Our presenters will be Greg Hayes, Fire Inspector and Fire Department Training Coordinator and Scott Gerber, Carver County Risk/Emergency Management Director. Their presentation will highlight the key components of our Emergency Management Plan. Subdivision 1. Director'S. Each political subdivision shall establish a local organization for emergency management in accordance with the state emergency management program, but no town shall establish a local organization for emergency management without approval of the state director. Each local organization for emergency management must have a director appointed forthwith: in a city by the mayor, in a town by the town board, and for a public corporation organized and existing under sections 473.601 to 473.679 by its governing body. The local director is directly responsible for the organization, administration, and operation of the local organization for emergency management subject to the direction and control of the local governing body= 12.25 Local organizations Subd. 3. Local or anizations' territorial limits. Each local and county organization for emergency management shaft perform emergency management functions within the territorial limits of the political subdivision within which it is organized and, in addition, shall conduct these functions outside of its territorial limits as may be required pursuant to sections 12.23, 12.27, and 12.32 or any other applicable law. Emergency Management City of Chanhassen & Carver County 12.29 Local emergencies. Subdivision 1. Authority to declare emer_~encv. A local emergency may be declared only by the mayor ora municipality or the chair ora county board of commissioners or their legal successors. It may not be continued for a period in excess of three days except by or with the consent of the governing body of the political subdivision. Any order or proclamation declaring, continuing, or terminating a local emergency must be given prompt and general publicity and filed promptly by the chief of the local record keeping agency of the political subdivision. MSS 12.331 Local Assistance Between Political Subdivisions · When the public interest requires it because of an emergency, a political subdivision may request assistance of another subdivision · Unless there is a written agreement between the political subdivisions establishing rules for conducting activities, the legislation shall apply. · Worker's ComDensation coverage shall remain with the sending_political subdivision. Claim is not allowed unless within 90 day.~, after loss. 4 Emergency Management City of Chanhassen & Carver County Our plan is closely coordinated with the Carver County Emergency Operations Plan. Sections of the County Plan which have a possibility of using city resources have been changed to meet the city's needs. (I.E. Public Works) The County has already set up the resources and have "contacts for services" in place, thus why duplicate the effort. Overall, we have closely coordinated system that works. The Carver County system is considered a model for other agencies to follow. Emergency Management City of Chanhassen & Carver County IOn,Scene ~ident Commander] · Lines of Succession (recommend 3 deep) ePre-Delegation of Authority · Emergency Action Steps · Emergency Operations Center eAIternate Operations Center · Safeguarding Essential Records · Protection of Government Resources 6 Emergency Management City of Chanhassen & Carver County · Law Enforcement or Fire will contact City Management of an incident. · The City Manager or designee can make the decision to open the Emergency Operations Center (EOC). · The city's phone list is used to call in city staff and notify council. · Carver County Emergency Management is notified for assistance. · A "Declaration of an Emergency" is executed by the Mayor, City Council, and the City Manager as needed. · Phone calls are diverted from City Hall to the EOC. · Call are prioritized, and dispatched to the appropriate resources. · Any damage to city infrastructure is immediately repaired. · The media is coordinated and given timely and accurate information. · All finances are tracked through the finance department. For On-going Operations; · A city staff representative from each department will staff the EOC until it is determined to close their specific operations. Emergency Management City of Chanhassen & Carver County · The City of Chanhassen does not have a formal "Homeland Defense" or "Terrorism" plan. · Does that mean we can not deal with these types of issues? NO, we can deal with these types of issues today in our EOP. Example; ¢' Chemical & Rad= Hazmat · / Biological= Public Health · / Bombs= Law Enforcement If the event involves a Chemical, or Radiological weapon. > Then, we follow the hazardous materials response procedures in the current EOP. > What are our resources · / Carver County Hazmat Group ¢' State of Minnesota · ~ 55~ CMl Support Team v' Minneapolis Fire Department · / Scott County Haz~nat Team ¢ Bloomington Fire Department Once there is no harm to the public, then the incident is turned over to Law Enforcement for on going investigations. · The primary response agency is Carver County Public Health. · Other Emergency Management agencies will assist in the operations. · If an outbreak occurs locally, we can access the National Pharmaceutical Stockpile though Carver County Public Health. Emergency Management City of Chanhassen & Carver County · Law Enforcement is the primary agency on these types of incidents. · Bomb squads from Bloomington PD or Minneapolis PD will be used. · Fire will assist in the evacuation of people from the area. · Fire/EMS will treat patients in the post-blast phase of an incident. · Law Enforcement is the pdmary agency. · SERT will be activated. · Fire can take a support role, I.E. traffic control on the outer perimeter. Keep the Public Informed · Check public information plans. · Ensure single public information office. · Establish media center, if necessary. · Staff and coordinate all news releases prior to approval. · Establish news media update and access policy, as necessary. 12 Emergency Management City of Chanhassen & Carver County · The 84th PGA Championship for the 2002 PGA season. · It featured the top professional golfers from around the wodd. · There was over 1000 press agencies from all over the world. · Over 40,000 spectators in attendance daily. · There was a total of 133 calls for service for the entire event. · 3 weather evacuations took place. - 2 Thursday, on course evacuation - 1 Friday, off course evacuation to the Chaska High school · 1 Flood on the course. 13 Emergency Management City of Chanhassen & Carver County · Development of the EOP was a key element to the success of the event. · Early planning helped in the preparation. · Having the response books provided a excellent resource. · Overall, everything ran very smooth. · Our current Emergency Operations Plan and system works well. · We have a great line of communications with the Carver County resources. · The new phenomenon of terrorism is covered in our current plan, however, we are continuing to improve our planning around this issue. · Emergency Management is not just for the "big one". We do Emergency Management every day to test our planning and coordination. 14
