Attached you will find the PowerPoint presentation regarding the City of
Chanhassen's Emergency Management Preparedness Plan. Our presenters will
be Greg Hayes, Fire Inspector and Fire Department Training Coordinator and
Scott Gerber, Carver County Risk/Emergency Management Director. Their
presentation will highlight the key components of our Emergency Management
Plan. Please be prepared to ask any questions or raise any concerns you may
have regarding our emergency operating procedures or processes being
proposed.

12.25 Local organizations.
Subdivision 1. Director'S. Each political
subdivision shall establish a local organization for emergency
management in accordance with the state emergency
management program, but no town shall establish a local
organization for emergency management without approval of
the state director. Each local organization for emergency
management must have a director appointed forthwith: in a city
by the mayor, in a town by the town board, and for a public
corporation organized and existing under sections 473.601 to
473.679 by its governing body. The local director is directly
responsible for the organization, administration, and operation
of the local organization for emergency management subject to
the direction and control of the local governing body=
12.25 Local organizations
Subd. 3. Local or anizations' territorial limits. Each local
and county organization for emergency management shaft
perform emergency management functions within the
territorial limits of the political subdivision within which it is
organized and, in addition, shall conduct these functions
outside of its territorial limits as may be required pursuant
to sections 12.23, 12.27, and 12.32 or any other applicable
law.

12.29 Local emergencies.
Subdivision 1. Authority to declare emer_~encv. A local
emergency may be declared only by the mayor ora
municipality or the chair ora county board of
commissioners or their legal successors. It may not be
continued for a period in excess of three days except by or
with the consent of the governing body of the political
subdivision. Any order or proclamation declaring,
continuing, or terminating a local emergency must be given
prompt and general publicity and filed promptly by the chief
of the local record keeping agency of the political
subdivision.
MSS 12.331 Local Assistance Between Political
Subdivisions
· When the public interest requires it because of an
emergency, a political subdivision may request
assistance of another subdivision
· Unless there is a written agreement between the
political subdivisions establishing rules for
conducting activities, the legislation shall apply.

coordinated with the
Carver County
Emergency Operations
Plan.
Sections of the County
Plan which have a
possibility of using city
resources have been
changed to meet the
city's needs. (I.E. Public
Works)
The County has already
set up the resources and
have "contacts for
services" in place, thus
why duplicate the effort.
Overall, we have closely
coordinated system that
works. The Carver
County system is
considered a model for
other agencies to follow.

· Law Enforcement or Fire will contact City Management
of an incident.
· The City Manager or designee can make the decision
to open the Emergency Operations Center (EOC).
· The city's phone list is used to call in city staff and notify
council.
· Carver County Emergency Management is notified for
assistance.
· A "Declaration of an Emergency" is executed by the
Mayor, City Council, and the City Manager as needed.
· Phone calls are diverted from City Hall to the EOC.
· Call are prioritized, and dispatched to the appropriate
resources.
· Any damage to city infrastructure is immediately
repaired.
· The media is coordinated and given timely and
accurate information.
· All finances are tracked through the finance
department.
For On-going Operations;
· A city staff representative from each department
will staff the EOC until it is determined to close
their specific operations.

· It featured the top
professional golfers from
around the wodd.
· There was over 1000
press agencies from all
over the world.
· Over 40,000 spectators
in attendance daily.
· There was a total of 133
calls for service for the
entire event.
· 3 weather evacuations
took place.

was a key element to
the success of the event.
· Early planning helped in
the preparation.
· Having the response
books provided a
excellent resource.
· Overall, everything ran
very smooth.
· Our current Emergency Operations Plan and
system works well.
· We have a great line of communications with
the Carver County resources.
· The new phenomenon of terrorism is covered in
our current plan, however, we are continuing to
improve our planning around this issue.
· Emergency Management is not just for the "big
one". We do Emergency Management every
day to test our planning and coordination.
