CC SUM 2009 08 24 CHANHASSEN CITY COUNCIL REGULAR MEETING SUMMARY MINUTES AUGUST 24, 2009 Mayor Furlong called the meeting to order at 7:10 p.m. The meeting was opened with the Pledge to the Flag. COUNCIL MEMBERS PRESENT: Mayor Furlong, Councilman Litsey, Councilwoman Ernst, Councilwoman Tjornhom, and Councilman McDonald STAFF PRESENT: Todd Gerhardt, Roger Knutson, Laurie Hokkanen, Kate Aanenson, Paul Oehme, Todd Hoffman and Terry Jeffery PUBLIC ANNOUNCEMENTS: Mayor Furlong read an invitation to the Dave Huffman th Memorial Race which will be held on Saturday, September 12. CONSENT AGENDA: Councilman Litsey moved, Councilwoman Ernst seconded that the City Council approve the following consent agenda items pursuant to the City Manager’s recommendations: a. Approval of Minutes: -City Council Work Session Minutes dated August 10, 2009 -City Council Verbatim and Summary Minutes dated August 10, 2009 Receive Commission Minutes: -Park and Recreation Commission Verbatim and Summary Minutes dated July 28, 2009 Resolution #2009-63: b. Public Works Facility: Approve Change Orders. Resolution #2009-64: c. Cimarron Rain Garden Project: Award Bid. All voted in favor and the motion carried unanimously with a vote of 5 to 0. VISITOR PRESENTATIONS: None. LAW ENFORCEMENT /FIRE DEPARTMENT UPDATE. Lt. Jim Olson reported on the apprehension of the people involved with the robberies at the Holiday gas station and TCF Bank, the burglary of a residence on Charring Bend, vehicle thefts, and a reminder to drive carefully with school starting soon. Councilman Litsey recognized the sheriff’s department on their stellar work in managing these cases. Councilwoman Ernst asked for clarification on the rise in citations. Assistant Chief Roger Smallback presented the fire department update noting there have been 44 calls for service year to date, mostly weather related. He provided an update on the National Night Out activities and a reminder that the Fire th Department’s Open House is scheduled for October 11. Mayor Furlong asked Assistant Chief City Council Summary – August 24, 2009 Smallback to review the activities involved with Fire Prevention Week which precedes the fire department’s open house. AUTO MOTORPLEX SITE PLAN AMENDMENT: REQUEST FOR AN AMENDMENT TO SITE PLAN PERMIT 2006-34 TO ALLOW DECKS. APPLICANT: BRUNO SILIKOWSKI. Kate Aanenson presented the staff report and Planning Commission update on this item. Councilman Litsey asked for clarification on the purpose of the decks. Mayor Furlong asked about the condition regarding structural engineering of the decks and whether outdoor storage was allowed in the original application. Bruno Silikowski started out by saying how much he’s enjoyed working with Fire Marshal Mark Littfin before addressing how the project has evolved from where it originally began. After comments from council members, the following motion was made. Councilwoman Ernst moved, Councilwoman Tjornhom seconded that the Chanhassen City Council approves the amendment to the site plan for Auto Motorplex, Planning Case #09- 13, permitting the installation of decks in the locations highlighted in the staff report, subject to the following conditions: 1. The development shall comply with the conditions and requirements of site plan Planning Case #06-34. 2. The decks shall not encroach into or above any easements. 3. Deck structures will require a building permit. Required submittal documents include: a. Design (and signature) by a professional, structural engineer. b. Revised civil drawings by the respective design professional. 4. If decks/exterior balconies are to be constructed, the City will need to review the plans to determine if a fire sprinkler head will be required under the deck/balcony. All voted in favor and the motion carried unanimously with a vote of 5 to 0. After the vote on the motion, Bruno Silikowski suggested that the City Council appoint someone from city staff to work with the Auto Motorplex on promoting the City of Chanhassen along with the publicity they’re receiving in national newspapers and magazines. COUNCIL PRESENTATIONS: Mayor Furlong informed council members that Southwest Metro Chamber of Commerce is sponsoring an event with Congressman Klein and of an open house being held at Southwest Village by Southwest Metro Transit in conjunction with offering non-stop service from Southwest Village to the State Fair. ADMINISTRATIVE PRESENTATIONS: Todd Gerhardt reported that the Walgreen’s at the corner of Highways 7 and 41 has opened for business as well as the opening of Kwik Trip at the 2 City Council Summary – August 24, 2009 nd corner of Highways 212 and 101 on September 2. He discussed the opening of the new Chanhassen high school and a tour taken by department heads of Camp Tanadoona, suggesting that council members take the same tour. He also provided an update on the progress of the public works building construction. CORRESPONDENCE DISCUSSION. None. Councilwoman Ernst moved, Councilwoman Tjornhom seconded to adjourn the meeting.
