PROPOSED MOTION
"The City Council is recommended to award the Preliminary Design Consultant
Contract for the Audubon Road Reconstruction Project No.1 0-02 to SRF Consulting
Group, Inc. in the amount of$26,150.
City Council approval requires a simple majority vote of the City Council present."
BACKGROUND
On July 13 2009, staff discussed next year's proposed street reconstruction projects with the
City Council at the work session.
PROJECT OVERVIEW
Audubon Road from Lake Drive West to Lyman Boulevard (CSAH 18) is a municipal
collector roadway and is planned to be reconstructed next year. The pavement is in poor
condition and shows severe pavement distress. The roadway is a rural section with gravel
shoulders. On the steep hill portion of the roadway, the gravel washes out after large rain
events and can become a safety problem if not regraded several times a year.
Audubon Road should be urbanized and widened to the same pavement width as is currently
north of Lake Drive. The Parks Department Trail Comprehensive Plan calls for extending a
trail down to Lyman Boulevard. A small area of land may need to be acquired at the south
end of Audubon Road to accommodate the roadway and trail.
Minor repairs to the watermain are proposed and depending on the. profile of the roadway
may need to be lowered in some areas. The pond on the south side of Lyman Boulevard was
oversized in conjunction with the Lyman Boulevard reconstruction project to treat the runoff
from this section of Audubon Road when it is improved. A storm sewer pipe has been
stubbed on the north side of Lyman Boulevard for the future reconstruction of Audubon
Road.
DISCUSSION
On July 24, 2009, a Request for Proposals (RFPs) for this project was emailed to Kimley-
Horn and Associates, Inc. and SRF Consulting Group, Inc. The RFP included preliminary
design, surveying, cost estimation and easement acquisition documentation for the project.

Once this work is completed, staff is planning to complete final design, feasibility report, assessments, land
acquisition, bidding and construction management services.
Kimley-Horn & Associates, Inc. has successfully designed street improvement projects within the City,
including the Laredo Drive Area reconstruction project in 2008, the Dogwood Road reconstruction project in
2007 and the Bluff Creek Boulevard project in 2005. SRF Consulting Group, Inc. has completed several
projects within the City including the Lyman Boulevard reconstruction for Carver County. SRF Consulting
Group, Inc. is familiar with the area and the need for the project.
Both consultants submitted proposals that included the basic requirements of the RFP and met the criteria as
outlined.

SRF's proposed fee is $730 less than Kimley-Horn's. SRF's proposal included a detailed description of
project tasks and has allocated 32 more person-hours to complete these tasks. In addition, SRF is very
familiar with the project area as they were the consultant engineer for the Lyman Boulevard project, which
included re-design on the intersection with the northern segment of Audubon Road.

FUNDING
The preliminary budget for the proposed street reconstruction work was included in the 2010 CIP at
$3,000,000. The budget will need to be reviewed and updated based upon preliminary design cost estimates
included in the scope of services.
Funding for the project will be from municipal bonds and assessments. Properties with driveway access to
Audubon Road are proposed to be assessed. The assessment methodology and estimated assessments will be
determined by a Consultation Report.
The contract will be a time and materials based work not-to-exceed amount. As with all engineering
contracts, the consultant must submit periodic invoices that staff will review before processing. The
consultant will be required to submit time sheets verifYing the hours worked on the project and expense
sheets. Staffwill review the invoices and expense sheets for accuracy and conformance to the contract.

Justification
The City uses a Pavement Management System to monitor the condition of the City streets. While proper preventative maintenance extends the
life ofthe street and is cost effective, a street will eventually deteriorate to a point that further maintenance is no longer cost effective.
Rehabilitation projects extend the life of the street. In cases with utility or poor subgrade needs to be replaced or where streets have deteriorated to
a point where rehabilitation will no longer be practical, reconstruction of the street is necessary. A feasibility study is written to consider the mertis
of the project and scope of work.
