Approval of Bills; April 14, 1997 City Council Meeting
On April 14, 1997, the City Council pulled a bill from the accounts payable ledger. The
bill is in the amount of $4,352.65, payable to Livingston & Association, Inc. This
expense is 50% of a budgeted investment in the Chanhassen Recreation Center for
contractual services. The contract with Livingston and Associates is attached.
The rationale behind this investment is based on:
I. The Recreation Center is a service facility.
2. The conference room, as constructed, was a sterile environment
3. Market rate clients were attracted to the Recreation Center Conference
Room, but found the space to be inadequate.
4. Clients and the associated revenue were lost.
5. By investing in the conference room, this clientele will return.
6. This investment should pay for itself over the life of the improvement.
7. The Recreation Center will better meet the needs of our corporate citizens,
an important segment of our community.

I am writing this letter to personally thank you for your hard work in reaching a fair and amenable
resolution to the tower issue at 7660 Quattro Drive. I greatly appreciate the effOlt of you and your
staff. I know that these issues are never easy to get resolved when multiple cities and cOlmnercial
entel1)rises are involved. I believe that the hard work of Chanhassen, Eden Prairie and my
neighborhood has paid dividends for the residents of both Chanhassen and Eden Prairie. I believe
that working together we can achieve mutually beneficial outcomes in the future.

To the City Council of Chanhassen:
I know that at times the reaction of my neighborhood may have seemed harsh. In addition, my
letter of l\larch 23 to you may have been blunt. However, I will tell you that it is human nature to
become quite emotional when you believe that your neighborhood is threatened; that you have
been provided minimal notification upon which to develop a counteractive strategy; and that any
strategy which you develop is completely meaningless in that your interests are not represented. I
will also tell you that the COlmnents of cettain members of the City Counsel of Chanhassen (which
includes COlmnents documented in your own minutes) added fuel to the emotional fire. I do not
mean to imply that any of the above was your intention. How'ever, please keep in mind that
perception is reality in the eye of the beholder.
I am a citizen of Eden Prairie, but consider my self as patt of the Chanhassen cOlmnunity as well. I
am a member of St. Hubett's and use Chanhassen's businesses. If Eden Prairie and Chanhassen
work together for the benefit of all of their citizens, we can continue the legacy of the southwest
suburbs being the premier place in the T\vin Cities to live and raise children.
In order to reduce the possibility of friction in the future, the residents of my neighborhood.
including myself, would offer to assist the cities in resolving issues that effect our neighborhood.
Given my belief that I am a member of both communities, if Eden Prairie is not being cooperative
or you can not reach the proper Eden Prairie City Official on issues that affect my neighborhood, I
would hope that you would contact me or other members of my neighborhood to assist you in
resolving the issue or put you in contact with a proper Eden Prairie City Official. I would also ask
that you treat the residents of my neighborhood with respect and as adoptive members of the
Chanhassen community.
Again, thank you for your effOlts. I look fonvard to working with you in the future for the benefit
of our community.

Dear Mr. Mueller:
On behalf of the Chanhassen City Council, I am submitting this letter of support for the
construction of a second sheet of ice at the Chaska Community Center. The Hockey Association
approached the communities of Chanhassen, Chaska, and Victoria in their search for a second
arena. As you are aware, the Chanhassen City Council seriously considered the construction of
an arena in Chanhassen, however, upon reviewing the economic feasibility of all sites under
consideration, the council has elected to support the Chaska option.
The Chanhassen City Council represents approximately 1/3 of the users who would benefit from
the second sheet of ice. The city is an advocate of all ice related sporting activities and is hopeful
that the initiative to construct a second arena in our School District 112 community is successful.
\Ve would like to thank the CCHA Ice Arena Task Force for all their efforts in providing sporting
activities for Chanhassen, Chaska, and Victoria youths.

On behalf of the CCRA Task Force, thank you for attending the meeting on Saturday, April 5, 1997. I
realize this weekend meeting was held in order to accommodate my travel schedule and that it caused
personal inconvenience for all parties that attended the meeting. I sincerely do appreciate that you, Don
Ashworth, and Todd Hoffman took time out of your already busy schedules and personal time to meet with
me. Again, my sincere thank you.
I personally felt that the meeting was productive. Receiving a letter of support from the city of
Chanhassen will be significant in supporting our application for Mighty Ducks funding. As outlined in our
discussion, this funding (if received) will be used to support the planned construction of a second sheet of
ice at the Chaska Community Center (CCC). The letter of support will also be very beneficial to our
community wide fund-raising campaign.
In closing, the CCRA Task Force would also like to continue the dialogue with the city ofChanhassen
regarding the possibilities of a future indoor ice arena. The anticipated growth in the Chanhassen area
over the next 10 years will be significant. This will put increased demand for indoor ice and will put
significant pressure on the CCC to service the entire community, even with two sheets of ice (as outlined in
our CCRA Task Force [mdings). Chanhassen appears to be the most logical city to lead the effort towards
planning for this growth and demand for indoor ice beyond a second sheet of ice at the CCC.
We look forward to receiving the letter of support from Chanhassen to help us better serve the youth in our
community. Again, please pass along my thanks to Don Ashworth and Todd Hoffman for their time and
support.

