Future Public School Campuses in Chanhassen
This fall, School District 112 will ask voters to approve a referendum to
accomplish a variety of tasks. One of those tasks will be to purchase land for a
future middle and or high school. City administration has informed District 112
administration that we will seek City Council support for such a facility to be
located in Chanhassen--specifically, within the 2005 MUSA expansion area,
which is currently the subject of an "AUAR" study. The district agreed in
concept that they would approach the School Board recommending the purchase
of approximately 80 acres of property in Chanhassen if the referendum was
successful. We committed to seek Council approval to finance a percentage of
this purchase through a payback arrangement financed from future park and trail
dedication funds. Under this type of arrangement, the district accomplishes their
goal of securing land for a future school, the city accomplishes its goal of
accommodating future outdoor recreation needs, and most importantly,
Chanhassen gets another school within its borders.
HISTORY OF CURRENT AGREEMENTS WITH SCHOOL DISTRICT 112
The city maintains joint use agreements with School District 112 for both
Chanhassen and Bluff Creek Elementary Schools. At Chanhassen Elementary,
the city maintains the outside grounds in exchange for being the managing
authority of the school grounds after school. At Bluff Creek Elementary, the
district provides janitorial service to our Recreation Center in exchange for the
city maintaining the exterior grounds. These joint agreements spawn other
"local" arrangements that are in the best interests of local constituents.
RECOMMENDATION
Attached you will find a draft resolution of support for siting a District 112
middle or high school/park campus in the City of Chanhassen. Staff is looking
for feedback regarding this concept and the language in the proposed resolution.

A RESOLUTION OF SUPPORT FOR SITING A DISTRICT 112 MIDDLE
OR HIGH SCHOOL/PARK CAMPUS IN THE CITY OF CHANHASSEN
WHEREAS, the City of Chanhassen is conducting an Alternate Urban Area-wide
Review (AUAR) in the 2005 MUSA area, which is the largest undeveloped area left in the City.
WHEREAS, the City desires to include a middle or high school/park campus in this
study area. The City feels that school district facilities are disproportionately located within the
school district and that a school site in Chanhassen would be centrally located with convenient
access, including access to the trail system. Additionally, a school campus/park would enhance
the quality of life in our community.
WHEREAS, the City of Chanhassen is willing to enter into a Joint Powers Agreement
for operation services, similar to agreements currently in place with Chanhassen Elementary and
Bluff Creek Elementary Schools, which will result in a cost savings for the community.
NOW, THEREFORE, BE IT RESOLVED by the Chanhassen City Council that:

The City of Chanhassen supports a fall 2003 referendum which would include
securing land for a future middle or high school in Chanhassen; and

The City of Chanhassen seeks a response from School District 112 in a timely
manner so that the completion of the AUAR remains on schedule
