PUBLIC SAFETY COMMISSION MEETING MINUTES
APRIL 10, 1997

Chairperson Labatt opened the meeting at 7:00 p.m.
Commissioner Sloss motioned, Commissioner Bemhjelm seconded, to approve the January 9 and March
13, 1997, minutes as written. All voted in favor and the motion passed.
FIRE DEPARTMENT:
No Report.
SHERIFF'S DEPARTMENT:
No Report.
INSPECTIONS DIVISION:
Building Official Steve Kirchman stated that inspections and new home permits are slower than last year
at this time.
Steve Kirchman reported on the annual contractor's meeting that was held on 3/20/97. There was a good
turn out. Feedback was positive. There was discussion regarding an Inspection Division Advisory
Board, possibly consisting of a council member(s), contractor(s), citizen(s) to assist with issues in the
Inspections Division. There was not much input from the contractors to pursue the matter. A mission
statement is needed from the city council for this issue.
PUBLIC SAFETY EDUCATION/CRIME PREVENTION:
No Report.
OLD BUSINESS:
Deputy Director Bob Zydowsky discussed the current boundaries for hunting within the city limits of
Chanhassen. It was decided to include a shootinglhunting map along with the locations of the new
developments for discussion at the May meeting.

Deputy Director Bob Zydowsky updated the commission on the latest flood information. Several
marines volunteered to sandbag the area on the south side of Hwy 212 by the radio station tower. Hwy
212 at the lower Y is closed, as is Hwy 41 south of the Chaska bridge to Hwy 169.
Deputy Director Bob Zydowsky discussed the updated animal disposal policy. This update states that
the city, county or state is responsible for the dead animals in their jurisdiction.
Deputy Director Bob Zydowsky presented the amended curfew ordinance. This amendment follows the
hours of Carver County so there will be no discrepancies between city and county ordinances. This
amendment will be presented to the city council for approval. Commissioner Bemhjelm motioned,
Commissioner Sloss seconded to pass the amended ordinance. All voted in favor and the motion passed.
NEW BUSINESS:
PUBLIC SAFETY COMMISSION:
Deputy Director Bob Zydowsky stated that the two public safety commission applicants were to be
interviewed by the city council on 4/21/97. It was the opinion of Mayor Mancino to keep the public
safety commission at its current number.
FUTURE PLANNING - ANIMAL CONTROL:
Deputy Director Bob Zydowsky discussed the option ofCSO's in the future. The need for 3 part-time
CSp's - 2 to deal with animal calls only and I to deal with other CSO issues (lock-outs, packets, assist
w/crime prevention activities etc.); possible sworn full time position to assist crime prevention and other
police related details - possibly funded by the Clinton-cop grant money directly to the city vs. county; we
are in desperate need for CSO's to handle "animal only" calls with their own "animal only" vehicles to
continue the contract with other cities (attachment).
City Manager Don Ashworth believes the arrangement Chanhassen has with the other animal contract
cities is great and cost affective.
Commissioner Bemhjelm, Commissioner Labatt and Commissioner Sloss discussed having the contract
cities buy a minimum of hours per city. Chanhassen would present them with the costs, then let the
cities decide what they would like to do. Included in these costs would be vehicle wear and tear, CSO
salary including cost of living and performance raises and benefits (attached). Commissioner Bemhjelm
also stated we may be better off not having specialized positions, ie. Animal control, CSO and having
everyone cross trained.
INSPECTIONS DIVISION:
Building Official Steve Kirchman provided a hand-out with Inspections Division long range goals
(attached).

Commissioner Labatt inquired about the sump-pump inspections currently going on in the city. Building
Official Steve Kirchman responded that the city received a grant from Metro Waste to fund the
inspections. They are approx. 75 % done. There may be future help from the city w/compliance from
the homeowners in the future. Sump pumps can't run into the sanitary sewer, they have to discharge
outside the home.
Commissioner Labatt questioned the viewing of building files by homeowners, realtors, prospective
buyers etc. Building Official Steve Kirchman suggested that an article be printed in the next city
newsletter indicating to the residents that building files are public data.
Commissioner Bernhjelm motioned, Commissioner Sloss seconded to adjourn the meeting. All voted in
favor and the motion passed.