Minnesota Valley Electric Cooperative is proud to announce another rate reduction effective
with the April 1997 bill. For your information, I have attached a copy of the Press Release
announcing this rate reduction.
In four out of the past six years Minnesota Valley Electric Cooperative has been able to reduce
our Commercial Rates, and for the past three years we have been able to refund or reduce the
Residential Rates. This last rate change resulted in a 4% to 6% reduction on the average
residential and commercial member's bill. With this rate reduction, Minnesota VaJle"~
Electric Cooperative is now the lowest priced electrical supplier for Commercial and
Industrial facilities in the area.
This year the reduction has been made possible due to continued reductions in our purchase
power costs, coupled with increased growth in electrical sales. As we work to contain our
expenses, our growth allows us to spread our existing costs over a greater number of members.
We remain committed to controlling our costs, while at the same time maintaining very reliable
electrical service. While other energy supply options are increasing in cost, Minnesota Valley
Electric Cooperative expects electrical rates to remain stable over the next few years, hopefully
through the year 2000.
Minnesota Valley Electric Cooperative continues to offer special rates for members with full
capacity backup generation, along with rebates for installation of energy efficient modifications
and installations, such as installation of energy efficient lighting and motors.

MVEC Announces $1.2 Million Rate Reduction
M:VEC General Manager Roger Geckler announced at MVEC's March 8th Annual
Meeting that the Board of Directors has approved a $1.2 million rate reduction. The
reduction will first appear on the electric bills M:VEC customers will receive in April.
However the reduction will be retroactive for all electric usage since January 1, 1997 and
will result in a special credit on the April bill.
This rate decrease amounts to a 5.4% average rate reduction. This is the third time in
three years that M:VEC has effectively had a rate reductiOn. In December of 1994 MVEC
members received a year-end rate refund representing 3.6% of their annual bill, in 1996 rates
were cut by 4.5%, and now in 1997 the retroactive rate reduction of 5.4%. "While I can't
promise, I'll be disappointed ifthere are not similar announcements in the next several years.
It appears future rate reductions are a real possibility," sta~ed Manager Geckler. He added,
"We remain committed to controlling costs while at the same time providing our customers
with very reliable electric service.~'
1vfVEC cites reduced wholesale power costs, increased sales, and reduced internal
operating costs for the continued decline in rates.
In other news from MVEC's Annual Meeting, Directors John Wagner of New Prague,
Lorraine Dvorak 'ofMontgomery, and Gordon Bates of Green Isle all won reelection for three
year terms in their districts. Also approved were bylaw amendments allowing MVEC's
Board the authority to change the method of Capital Credits retirement and to allow
discounted senior Capital Credits retirement at the age of70 instead of age 75.

RE: REAL ESTATE VALUE IMPACT STUDY
Dear Mr. Hanna:
Pursuant to your request, we have completed a Real Estate Value Impact Study in order to
ascertain whether communication towers have an impact on the market value of residential
properties in close proximity.
The analysis consisted of identifying three study areas which are single family residential
neighborhoods containing, or in close proximity to, a communication tower or towers. The
single family homes in the study area were then analyzed to determine whether there was market
evidence indicating that communication towers have an impact on the market value (selling
price) of the properties. The specific steps in the analysis are outlined in more detail below:
1. Identify locations in the twin cities metropolitan area where single family
residential neighborhoods are located in close proximity to communication
towers.
2. Determine the most attractive neighborhoods or study areas from a research and
analysis point of view. The study area should include homes within a single
neighborhood. The homes should be similar in most respects including building
age, building style, size, view, amenities, etc. A significant difference between
the homes in the study area, should be their proximity and view to the
communication tower. Properties that may be influenced by other external
factors, such as proximity to heavily traveled roadways, will be excluded from the
study area.

3. Separate the homes in the study area between "Group A" and "Group B" .
properties. The properties classified as "Group A" serve as the control properties.
These properties are clearly unaffected by proximity to a communication tower(s).
The "Group B" properties may potentially be impacted by their close proximity to
or view of a communication tower(s).
4. Research all the sales of homes within the study area from 1992 through the
present date. Utilize the Multiple Listing Service and other informational services
to gather infonnation such as date of sale, sale price, building age, building size,
building design, etc.
5. Make adjustments to the sale price for market conditions (time). The time
adjustment is 4.5% per year. This adjustment was verified by information
obtained from the Multiple Listing Service and paired sales analysis. The base
year is 1994.
6. Compare the "Group A" and "Group B" properties in the study area based on their
adjusted sale price per square foot of gross building area above grade.
7. Based on this comparison, determine whether there is a measurable impact on the
market value of these properties because of their proximity to the communication
tower(s).
We have identified and analyzed three study areas located in the cities of Stillwater, Golden
Valley and New Hope. The three study areas provide a diverse sample of residential properties
in close proximity to communication towers. For example, homes in the Stillwater study area
were constructed between 1993 and 1995 and have an average market value in the range of
$127,500. In comparison, homes in the Golden Valley study area were mostly constructed in the
1950's and 1960's and have an average market value of about $87,500. Homes in the New Hope
study area were constructed between 1961 and 1970 and have an average market value of about
$117,500. By utilizing diverse neighborhoods, we believe this impact study provides a better
indication of any impact communication towers may have on residential properties in close
proximity.

