1.12 Larson Electric is awaiting response for their R_FI requesting clarification for the parking ramp
lighting configuration. Larson Electric stated that shop drawings for light fixtures will be
submitted shortly. This will allow MS&R to review Larson's concern about conflict with the
structural components for best lighting results as well as clearance issues in the parking
structure. The light fixture shop drawing submittal has not been received. K-A will inquire as
to the status. The lighting package submittal was received from Larson Electric on Oct. 30,
2002 and forwarded to the Architect.

The Owner is contemplating installation of a retail coffee shop within the library and was
advised that under floor piping required for this installation will be needed by Sept. 1, 2002.
Melissa Brechon and Barry Petit attended a planning meeting with the "Friends of the Library"
group pr/or to the progress meeting held this morning. More information to follow.
Mechanical and electrical rough-ins, if any, in masonry walls above grade that may be affected
by the proposed retail coffee shop, should be provided to the contractor immediately as these
walls are being constructed. The coffee shop proposal concept will be submitted and reviewed
at the City Council meeting to be held on Oct. 14, 2002. The City indicated that the coffee shop
proposal would not be presented to the City Council until after their budget process is
completed. K-A indicated this should not have any impact on the construction activities. K-A
stated that under floor rough-in work will commence at the south side of the building at the end
of November. Rough-in work will continue to the north as soon as the structural steel erection
will permit. Rough-in activities in the vicinity of the retail coffee shop will commence
approximately the first week in December. Therefore all below slab activities including the
toilet room "flipping" design documents should be received by Nov. 25, 2002. The depth of
frost prior to enclosure will dictate the extent of trenching required for under floor rough-
in work.
Steve Torell stated that all remaining smoke/fire dampers may be deleted from the project. Per
the code, these elements are not necessary. Steve will speak with the mechanical engineer in
this regard. Barry Petit will verify with Steve Torell if he has had conversation with the
mechanical engineer regarding the dampers. Barry Petit indicated that Steve Torell has talked
to the mechanical engineer and is of the opinion that no smoke or fire dampers are needed on
the project. Smoke detectors however, are required. A proposal request will be issued by
MS&R to formally delete the smoke and fire dampers xvhich were previously added to the scope
of work and subsequently struck from the returned CO #1. A proposal request is forthcoming
from MS&R that will document final status of the smoke and fire dampers. Steve Torell spoke
to Sebesta Bloomberg & Assoc. on Wed., Oct. 9 regarding the smoke and fire dampers and
detectors. Proposal Request No. 6 was issued on Oct. 3, 2002. Larson Electric will subrrdt their
electrical cost impact for PR #6 today or Fr/. This will allow K-A to submit their response to
PR #6 in total. Larson Electric was advised by the Fire Marshall that the building does not
require a fire alarm system for an A3 Building Classification. The current contract documents
however include a fire alarm system which is reflected in the recent shop drawing submittal by
Larson Electric. The necessity of the system will require review by the electrical engineer and
the City. Steve Torell has emailed data to Sebesta Bloomberg & Assoc. in this regard. K-A
subrmtted their response to PR #6 on Oct. 29, 2002. MS&R stated that the revised fire alarm
system scope will be forthcoming in a future proposal that is currently being drafted. Steve
Torell requested to review the forthcoming PR prior to issuance to review scope. It was
suggested that Steve contact MS&R directly.

