Public Safety Priorities
At our October 14, 2002 work session, the City Council decided to continue our
discussion and prioritize Councilmember Labatt's list of public safety issues (see
attached list). As we establish these priorities and the City Council defines a
couple of items they want to accomplish immediately, we need to develop a
"Charge Statement" (see Attachment #2) for each of these items. I have attached
a charge statement to assist with this process.

Discussion on the Public Safety Commission
What is the goal?
1. To serve as a link between the community and the City Council to sense view of
Public Safety in Chanhassen.
2. Determine the Public Safety needs as a result of further land development and
expansion.
3. To serve as a conduit to tie the Commercial Activity and the neighborhood watch.
4. To ensure that the type and quantity of police service that are purchased, matches
our need.
5. Measure the success of our Rental Housing Inspection program. (should it pass)
6. Monitor success of Project Lead foot.
7. Review requests for changes in traffic control devices i.e. stop sign, speed limit,
street lights.
8. Serve as a link between the residents and the State office of Homeland Defense,
to determine that we understand the mandates. Acquiring a link between City of
Chanhassen and EPA, OSHA as a means to identify our Public Safety concerns
on future issues. I.e. West Nile Virus, black mold, etc...
9. Capture all Public Safety requirements not just police requirements.

1. Get the community involved.
2. Expand our neighborhood watch.
3. Establish a procedure for residents to request a change traffic regulatory control.
4. Validate police contract. ';
What will it look like if we are successful?
The Commission will have in place, within a reasonable amount of time, a means
to measure both its successes and shortcomings. We will have established a
Commission for the residents to come to with Public Safety concerns or ideas.
The council will have a group of residents (Commission) that will serve as an
advisor}, group to the Council.
Why is this important?
1. By taking a path which affords measurement of our Public Safety needs,
successes, and shortcomings, we can objectively determine value of the commission
rather than leaving it to the emotion or subjectivity, or political agenda.
