1984 09 04 PARK AND RECREATION COMMISSION MINUTES SEPTEMBER 4, 1984 1 A regular meeting of the Park and Recreation Commission was called to order at 7:00 p.m. by Chairman Mike Lynch. The following members were present: Mike Lynch, Brian Foltz, ?om Schoenecker, Joe Warneke and Mike Rosenwald. Richie Hemping and Charlie Robbins were absent. Visitors present were Ralph and Kay Hegman and Howard Schmidt. . TOUR OF CARVER BEACH MINI-BEACH: The Commissioners met early to tour the Carver Beach Mini-Beach. After reviewing the site, the question of what to do with the upper portion was posed. Torn Schoenecker maintains that he does not feel that it is right to permanently remove the parking area. However, if it can be tem- porarily covered and seeded, until Chanhassen has it's own police force, he would not object. At that time the parking area be uncovered as we would be able to patrol the area more often and enforce the no parking regulations. Brian Foltz, Mike Rosenwald and Joe Warneke agreed it would be undesirable to close this park to other residents permanently. Mike Lynch reminded the Commission of the neighborhood concern that led to the clsoing of that parking lot. The Commission requested staff to check into a temporary covering for the parking area. Commissioners would not agree to recommend closing parking permanently, but would not recommend re-opening the parking lot until the City had adequate police coverage. . MINUTES: Brian Foltz mentioned an error in the minutes that Tom Schoenecker was listed as vice-chairman, as Brian Foltz is the vice-chairman. A motion was made by Brian Foltz and seconded by Mike Rosenwald to approve the August 7th minutes with the above noted change. Motion unanimously approved. 1990 LAND USE AMENDMENT: Residents from the Minnewashta area were present to protest the Randy Herman subdivision next to Herman Field. Torn Schoenecker opend discussion by reviewing past actions taken regarding this subdivision. The residents said they were told the piece west of Herman Field was also a park, therefore, they would never have to worry about new development. They were also concerned about the wetland on the site and the wildlife living there. Ralph Hegman and Howard Schmidt asked if an impact study could be done if one had not been completed. Tom Schoenecker explained that the City either had to offer to purchase the property or let the owner develop it as he sees fit (provided he meets city regulations>. He went on to say that the City has no plan and never did to purchase this property. Tom Schoenecker moved to table this request until after the September 12th public hearing before the Planning Commission. Brian Foltz seconded the motion. All voted in favor except Tom Schoencker abstained due to his personal interest. . PARK AND RECREATION COMMISSION MINUTES SEPTEMBER 4, 1984 4It PAGE 2 CRYSTAL SPRINGS POND SUBDIVISION REVIEW: A motion was made by Mike Lynch and seconded by Brian Foltz to accept park dedication fees to be collected with the building permits in this sub- division instead of park land. Motion unanimously approved. APPROVAL OF 1985 CAPITAL IMPROVEMENT BUDGET: At the August 7th meeting the Commission talked about the need for a regulation size Little League Baseball field. They designated $10,000 in the Capital Improvement Budget to go toward the development of a Little League field on the newly acquired Tract E at Lake Ann Park. However, due to the amount of grading needed to construct ballfields on that parcel, $10,000 would not be enough to cover the expense. The Commission discussed transferring that amount to Meadow Green Park to transform a softball field into a Little League Baseball Field. Brian Foltz moved to recommend the proposed Capital Improvement Budget with the $10,000 listed under Meadow Green Park instead of Lake Ann Park. Mike Rosenwald seconded the motion. Motion unan- imously approved. e CHASKA SCHOOL DISTRICT l12/CHANHASSEN JOINT AGREEMENT: Don Ashworth was present to discuss the joint agreement between the City's of Chaska and Chanhassen and District 112 Community Schools. Discussion on this agreement started about one year ago. The agreement includes Lori Sietsema working with Community Education and for the 2 City's Park and Recreation Departments working more coordinately. This agreement will not effect the budget. The Commissioners reacted positively to the agreement and recom- mend sending a letter to the City Council endorsing Lori's position. LAKE ANN PARK: The Commissioners would like to see a detailed reporr-Df how many passes were sold to residents, non-residents working in Chanhassen, and non-residents not working in Chanhassen. They also requested an expense report on the beach program. Brian Foltz was concerned about the lifeguards checking the telephones daily. He asked if the City doesn't request they be checked daily that we do so in the future. Commissioners requested a copy of the Park Ordinance.