K-A expressed potential concern for frost getting under the interior column pads which are
currently shallow in case the building is not enclosed prior to freezing weather. Bill Cox
indicated that he would request a budget estimate from the excavator and concrete
subcontractors to drop the footings to frost elevation. K-A presented a cost proposal in the
amount of approximately $10,000.00 to lower all interior column pad footings to frost elevation.
Another alternate is being reviewed to include rigid insulation installed at the edges of the
interior column pads extending out approximately 2-3 ft. which will prevent frost from
infiltrating under the concrete structure. MS&R will advise if this alternative method is
acceptable. The rigid insulation system to protect the interior column pad footings from frost
has been approved. A band of 2" rigid insulation shall be placed around the perimeter of the
column pad footing 2'. The top of the insulation shall be recessed to accept sand cover which
will hold the insulation in place. Clarification: In lieu of spending $10,000.00 to drop the
interior column pads as previously stated, consensus of those present including Crosstown
Masonry, K-A, and the Architect, agreed that based on previous experience and the
performance of rigid insulation as an alternative method of concrete pad protection, this method
is a viable alternative. This method is also based on a short-term measure until temporary or
permanent enclosure with heating is in place. Further discussion has resuked in the decision to
lower the interior column pads within the library building. This is necessitated -due to the delay
in building enclosure which would exceed any temporary protection from frost infiltration. A
drawing will be issued by the structural engineer indicating the pertinent information required.
MS&R indicated that a construction change document will be issued for the lowering of the
interior column pads and adding concrete piers.
16.2
K-A requested clarification of an earlier comment made by GME regarding additional sand
cushion under the slab on grade at the exterior chiller location. K-A will review this item with
GME. The current contract documents stipulate a 4' sand cushion at the chiller pad. We
understand that a letter is forthcoming from GME regarding the potential additional sand
cushion at the north entrance entry slab. K-A placed 4' of sand cushion at the north entrance
entry slab.
16.6
A meeting will be held with the City and Architect regarding locks and security. Steve Torell
requested to be involved in the meeting that will be held to discuss locks and security. A
meeting has been scheduled to discuss locks and security following today's Progress meeting.
A memo is forthcoming regarding the results of the locks and security meeting held two weeks
ago.
17.1
K-A suggested that it may be appropriate to relocate the gas line that services City Hall which
runs from Kerber Blvd. easterly along the north side of the vacated Coulter Blvd. then running
north to the south side of City Hall due to the shallowness of the gas line installation as well as
running under the new circle drive. If the existing gas line runs continuous to Market Blvd., the
existing line could possibly be vacated at the area of concern. The City indicated they would
contact the gas company to review the options. The City has attempted to reach the gas
company for potential relocation however, has not been successful in reaching them. Dan
Remer with the City Engineering dept. will continue to make attempts to contact the gas
company. The City indicated that the gas line discussed will remain where it is currently
located, but will continue to lobby to have it relocated. If it is determined that it is not possible
or feasible to relocate the gas line, K-A will require to have the gas line disconnected while the
excavation and paving activities occur. Currently, the gas line falls within the paving profile
depth at some segments. A temporary gas line will be required to avoid potential damage to the
existing gas line during these construction activities. K-A met with the gas utility company
and was advised that they would not relocate the existing gas line. They indicated they
would work with K-A and their excavator to monitor the depth of excavation cuts for
installation of the base for bituminous pavement. They will react to existing conditions at
the time the excavation activities occur.

18.3 K-A requested that a CCD be issued to include the damp proofing at the foundation walls of the
parking ramp structure not originally included in the scope of work but now required due to the
moisture content of the soil. A CCD will be issued to incorporate the damp proofing required at
the parking ramp foundation walls. Crosstown Masonry will review a flashing detail with
MS&R at the ramp.
18.4 K-A stated that temporary enclosures will be required prior to installation of all final exterior
building systems. Attempts will be made to minimize the extent of the temporary enclosures as
job progress permits. Cost for temporary enclosures will be borne by the Owner as stated in the
contract agreement. Some temporary heat and enclosures may be required for exterior concrete,
masonry and stone activities not originally anticipated. Crosstown Masonry, based on the
original construction schedule, figured all of their work being completed prior to Nov. 1.
19.2 Temporary power requirements including location will be discussed between Larson Electric
and K-A for more significant Subcontractor usage. Mike Oelrich indicated it may take between
8-13 weeks for Excel Energy to deliver the permanent transformer. Larson Electric will review
the power capacity of the existing temporary office building and utilize for temporary electric
power. Temporary power will be provided from the existing construction office building
that has a 400 amp service.
19.3 The City indicated that the driveway approach at the parking lot entrance should meet City
rrfinimum requirements. K-A will coordinate efforts to pour the concrete curb and gutter and
approach at the existing east parking lot to allow sufficient time for curing prior to usage. The
concrete approach to the existing parking lot off Market Blvd. will be poured today and
the City will advise potential users not to use the parking lot until next Tues. allowing for
curing time.
19.4 Electrical heating mats for snowmelt at the parking ramp stairs will require two weeks delivery.
A rough slab will be poured initially as a working surface to receive the heating mats. The
treads and risers are formed and poured with the mats in a separate activity. K-A indicated that
the pouring of the initial rough slab at the parking ramp stair will be poured next week.
Electrical mats for snowmelt should be available shortly thereafter.
20.1 Exterior electrical outlets for (8) vehicles north of the new parking structure will be required by
the City. Current scope will be reviewed. All conduit required for exterior electrical vehicle
outlets and lighting should be finalized prior to placement of bituminous paving at the surface
parking lot north of the parking structure.
20.4 MS&R indicated that additional detailing and design will be required for the metal railings at
the parking ramp structure commensurate with the original architectural documents.
21.1 The Owner suggested installation of temporary orange fencing at the parking ramp entrance
lower level to prevent utilization of this space during construction activities. Temporary
orange fencing has replaced the temporary construction cyclone fence north of the upper
level-parking ramp.

