ACTION BY MS&R The following is an update as to the status of the outstanding plan review issues. DATE REQ'D Chanhassen Public Library Progress Meeting #23 Meeting Held: Nov. 21, 2002 Page 2 OLD BUSINESS (Cont'd.): ITEM 1.12 Larson Electric is awaiting response for their RFI requesting clarification for the parking ramp lighting configuration. Larson Electric stated that shop drawings for light fixtures will be submitted shortly. This will allow MS&R to review Larson's concern about conflict with the structural components for best lighting results as well as clearance issues in the parking structure. The light fixture shop drawing submittal has not been received. K-A will inquire as to the status. The lighting package submittal was received from Larson Electric on Oct. 30, 2002 and forwarded to the Architect. MS&R stated that lighting shop drawings should be returned from Sebesta Engineering this week. ACTION BY MS&R DATE REQ'D 7.3 The Owner is contemplating installation of a retail coffee shop within the library and was advised that under floor piping required for this installation will be needed by Sept. 1, 2002. Melissa Brechon and Barry Petit attended a planning meeting with the "Friends of the Library" group prior to the progress meeting held this morning. More information to follow. Mechanical and electrical rough-ins, if any, in masonry walls above grade that may be affected by the proposed retail coffee shop, should be provided to the contractor immediately as these walls are being constructed. The coffee shop proposal concept will be submitted and reviewed at the City Council meeting to be held on Oct. 14, 2002. The City indicated that the coffee shop proposal would not be presented to the City Council until after their budget process is completed. K-A indicated this should not have any impact on the construction activities. K-A stated that under floor rough-in work will commence at the south side of the building at the end of November. Rough-in work will continue to the north as soon as the structural steel erection will permit. Rough-in activities in the vicinity of the retail coffee shop will commence approximately the first week in December. Therefore all below slab activities including the toilet room "flipping" design documents should be received by Nov. 25, 2002. The depth of frost prior to enclosure will dictate the extent of trenching required for under floor rough-in work. MS&R stated that only mechanical rough-ins will be installed at this time for the future coffee shop. Info. 7.4 Steve Torell stated that all remaining smoke/fire dampers may be deleted from the project. Per the code, these elements are not necessary. Steve will speak with the mechanical engineer in this regard. Barry Petit will verify with Steve Torell if he has had conversation with the mechanical engineer regarding the dampers. Barry Petit indicated that Steve Torell has talked to the mechanical engineer and is of the opinion that no smoke or fire dampers are needed on the project. Smoke detectors however, are required. A proposal request will be issued by MS&R to formally delete the smoke and fire dampers which were previously added to the scope of work and subsequently struck from the returned CO #1. A proposal request is forthcoming from MS&R that will document final status of the smoke and fire dampers. Steve Torell spoke to Sebesta Bloomberg & Assoc. on Wed., Oct. 9 regarding the smoke and fire dampers and detectors. Proposal Request No. 6 was issued on Oct. 3, 2002. Larson Electric will submit their electrical cost impact for PR #6 today or Fri. This will allow K-A to submit their response to PR #6 in total. Larson Electric was advised by the Fire Marshall that the building does not require a fire alarm system for an A3 Building Classification. The current contract documents however include a fire alarm system which is reflected in the recent shop drawing submittal by Larson Electric. The necessity of the system will require review by the electrical engineer and the City. Steve Torell has emailed data to Sebesta Bloomberg & Assoc. in this regard. K-A submitted their response to PR #6 on Oct. 29, 2002. MS&R stated that the revised fire alarm system scope will be forthcoming in a future proposal that is currently being drafted. Steve Torell requested to review the forthcoming PR prior to issuance to review scope. It was suggested that Steve contact MS&R directly. MS&R Chanhassen Public Library Progress Meeting//23 Meeting Held: Nov. 21, 2002 Page 3 OLD BUSINESS (Cont'd.): ITEM 13.1 16.6 18.3 KoA expressed potential concern for frost getting under the interior column pads which are currently shallow in case the building is not enclosed prior to freezing weather. Bill Cox indicated that he would request a budget estimate from the excavator and concrete subcontractors to drop the footings to frost elevation. K-A presented a cost proposal in the amount of approximately $10,000.00 to lower all interior column pad footings to frost elevation. Another alternate is being reviewed to include rigid insulation installed at the edges of the interior column pads extending out approximately 2-3 ft. which will prevent frost from infiltrating under the concrete structure. MS&R will advise if this alternative method is acceptable. The rigid insulation system to protect the interior column pad footings from frost has been approved. A band of 2" rigid insulation shall be placed around the perimeter of the colunm pad footing 2'. The top of the insulation shall be recessed to accept sand cover which will hold the insulation in place. Clarification: In lieu of spending $10,000.00 to drop the interior column pads as previously stated, consensus of those present including Crosstown Masonry, K-A, and the Architect, agreed that based on previous experience and the performance of rigid insulation as an alternative method of concrete pad protection, this method is a viable alternative. This method is also based on a short-term measure until temporary or permanent enclosure with heating is in place. Further discussion has resulted in the decision to lower the interior column pads within the library