for storage roof, change in contract amount of $2,400 to
Olson Construction for Earthwork and Dayco Concrete in the amount of
$71,753.00 for structural concrete walls.
City Council approval requires a simple majority vote ofthe City Council
present.
BACKGROUND
On January 6, 2009, the Planning Commission approved the site plan.
On January 26,2009, the City Council approved the site plan.
On February 23,2009, the City Council approved the plans and specifications and
authorized the ad for bids.
On March 23,2009, the City Council approved bids for steel and concrete for the
facility and reviewed other bids and quotes.
On April 13, 2009, the City Council approved approve bids and quotes for the
facility.
DISCUSSION
In conjunction with the public works facility construction project budget, a
funding allowance was set aside for construction of a new salt storage facility.
Originally in the feasibility stage of this project, staffhad envisioned moving the
existing salt storage facility to the new site. However, after further review of the
existing salt storage facility, it became apparent moving the facility would be
more costly and problematic. The salt facility roof fabric is more worn than
originally thought and would most likely be damaged and ripped when taken

down and reinstalled. The steel bar trusses are rusting along with the connection
and would have to be repainted or portions replaced before moving to the new
site. If the existing facility were to move to the new facility, it would have to be
placed inside the new north walls with the soil around the concrete walls as is the
case today. This soil is used as a structural component to keep the walls from
moving. An estimated cost for painting the bar trusses, moving the existing
facility to the new site and purchasing a new roof is $50,000.
The proposed new salt storage
facility is 10' wider and 7' taller
than the existing facility. This
change is proposed to plan the
anticipated ultimate needs of the
City and potential joint use facility
by the County or MnDot.
Quotes were received for a new roof
system. Since these types of roofs
are more of a specialty unit, two
companies were able to bid on the
facility. Greystone Construction
Company submitted the lowest quote of$32,303.72. Greystone has furnished and
installed most the salt storage facilities in the metro area.
Wall construction and excavation for footings was quoted out to the contractors
currently under contract. These costs were reviewed by the City's construction
manager. Based on quotes submitted RJM feels the costs are acceptable based on
their review. Dayco Concrete is a local contractor in Chanhassen and is proposed
to construct the walls.
The total cost of the salt storage facility is $106,456.72. The budget amount for
the facility was $110,000.

On March 19,2009 public bids were received for the sixteen (16) advertised public bid
categories. Subsequently on March 23 and April I3 the City Council awarded the
contracts for all of the Bid Categories.
In addition to the public bids received RJM has also solicited several quoted scopes of
work on behalf of the City of Chanhassen. Subsequently on April 13 a.nd April 27 the
City Council awarded the contracts for all the quoted. scopes except the salt structure.
After a thorough scope review of the salt structure .bids RJM recommends the following
contract.

At the next City Council meeting RJM Construction recommends that the City Council
approve Project Change Order 01. The total amount of this Change Order will be for a
cost to the project of$74,153.
Attached is the change request that comprises this proposed change order. The change
request has been reviewed for approval by RJM Construction and Oertel Architects for
accuracy in market pricing for the requested work. The proposed cost for this work plus
the recommendation for award of the Salt Structure is approximately $4,000 less than the
amount set aside in the original city council approved budget.
