City Council approval requires a simple majority vote ofthe City Council present. BACKGROUND A roadway scoping study was completed in October 2008 on TH 5 for TH 41 to Norwood/Young America which identified safety and mobility needs for the corridor. The scoping study included two open houses for residents along the corridor to comment on the proposed improvements. MnDot has also completed additional scoping work and refinement areas for needed improvement from TH 41 to CSAH 11. Based on these scoping studies, improvements are being planned for the corridor. MnDot is planning to complete a preservation project on TH 5 from Minnewashta Parkway into Victoria in the near future. The MnDot project will include some safety improvements; however, it does not include many of the items that were identified in the scoping document due to funding constraints. This application will be applying for grant dollars to include more safety and mobility improvements which if successful may be included with the MnDot preservation project. On June 8, 2009, the City Council approved a Federal grant application for a trail underpass under TH 5 at Minnewashta Parkway. DISCUSSION The Metropolitan District of MnDot, on behalf of the Transportation Advisory Board (TAB) of the Metropolitan Council, has requested applications for the Highway Safety Improvement Program (HSIP) category for Federal Transportation Funding for the years 2013 and 2014. Shoulder widening on TH 5 from 600 feet east of Lone Cedar Lane to 1100 feet west of Minnewashta Parkway. . Addition of an eastbound left-turn lane .at Minnewashta Parkway. . Addition of pavement widening required for the westbound left turn-lane although this left- turn lane will be hatched out until the south approach of Minnewashta Parkway is constructed. . The westbound right-turn lane at Minnewashta Parkway will be relocated. . Mill and overlay on Minnewashta Parkway between TH 5 and Lakeridge Road. . The existing trail running on the east side of Minnewashta Parkway will be relocated. . Construction of a cul-de-sac and private driveway on Lone Cedar Lane. . Close the existing Lone Cedar Lane and private driveway connections to TH 5. The estimated cost of the project is $1,000,000. The grant application requires the applicant fund 10% of the construction cost. The grant funds do not include project development, engineering or construction services cost. If the application is successful, staff will work with the City of Victoria, Carver County and MnDot to see if these agencies would partner with the City of Chanhassen on this project. It is envisioned that MnDot would include this work in their preservation project and complete the design and construction administration. HSIP\071309 bkgd council appv MoDol Apps.doc HSIP FUNDING APPLICATION TH 5 IMPROVEMENTS PROJECT PLAN SUMMARY JULY 1, 2009 Introduction Trunk Highway 5 (TH 5) is located between TH 7 and TH 212 in Carver County, Minnesota. TH 5 is a key minor arterial that provides east-west mobility through the county. The Trunk Highway 5 Corridor Study was undertaken by Carver County in partnership with the cities ofChanhassen, Victoria, Waconia and Norwood Young America, in collaboration with Mn/DOT, to guide future planning and improvements along TH 5. With the rapid urban growth that has occurred in the area, the expansion of TH 5 to a four-lane facility has been identified as a need in the corridor study; however, it is currently unfunded in the 20-year Transportation System Plan. The Technical and Advisory Committees for the Corridor Study identified several interim improvement projects along TH 5. Many of these improvements are intended to improve safety along the corridor. These safety improvements include improving shoulder widths, adding turn lanes, consolidating access points, and constructing local access roads. The City of Chanhassen is proposing to implement several of the improvements identified along TH 5 between a point located about 600 feet east of Lone Cedar Lane to about 1,100 feet west of Minnewashta Parkway. The City is requesting Highway Safety Improvement Program (HSIP) funding to improve safety and traffic flow within this area. Existing Conditions TH 5 is a two lane high-speed rural roadway with inadequate shoulders, deficient turn lanes, and poor access management. TH 5 and Lone Cedar Lane is a side street stop controlled T -intersection that provides access to TH 5 for a residential development. There is a righHurn lane from TH 5 to Lone Cedar Lane for westbound traffic. Eastbound left-turns from TH 5 to Lone Cedar Lane are prohibited by regulatory signs, but there are not any geometric restrictions to prevent eastbound left-turns. TH 5 and Minnewashta Parkway is a side street stop controlled T -intersection. There is a right turn lane for westbound traffic turning from TH 5 to Minnewashta Parkway. Instead of a fully developed left-turn lane for eastbound traffic on TH 5, there is a by-pass lane which creates increased potential for rear-end crashes. Proposed Improvements To improve the safety and traffic operations inthe area, the City of Chanhassen is proposing to construct a left turn-lane on eastbound TH 5 to Minnewashta Parkway, and to improve shoulder widths to current MnlDOT design specifications along TH 5 from about 600 feet east of Lone Cedar Lane to approximately 1,100 feet west of Minnewashta Parkway. The City proposing to mill and overlay Minnewashta Parkway from TH 5 to a point approximately 800 feet north ofTH 5, add an exclusive left-turn lane onto TH 5, add a future through lane, relocate