City Council approval requires a simple majority vote of the City Council
present.
BACKGROUND
In odd numbered years, the Metropolitan Council and its Transportation Advisory
Board (TAB) selects projects for federal SAFETEA-L V funding in the following
programs: Surface Transportation Program (STP), Transportation Enhancements
Program (TEP) and Congestion Mitigation! Air Quality (CMAQ) programs. The two-
year selection process involves solicitation of projects from MnDOT, cities, counties,
and transit providers, evaluation and ranking of these projects by the Transportation
Advisory Board (TAB) and Technical Advisory Committee, and selecting a list of
approved projects.
The Transportation Advisory Board and Metropolitan Council may award
approximately $105 million from the STP program and $19 million for the
Transportation Enhancements Program. Projects can be advanced if the project is
completely developed and funds are available. Prior to selecting projects, the funding
level will be reviewed to ensure fiscal balance of the Transportation Improvement
Program. The selected projects and programs will be programmed for construction or

implementation in 2013 and 2014 as part of the region's Transportation Improvement
Program (TIP). Notification of applicants "to proceed" that would be awarded
funding is anticipated to occur in early 2010. This year, City staff and Carver County
have identified three proj ects that are requested the City Council support for
submitting an application.
1. Pedestrian Trail Underpass at TH 5 & Minnewashta Parkway
A roadway scoping study was complete in October 2008 on TH 5 for TH 41 to
Norwood/Young America which identified safety and mobility needs for the corridor.
Based on that document, improvements are being planned for the corridor. MnDot is
planning to complete a preservation project on TH 5 from Minnewashta Parkway into
Victoria in the near future. The MnDot project will include some safety
improvements; however, it does not include many of the items that were identified in
the scoping document due to funding constraints. This application will be applying
for grant dollars to include more safety and mobility improvements which if
successful may be included with the MnDot preservation project. The City has
discussed improvements to the intersection of Minnewashta and TH 5 with MnDot as
it relates to projects using SAFETEA-L V funding. Based on these discussions, it was
determined a trail underpass project would have the best likelihood of being funded
based on the grant application criteria. Included in the trail underpass would be
shouldering improvements and other safely improvements to the intersection. A
signal system at this intersection is not part of the application. The City has discussed
this project with the City of Victoria, the University of Minnesota Arboretum and
Carver County. All are in support of the project and will be writing letters of support
for the project. The agencies feel this underpass is an important link for the region.
The Arboretum is planning to encourage more pedestrian walk up traffic in the future
and the City wants to partner with the Arboretum in their effort. The City has also
discussed the project with the Church on the comer of Minnewashta Parkway and TH
5 where the underpass would be constructed. They too are in support of the project
and staff is working with them on a purchase agreement for a small piece of land
which will be necessary to construct the underpass.
The estimated cost of the project is $1,000,000. The grant application requires the
applicant fund 20%ofthe construction cost. The grant funds do not include project
development, engineering or construction services cost. Staffhas discussed these
unfunded costs with the other three agencies and has requested the other parties
participate 25% in the cost. No agreement has been reached but all parties understand
the importance and need for the project. Staff will work with the other agencies for
funding partnerships if the project is funded.
2. Reconstruction ofMN 101 from Lyman Boulevard to Pioneer Trail
Staffhas been working with MnDot and Carver County on making improvements to
MN 101 from Lyman Boulevard to the Scott County Line. The plan that has moved
forward is to concentrate on funding construction for the segment of highway

between Lyman Boulevard and Pioneer Trail. This segment has shown to be the
greatest safety problem along MN 101 above the bluff and has less environmental
issues then the segment south of Pioneer Trail. Also, this segment is in the next
development expansion area in the City. Staff is still planning to work with MnDot
and Carver County on the segment south of Pioneer Trail.
Project Objectives:
. Correct safety deficiencies.
. Improve ability to function as a Minor Arterial Roadway.
. Accommodate future traffic growth associated with greater "connectivity"
with new TH 212.
. Plan for future local development growth.
The estimated construction cost of the project is $6,650,000. The grant application
requires the applicant fund 20% of the construction cost. The grant funds do not
include project development, right of way acquisition, engineering or construction
services cost. Staffhas discussed these unfunded costs with MnDot and some funds
may be available such as the Trunk Highway turn back. Staff will work with MnDot
and Carver County for funding unfunded cost if the application is successful and
grant funds become available.
3. Reconstruction & Widening of Lyman Boulevard from Audubon (North Leg)
to Powers Boulevard
Carver County will be submitting a federal funding grant application for
improvements from Lyman Boulevard from Audubon Road to Powers Boulevard. A
letter of support and resolution are necessary for this application. This is the next
highest priority for improvement on Lyman Boulevard. The roadway upgrade would
look similar to the improvements currently being constructed by the Chanhassen High
School. The estimate construction cost for this segment of roadway is $6,100,000. In
the application Carver County will agree to fund the required 20% local funding
costs. However, if the grant funding application is successful Carver County will ask
the City of Chanhassen to participate in the cost of the project per the master funding
agreement for Lyman Boulevard. This is the same agreement that was used for cost
participation in the reconstruction of Lyman Boulevard by the Chanhassen High
School. The City ofChanhassen would be responsible for 45% of the local cost per
this agreement.