As the chart below indicates, there was no measurable impact on the market value of single
family homes located near communication towers. The difference in the adjusted sale price per
square foot of gross building area above grade between the "Group A" and "Group B" properties
in the study areas was insignificant.

More detailed information is contained later in this report. Each of the three study areas is
discussed in more detail and spreadsheets listing detailed information about each specific single
family home analyzed in all study areas is presented. .
Our findings indicate that in all three study areas, there is no measurable difference in the market
value (selling price) between the properties in close proximity to the communication tower(s)
and those that are farther away from the tower(s). Therefore, it is our conclusion that
communication towers do not have a measurable or identifiable impact on residential property
values.

The Stillwater study involves a single family residential neighborhood located in the northwest
quadrant of Orleans Street West and Greeley Street (County Road 66). The neighborhood is
known as "The Highlands of Stillwater". The study area involves properties only in the 3rd, 4th,
5th and 6th Additions of The Highlands of Stillwater development.
All of the homes in the study area were constructed between 1993 and 1995. Most of the homes
were constructed by the saine builder and are very similar in terms of building style, size,
amenities, etc.
There is a 100 foot.high lattice tower located on Outlot A off Trottery Court. According to our
information, the tower was constructed in 1983 and is owned by King Cable.
In the Stillwater study map contained in this section, the entire study area is shown as a
bold dashed line. The properties classified as "Group B" are the properties closer to the
communication tower(s) and are shown enclosed \vithin a bold line. The location of the
communication tower(s) is shown enclosed by a bold line with diagonal lines.
Due to the abundance of recent transactions, all of the properties analyzed in the Stillwater study
sold between April, 1993 and September, 1996.
Based on our analysis, the average sale price per square foot of gross building area above grade
for properties classified as "Group A" was $105.20. The average sale price per square foot of
gross building area for the properties classified as "Group B" was $107.50.
The conclusion is that there is no measurable impact on the market value (selling price) of these
residential properties based on proximity to the communication tower.

GOLDEN VALLEY STUDY
The Golden Valley study involves a single family residential neighborhood located in the
northeast quadrant of State Highway 169 and Plymouth Avenue. The neighborhood is known as
"Lakeview Heights". The study area involves properties in the Lakeview Heights and 1st
Addition to Lakeview Heights developments.
Homes in the study area were constructed between 1925 and 1974, with the vast majority being
constructed in the 1950's and 1960's. Homes in the neighborhood are very similar in terms of
building style, size, amenities, etc.

There is a 400 foot guyed tower located in the center of the neighborhood between Naper Street
and Earl Street. According to our information, the ,original 300 foot tower was constructed in
1948. This tower was replaced in 1976 by the current 400 foot high guyed tower. The tower is
owned by Hennepin County.

In this study, we also analyzed three "paired sales" transactions. Each paired sale involves
properties that are highly similar in terms of building age, sale date, size, design, etc. A major
difference between these paired sales is that one of the properties is classified as "Group A" and
the other is classified as "Group B". The paired saleshave been analyzed to determine whether
proxitnity to the communication tower had an impact on market value (selling price).

NEW HOPE STUDY
The New Hope study involves a single family residential neighborhood located in the northwest
quadrant of Winnetka Avenue North and 36th Avenue North. The study area involves properties
in the Towers North, Hopewood Hills and Hopewood Hills Revised developments.
All of the homes in the study area were constructed between 1961 and 1970. The homes are very
similar in terms ofbuildirig style, size, amenities, etc.
There are three - 250 foot guyed towers located immediately south of the study area. According
to our information, these towers were constructed in 1962 and are owned by a radio station.
In the New Hope study map contained in this section, the entire study area is shown as a bold
dashed line. The properties classified as "Group B" are the properties closer to the
communication tower(s) and are shown enclosed within a bold line. The location of the
communication tower(s) is shown enclosed by a bold line with diagonal lines.
All of the p~operties analyzed in the New Hope study sold between March of 1992 and
November of 1995.
Based on our analysis, the average sale price per square foot of gross building area above grade
for properties classified as "Group A" was $86.60. The average sale price per square foot of
gross building area for the properties classified as "Group B" was $85.90.
Based on our analysis, it is our conclusion that there is no measurable impact on the market value
(selling price) of these residential properties based on proximity to the communication towers.