building. This is necessitated due to the delay in building enclosure which would exceed any temporary protection from frost infiltration. A drawing will be issued by the structural engineer indicating the pertinent information required. MS&R indicated that a construction change document will be issued for the lowering of the interior colunm pads and adding concrete piers. A meeting will be held with the City and Architect regarding locks and security. Steve Torell requested'to be involved in the meeting that will be held to discuss locks and security. A meeting has been scheduled to discuss locks and security following today's Progress meeting. A memo is forthcoming regarding the results of the locks and security meeting held two weeks ago. K-A requested that a CCD be issued to include the damp proofing at the foundation walls of the parking ramp structure not originally included in the scope of work but now required due to the moisture content of the soil. A CCD will be issued to incorporate the damp proofing required at the parking ramp foundation walls. Crosstown Masonry will review a flashing detail with MS&R at the ramp. ACTION BY MS&R MS&R MS&R DATE REQ'D 18.4 K-A stated that temporary enclosures will be required prior to installation of all final exterior building systems. Attempts will be made to minimize the extent of the temporary enclosures as job progress permits. Cost for temporary enclosures will be borne by the Owner as stated in the contract agreement. Some temporary heat and enclosures may be required for exterior concrete, masonry and stone activities not originally anticipated. Crosstown Masonry, based on the original construction schedule, figured all of their work being completed prior to Nov. 1. 19.4 Electrical heating mats for snowmelt at the parking ramp stairs will require two weeks delivery. A rough slab will be poured initially as a working surface to receive the heating mats. The treads and risers are formed and poured with the mats in a separate activity. K-A indicated that the pouring of the initial rough slab at the parking ramp stair will be poured next week. Electrical mats for snowmelt should be available shortly thereafter. Larson Electric stated that the electrical snow melting mats for the stair have been delivered to the jobsite. Due to the colder weather and not a need to have the stair available this winter, the stair will be poured next spring. Chanhassen P,blic Library Progress Meeting #23 bleeting Held: Nov. 21, 2002 Page 4 OLD BUSINESS (Cont'd.): ITEM 20.1 Exterior electrical outlets for (8) vehicles north of the new par-king structure will be required by the City. Current scope will be reviewed. All conduits required for exterior electrical vehicle outlets and lighting should be finalized prior to placement of bituminous paving at the surface parking lot north of the parking structure. The City has determined that (2) additional exterior electrical outlets need to be added to the (2) existing outlets at the parking lot. These will be provided from the salvaged outlets previously removed during the demolition phase. 20.4 22.3 MS&R indicated that additional detailing and design will be required for the metal railings at the par'king ramp structure commensurate with the original architectural docmnents. MS&R delivered the metal railing shop drawings to the Progress Meeting for distribution. The City indicated it would not be necessary to place the wearing bituminous surface at the parking lot north of the par'king structure. Teresa Burgess indicated that when building City roads, the City usually waits one year after the base course has been placed prior to applying the final wearing surface. ACTION BY Info. Info. Info. SUBURBAN TRANSIT ASSOCIATION LEGISLATIVE REPORT NOV 2, 7 2002 CITY OF CHANHASsEN REPORT 2002-4 FRIDAY, NOVEMBER 22, 2002 MVET UPDATE The 2001-Legislature statutorily dedicated 20.5% of the sales tax on motor vehicles (MVET) for transit operating revenue in the metropolitan area, and 1.5%'for Greater Minnesota. An additional 2.0% of MVET revenue is dedicated to metropolitan area transit operating costs beginning in 2003. There is serious concern that 20.5% of MVET will not adequately replace property tax funding levels. In fact, m6nthly receipts are already less than projected by the Metropolitan Council. if receipts in the coming months do not make up for these shortfalls, or fall even further below projections, service cuts could become necessary. See chart below. Republicans currently control the Minnesota House by a 71-63 margin. They picked up a stunning 11 new seats, and will control by a 82-52 margin when the Legislature reconvenes in January. The House Republican caucus met on November 9 and reelected Rep. Steve Sviggum (R - Kenyon) as Speaker of the House. Rep. Erik Paulsen (R-Eden Prairie) was chosen to replace Governor-Elect Tim Pawlenty as House Majority Leader. House Minority Leader Tom Pugh (DFL- So. St. Paul) resigned his leadership post after the election. The DFL caucus has chosen Rep. Matt Entenza (DFL - St. Paul) to succeed him. in the Minnesota Senate, the DFL maintained a slim majority. Democrats currently control the Senate by a 39-27-1 margin. They lost four seats in this election, leaving a margin of 35-31-1. The Independence Party member elected in 2002 is Sen. Sheila Kiscaden (R-Rochester), a former member of the Republican caucus who was not endorsed by her party for reelection. The 2003 STA legislative delegation includes 11 senators and 18 representatives. In the Senate, there are 5 veteran STA legislators, 2 incumbents who are new to the STA, and 4 first-term senators. Nine of 11 STA senators are Republicans, 2 are DFL. On the House side, 10 of 18 members are veterans of the STA legislative delegation, 2 incumbents are new to the STA, and there are 6 first-term members. On a happier note, Mayor Nancy Tyra-Lukens, Chair of the STA, will continue to lead the City of Eden Prairie for another four years. The STA looks forward to working with newly elected Mayors Tom Furlong (Chanhassen), Gary Van Eyll (Chaska), Pat Geagan (Eagan), Judy Johnson (Plymouth) and William Droste (Rosemount).