Teresa Burgess indicated their engineering department will be closed next Thurs. and Fri.
for a MPWA Conference.

K-A indicated they would order an additional portable toilet and provide heaters for this
and the City provided portable toilet unit.

The City indicated it would not be necessary to place the wearing bituminous surface at
the parking lot north of the parking structure. Teresa Burgess indicated that when
building City roads, the City usually waits one year after the base course has been placed
prior to applying the final wearing surface.

Some existing concrete sidewalk segments will be poured which were cracked due to the
installation of the site utility ~vork at the area north of the parking structure. The new
sidewalk that is located between the existing City Hall building and the new parking
structure will not be poured until next Spring.

1.11 Although the bldg. permit has been issued, the bldg. inspection dept. still needs to address some
issues that Steve Torell itemized in his e-mail to Barry Petit on June 4, 2002. MS&R gave
Steve Torell a letter addressing issues No. 1 - 24. Response to the remaining items will be
forthcoming. Steve Torell's letter dated August 6, 2002 was distributed at the progress meeting
wherein he addresses his original March 20, 2002 plan review letter and MS&R's response to
that letter which was given to Steve at last week's progress meeting. MS&R will review
Steve's comments and will respond to open issues accordingly. MS&R distributed their letter
dated August 21, 2002 to Justin Miller who will forward it to Steve Torell, which is a response
to the City's plan review letter addressing open issues. There are still some issues, which
cannot be addressed due to potential modifications recently initiated. These will be addressed
when the final scope has been established. Barry Petit indicated that the energy calculation for
the building envelope is perhaps the most significant outstanding item yet to be submitted to
Steve Torell. Barry Petit presented requested information to Justin Miller at the meeting which
will be forwarded to Steve Torell. Steve Torell stated the following items are still outstanding:

2. PR4&5
3. The signature page to the Specification and Addenda 1 & 2.
MS&R provided additional information and documents to the City. Although not present at the
meeting, Steve Torell stopped by prior to the meeting and indicated that he has not seen Items
1-4 yet as well as the structural engineer signed CCD #6. Steve Torell received ASI #1, (ASI
#3 is non-ex/stent), PR #4 & 5 and CCD #6. Steve Torell will assemble a current list of
outstanding documents and forward to MS&R.

to the commencement of their work. Sequencing of work, designation of a stag/ng area, and
site access and proper roadways also were reviewed. K-A will receive general information
from MBJ for anchor bolt repair if required. These designations and documents will be
delineated on drawings and posted in the construction office for reference purposes. K-A will
also advise KMH that all concrete and masonry to receive structural steel members have met the
designated strengths. Those in attendance were as follows:

7.3 The Owner is contemplating installation of a retail coffee shop within the library and was
advised that under floor piping required for this installation will be needed by Sept. 1, 2002.
Melissa Brechon and Barry Petit attended a planning meeting with the "Friends of the Library"
group prior to the progress meeting held this morning. More information to follow.
Mechanical and electrical rough-ins, if any, in masonry walls above grade that may be affected
by the proposed retail coffee shop, should be provided to the contractor immediately as these
walls are being constructed. The coffee shop proposal concept will be submitted and re,Aexved
at the City Council meeting to be held on Oct. 14, 2002. The City indicated that the coffee shop
proposal would not be presented to the City Council until after their budget process is
completed. K-A indicated this should not have any impact on the construction activities.

