SUBJ: Cimarron HOA Stormwater Management (Raingarden) Project SWMP-09-03 : Award of Contract PROPOSED MOTION "The City Council approves a landscaping contract in the amount of $26,169.48 with Hoffman & McNamara Company for work to be performed on the Cimarron Raingarden project." City Council approval requires a simple majority vote of the City Council present. BACKGROUND The watershed known as the West Central Lotus Lake watershed has been a priority ofChanhassen's since the 2005 storm event resulted in failure of the inlet channel into Lotus Lake. Part of the solution was to provide additional rate control, treatment and storage within the Meadow Green wetland complex and the drainage swale north of Bighorn Drive. Even with these improvements, there are known capacity issues within the storm sewer system and additional volume reduction is needed. In the fall of 2008, City staff was approached by the Homeowners Association for the Cimarron Townhome Association. They wanted to improve their landscaping and felt it would be a good opportunity to provide a larger benefit to the community. Staff met with the HOA board on four separate occasions, hosted a rain garden training seminar cooperatively with the Lower MN River Watershed District and Blue Thumb and received a deluge of requests. Staff contacted the Carver County Soil and Water Conservation District and they offered to assist in the design of the raingardens at a much reduced rate from what a consultant would command. All total, thirty-three residents expressed a desire to be included in the project. Unfortunately, a majority of these properties were not well suited to infiltration features without significant engineering costs due to slope issues. Further, a number of additional sites were inappropriate because of snow removal or other infrastructure conflicts. Chanhassen is a Community for Life. August 24, 2009 Page 2 After removing from consideration those areas which were not conducive to a raingarden, eleven sites were selected. Since this time, three residents have elected not to be involved. . After installation of raingardens is complete, City staff will work with homeowners to train them on proper maintenance. The homeowners will then be responsible for maintenance ofthe features with the City providing mulch. BIDS Requests for proposal were submitted to four landscaping contractors on April 9, 2009. Mustard Seed and Natural Surroundings chose not to propose on the project for reasons unknown. The bids received are as follows: $26,169.48 Earth Wizards, Inc. $36,403.52 *The SWCD's opinion of total project cost was $38,410.00. Hoffman & McNamara recently completed the Kerber Pond Landscaping project. Staff was impressed with the quality of their work and with their willingness and ability to work with the public. This is of particular importance as these features will be retrofitted on to private property. The project will begin the week of August 24 with substantial completion by the second week in September. This project was budgeted for 2009 in CIP Project SWMP-033. Funding for the project is proposed from the Surface Water Management Fund. In a letter to the Riley- Purgatory-Bluff Creek Watershed District in January of 2009, the City inquired as to their interest in being involved in the project. At that time, the District elected to not become involved in the project. Within the last two weeks, staff was contacted by the District and asked to petition for this project in the 2010 fiscal year. Staffis also working with the Carver County Soil and Water Conservation District to procure additional funds from the Natural Resources Block Grant. It is unclear, due to certain requirements, if this project will meet the criteria for funding. However, based upon conversations between staff and the SWCD, staff remains optimistic that some level of partnership can happen. Attachments: 1. CIP Page 2. They requested assistance in design, placement and financing ofthe project. The City, with the help ofthe Carver County Soil and Water Conservation District will identify, design and construct alternative Best Management Practices for stormwater management throughout the neighborhood. A meeting with the Homeowner's Association indicated a willingness to supply the land and longterm maintenance of the features. The work can be done concurrently with the mill and overlay project scheduled for the neighborhood in 2009. Total Project Cost $50,000 Justification I The Cimmaron neighborhood drains into the Triple Crown Estates pond watershed prior to discharge into Lotus Lake. This watershed is known to have inadequate conveyance, storage, volume management and water quality treatment. This neighborhood is at the origin of the watershed and would be well suited to volume reduction and water quality treatment as well as offering rate control. This project will address issues identified in Chanhassen's Second generation Surface Water Management Plan and in Chanhassen's Nondegradation Plan.
