City Council approval requires a simple majority vote of the City Council present. BACKGROUND On February 23,2009, the City Council approved the plans and specifications and authorized the ad for bids. On March 23, 2009, the City Council approved bids for steel and concrete for the facility and reviewed other bids and quotes. On April 13, 2009, the City Council approved bids and quotes for the remaining items of the facility. DISCUSSION Staff is requesting Council consider approving changes to contracts for revisions for the Public Works facility. Included in this request are minor, miscellaneous changes to the project caused by unforeseen site conditions and requested changes by the Building Department based upon interpretation of the building code. Also included in this work are revisions to the vehicle maintenance area for added electrical, plumbing and mechanical changes. Contract changes like these are normal for large scale projects and contingency funds were set aside in the budget. The City's construction manager, RJM Construction, has reviewed the costs and finds them consistent with current market pricing. The project remains on schedule and on budget. Below is a brief description of the changes requested: Precast Wall Panel Deducts Deduct -$1,400.00 Deduct for six (each) 10" and one rectangle opening in panel #783 in precast wall panel. This item was added to Fabcon, Inc.'s contract. Flammable Waste Trap to Manhole Structure $7,142.00 The original design of the flammable waste trap called for a light-weight steel structure that would be used for collection of oils or other floatable debris from the vehicle maintenance, vehicle storage and vehicle wash areas. Due to the observed high water table in the area where the structure is located and because the structure is located in the wash bay where heavy vehicles will be driving over the unit, it was determined to replace the steel unit with a precast concrete structure. This unit is stronger and less susceptible to groundwater problems then the steel structure. This item includes the deduction of the steel structure from the contract. Fresh Air Unit and Mechanical Split System $26,262.33 This item is to add additional ventilation in the shop areas based on the building official's interpretation of the building code and review of the plans. This item deletes a rooftop heating/cooling unit and adds a rooftop fresh air unit along with two additional heat pumps for the offices. The majority of the cost is for additional duct work necessary to bring in the fresh air. Revised Rain Water Leaders $16,799.12 This revision is to increase the size of the rain water leaders in the building from 8" to 10" and relocate the drain pipes to connect to the underground piping on the west side of the building. The increase in pipe size was necessary because of the new configuration of the system. Underground piping in the building was the main cost associated with this item. Head Flashing at Windows in Precast Panels $5,080.00 This change is recommended by the panel manufacturer to reduce the chances of water getting behind the window if water got into the concrete wall panel. The current design was originally recommended but staff has found out this design could lead to water problems and damage to panel. The change includes adding additional flashing and caulking around each window in the panels. Add Fire extinguisher Cabinets $686.00 The fire marshal has requested 13 additional fire extinguishers in the building. This item is to add five additional fire extinguisher cabinets in the wall at the office areas. The City will purchase additional extinguishers or move some extinguishers over from the existing public works building. Revisions to Vehicle Maintenance Area $7,828.00 After review of the vehicle maintenance area, staffis requesting additional air, electrical, and mechanical items along with an additional drain to the contract. A 3" waste drain pipe is requested so parts of wash area will drain better and not run over the floor as much. Additional air and electrical outlets are requested so long extension cords will not be needed which can become a hazard. Most of the cost is associated with the extension of the items to the requested location. The project is still projected to be under budget by $390,256. The total amount of this Change Order will be for $63,797.45. This Change Order will be deducted from the project contingency which will leave $239,595.20 in project contingency. Change Orders are a nonnal process in construction. A project contingency of $346,872 was budgeted for changes such as the individual Change Requests listed on the attached "Chanhassen Public Works Change Order #2." In addition to the project contingency, the overall Chanhassen Public Works project is under budget by $390,256. Attached is a list of individual Change Requests that comprise this' proposed Change Order. Each of these proposed Change Requests have been reviewed for approval by RJM Construction and Oertel Architects for accuracy in quantities and market pricing for the requested work.