Steve Torell stated that alt remaining smoke/fire dampers may be deleted from the project. Per
the code, these elements are not necessary. Steve will speak with the mechanical engineer in
this regard. Barry Petit will verify with Steve Torell if he has had conversation with the
mechanical engineer regarding the dampers. Barry Petit indicated that Steve Torell has talked
to the mechanical engineer and is of the opinion that no smoke or fire dampers are needed on
the project. Smoke detectors however, are required. A proposal request will be issued by
MS&R to formally delete the smoke and fire dampers which were previously added to the scope
of work and subsequently struck from the returned CO #1. A proposal request is forthcoming
from MS&R that will document final status of the smoke and fire dampers. Steve Torell spoke
to Sebesta Bloomberg & Assoc. on Wed., Oct. 9 regarding the smoke and fire dampers and
detectors. Proposal Request No. 6 was issued on Oct. 3, 2002. Larson Electric will submit their
electrical cost impact for PR #6 today or Fri. This will allow K-A to submit their response to
PR #6 in total. Larson Electric was advised by the Fire Marshall that the building does not
require a fire alarm system for an A3 Building Classification. The current contract documents
however include a fire alarm system which is reflected in the recent shop drawing submittal by
Larson Electric. The necessity of the system will require review by the electhcat engineer and
the City. Steve Torell has emailed data to Sebesta Bloomberg & Assoc. in this regard. K-A
submitted their response to PR #6 on Oct. 29, 2002. MS&R stated that the revised fire
alarm system scope will be forthcoming in a future proposal that is currently being
drafted.

K-A expressed potential concern for frost getting under the interior column pads which are
currently shallow in case the building is not enclosed prior to freezing weather. Bill Cox
indicated that he would request a budget estimate from the excavator and concrete
subcontractors to drop the footings to frost elevation. K-A presented a cost proposal in the
amount of approximately $10,000.00 to lower all interior column pad footings to frost elevation.
Another alternate is being reviewed to include rigid insulation installed at the edges of the
interior column pads extending out approximately 2-3 ft. which will prevent frost from
infiltrating under the concrete structure. MS&R will advise if this alternative method is
acceptable. The rigid insulation system to protect the interior column pad footings from frost
has been approved. A band of 2" rigid insulation shall be placed around the perimeter of the
column pad footing 2'. The top of the insulation shall be recessed to accept sand cover which
will hold the insulation in place. Clarification: In lieu of spending $10,000.00 to drop the
interior column pads as previously stated, consensus of those present including Crosstown
Masonry, K-A, and the Architect, agreed that based on previous experience and the
performance of rigid insulation as an alternative method of concrete pad protection, this method
is a viable alternative. This method is also based on a short-term measure until temporary or
permanent enclosure with heating is in place. Further discussion has resulted in the decision to
lower the interior column pads within the library building. This is necessitated due to the delay
in building enclosure which would exceed any temporary protection from frost infiltration. A
drawing will be issued by the structural engineer indicating the pertinent information required.
MS&R indicated that a construction change document will be issued for the lowering of
the interior column pads and adding concrete piers.

K-A requested clarification of an earlier comment made by GME regarding additional sand
cushion under the slab on grade at the exterior chiller location. K-A will review this item with
GME. The current contract documents stipulate a 4' sand cushion at the chiller pad. We
understand that a letter is forthcoming from GME regarding the potential additional sand
cushion at the north entrance entry slab.