the exiting right-turn lane to westbound TH 5, and relocate the existing bituminous trail running along the east side ofMinnewashta Parkway. The City is proposing to close the Lone Cedar Lane access to TH 5. A residential driveway access located on TII 5 approximately 600 feet to the east of the Lone Cedar Lane and TII 5 intersection will also be closed. The City is proposing to build a cul-de-sac on Lone Cedar Lane, and a private driveway will be constructed east of the cul-de-sac to provide access for three residential properties. After improvements, these properties will gain access to TH 5 by traveling on Lone Cedar Lane to W. 77th Street to Minnewashta Parkway. The private residential driveway that has access to TH 5 immediately east of Lone Cedar Lane will obtain access from the private drive to allow for closure of the existing private drive connection to TH 5. A location map and preliminary layout of the proposed improvements are included in Exhibits 1 and 2, respectively. Crash Data and Analysis Crash diagrams for the intersection ofTH 5/Minnewashta Parkway and a listing of crashes for the TH 5 corridor between TH 41 and Bavaria Road were received from Mn/DOT for the years 2005-2007. A copy of the TIS accident data and the collision diagrams received from Mn/DOT are included in Attachment A. Crashes that occurred along TH 5 within the project limits were analyzed. Crash types included rear end crashes, right angle crashes, ran off the road crashes, and head-on crashes. Crashes involving deer and those that occurred outside of the project limits were excluded from th.e analysis. Exhibit 3 includes a table th.at highlights the accidents included in the TIS data printout that were used as a part of this analysis. Those not highlighted either occurred outside of the proposed project limits or involved a deer. The analysis of the crash data involved using crash reduction factors from MnlDOT's Before and After Studies (Appendix D of the HSIP Application Instructions Packet) as well as FHW A's Desktop Reference for Crash Reduction Factors (Desktop Reference) published in 2007. For rear end crashes, it was assumed that 100 % of the crashes at TH 5 and Lone Cedar Lane will be reduced since the intersection will be closed. For the rear end crashes at TH 5 and Minnewashta Parkway, two crash reduction factors were combined using the formula provided in the HSIP Application Instructions Packet. From Mn/DOT's Before and After Studies, a 15% reduction was taken for constructing a left-turn lane and from the Desktop Reference, a 20% reduction was taken due to planned shoulder widening. For rear end crashes that occurred along TH 5 at all locations except the TH 5 and Minnewashta intersection, a 20% reduction factor for widening shoulders from the Desktop Reference was applied. For right angle crashes, a 15% crash reduction factor was used from MnlDOT's Before and After Studies for constructing turn lanes. There was one right angle crash at the TH 5 and Lone Cedar Lane intersection and a 100% crash reduction factor was used because this intersection will be closed as a part of the proposed improvements. For the run off the road crashes, a 20% crash reduction factor was used for the crashes on TH 5. This reduction factor was from the Desktop Reference under widen shoulder and applies to all accident types. For the crashes on TH 5 near Minnewashta, two crash reduction factors were used. A 25% crash reduction for constructing turn lanes and a 20% reduction for widening shoulders were combined to obtain the crash reduction factor. A 20% crash reduction was used for head on and opposite direction sideswipe crashes. This reduction factor was from the Desktop Reference under widen shoulder. Exhibit 4 includes the calculations used to determine the change in crashes since this analysis included improvements along a roadway section as well as two intersections. Benefit/Cost Ratio A conceptual cost estimate completed for this project shows that the total estimated eligible costs for this project are $1,000,000. The conceptual cost estimate is included in Attachment B. The cost estimates included in MnlDOT's Metro Project Planning Report SP 1002-86 (TH 5) were used to develop this conceptual cost estimate. The cost estimate includes the following: . Shoulder widening on TH 5 from 600 feet east of Lone Cedar Lane to 1100 feet west of Minnewashta Parkway; . Addition of a eastbound left-turn lane at Minnewashta Parkway; . Addition of pavement widening required for the westbound left although this left-turn lane will be hatched out until the south approach of Minnewashta Parkway is constructed; . The westbound right-turn lane at Minnewashta Parkway will be relocated; . Mill and overly on Minnewashta Parkway between TH 5 and Lakeridge Road; . The existing trail running on the east side ofMinnewashta Parkway will be relocated; . Construction of a cul-de-sac and private driveway on Lone Cedar Lane. . Close the existing Lone Cedar Lane and private driveway connections to TH 5. MnlDOT's STIP for 2011 includes milling and overlaying TH5 so these costs were not included in this estimate since these improvements are already programmed. The crash data previously discussed and the anticipated costs were used in the HSIP Worksheet to determine the cost/benefit ratio for the project. A cost/benefit ratio of 3 .21 was calculated. The completed HSIP Worksheet is included in Attachment C. Conclusion The proposed improvements to TH 5 will provide increased safety, and operational efficiency along this regional transportation corridor.
