PROPOSED MOTION
"The City Council Approves Plans & Specifications and Authorizes Advertisement
for Bids for Well No.4 Improvements, Project No. 09-02".
City Council approval requires a simple majority vote of the City Council
present."
BACKGROUND
On September 28,2009, the City Council approved a consultant contract for the Well
No.4 Improvements.
At the January 12,2009 worksession, staff reviewed with the Council a groundwater
well study and water quality improvement report. This report included options to
improve the water quality from Well No. 4 located in Lake Susan Park. This well is
currently not being treated for naturally occurring minerals such as iron or
manganese. The well is used only during peak use times during the summer during
peak demand periods in which the water is blended with the other water in the
system. The test data of the water from Well No.4 shows that the radium levels are
at the upper end of the Minnesota Department of Health's (MDH) guidelines. Well
No.4 is high in iron and manganese which gives the water a rusty color and can cause
odor problems. Staff still receives complaints from residents when this well is used
mainly because of the manganese in the well water.
OPTIONS FOR IMPROVEMENTS
Several options for improving water quality at Well No.4 were evaluated. The
options were discussed in the September 28th and January 1th backgrounds. The best
and most cost effective solution was determined to treat the water at the east water
treatment plant which requires installing a raw watermain from Well NO.4 to an
existing raw watermain on the south side ofTH 5 east of the pedestrian bridge.

Description
Engineering has reviewed the test data of the water from Well #4 and currently, the radium levels are at the upper end of the Minnesota Dept of
Health (MDH) guidelines. In 2004, staff reviewed the radium problems with the MDH. The well is currently used as a peak well during high
demand periods which blends the Well #4 water with the other well water in the system. This well is also high in iron and manganese levels which
creates rusty water complaints. If the radium levels continue to rise, the City may have to enter into a monitoring program with the MDH on a
temporary basis if the issue is not addressed. The MDH at that time determines the acceptable amount of water that can be pumped into the City
system from Well #4. Staffwill draft a study to identify the best solution to address the poor water quality issues at this well. Options for
improvements include redevelopment, abandoning the well, installing a small treatment plant at the well site or treating the water at the East Water
Treatment Plant. Extendin a new water i e from Well #4 to the East Water Treatment Plant's existin raw watermain is bud eted for 2009.
Justification
Well #4 continues to test high for radium and is a high producer of iron and manganese which creates "rusty" water complaints.

A RESOLUTION APPROVING PLANS AND SPECIFICATIONS; AUTHORIZE AD
FOR BIDS FOR THE WELL NO.4 PROJECT NO. 09-02
WHEREAS, the City Engineer has prepared plans and specifications for the Well No.4
project and has presented such plans and specifications to the Council for approval;
NOW, THEREFORE, BE IT RESOLVED that the Chanhassen City Council:
1. Such plans and specifications, a copy of which can be reviewed at the office of the City
Engineer, are hereby approved.
2. The city clerk shall prepare and cause to be inserted in the official city newspaper and
Construction Bulletin, an advertisement for bids upon the making of such improvement under such
approved plans and specifications. The ad shall be published at least twice, shall specify the work
to be done, shall state that bids will be opened and that the responsibility of the bidders will be
considered by the Council at 7:00 PM on Monday, November 23, 2009, in the Council Chambers
of the City Hall. Any bidder whose responsibility is questioned during consideration of the bid will
be given an opportunity to address the Council on the issue of responsibility. No bids will be
considered unless sealed and filed with the clerk and accompanied by a bid security payable to the
clerk for 5% ofthe amount of such bid.