16.3 K-A indicated that when the backfilling activity starts at the north ramp wall, vehicle parking
will be limited to allow truck access and equipment activity until the wall has been backfilled.
K-A will coordinate in advance this activity with the City. The City has requested a minimum
of one week's notification for parking restrictions north of the new parking ramp structure to
coordinate with their employees. The City also requested that no activity occur in this area on
Nov. 5 which is election day. Backfilling activities at the ramp will commence on Mon.
10/21/02 and will take approximately three days to complete weather permitting. The Owner
agreed to provide access for truck activity at the upper part of the new parking ramp area. The
Owner has requested that pre-cast installation at the ramp not be scheduled for Tues. 11/05/02
which is election day. Any activities occurring north of the parking structure affecting the
parking area should be scheduled a minimum of two days in advance with the City. K-A will
continue to coordinate the backfilling activities with the Owner at the parking structure.

A meeting will be held with the City and Architect regarding locks and security. Steve Torell
requested to be involved in the meeting which will be held to discuss locks and security. A
meeting has been scheduled to discuss locks and security following today's Progress meeting.
A memo is forthcoming regarding the results of the locks and security meeting held two weeks
ago.
K-A suggested that it may be appropriate to relocate the gas line that services City Hall which
runs from Kerber Blvd. easterly along the north side of the vacated Coulter Blvd. then running
north to the south side of City Hall due to the shallowness of the gas line installation as well as
running under the new circle drive. If the existing gas line runs continuous to Market Blvd., the
existing line could possibly be vacated at the area of concern. The City indicated they would
contact the aas company to review the options. The City has attempted to reach the gas
company for potential relocation however, has not been successful in reaching them. Dan
Remer with the City Engineering dept. will continue to make attempts to contact the gas
company. The City indicated that the gas line discussed will remain where it is currently
located, but will continue to lobby to have it relocated. If it is determined that it is not
possible or feasible to relocate the gas line, K-A will require to have the gas line
disconnected while the excavation and paving activities occur. Currently, the gas line falls
within the paving profile depth at some segments. A temporary gas line will be required
to avoid potential damage to the existing gas line during these construction activities.
The City indicated that mechanical and electaical rough-ins minimally should be installed to
support the proposed coffee shop equipment if the fully developed proposal has not been
approved by the time that the other contractual rough-ins have commenced. Further discussion
of this item will occur at a special council meeting which will be held on 11/07/02. A specific
date for the special council meeting has not been determined at this time.
K-A requested that a CCD be issued to include the damp proofing at the foundation ,,vails of the
parking ramp structure not originally included in the scope of work but now required due to the
moisture content of the soil. A CCD will be issued to incorporate the damp proofing
required at the parking ramp foundation walls. Crosstown Masonry will review a flashing
detail with MS&R at the ramp.
K-A stated that temporary enclosures will be required prior to installation of all final exterior
building systems. Attempts will be made to minimize the extent of the temporary enclosures as
job progress permits. Cost for temporary enclosures will be borne by the Owner as stated in the
contract agreement. Some temporary heat and enclosures may be required for exterior
concrete, masonry and stone activities not originally anticipated. Crosstown Masonry,
based on the original construction schedule, figured all of their work being completed
prior to Nov. 1.
Larson Electric will review rough-in requirements for the power and lights at the parking
structure in preparation for the placement of pre-cast members.

The City indicated that the driveway approach at the parking lot entrance should meet City
minimum requirements. K-A will coordinate efforts to pour the concrete curb and gutter
and approach at the existing east parking lot to allow sufficient time for curing prior to
usage.

Electrical heating mats for snowmelt at the parking ramp stairs will require two weeks delivery.
A rough slab will be poured initially as a working surface to receive the heating mats. The

K-A indicated that a meeting was held on Oct. 29, 2002 with KMH Erectors, who will be
erecting the structural steel for the library, to review the new OSHA erection
requirements prior to the commencement of their work. Sequencing of work, designation
of a staging area, and site access and proper roadways also ~vere reviewed. K-A will
receive general information from MBJ for anchor bolt repair if required. These
designations and documents will be delineated on drawings and posted in the construction
office for reference purposes. K-A will also advise KMH that all concrete and masonry to
receive structural steel members have met the designated strengths. Those in attendance
