BACKGROUND
On January 9, 2006, the Council approved a Joint Powers Agreement with Carver
County and the Minnesota Department of Transportation to fund the corridor
study. The agreement splits equally the funding of the project between the three
agenCIes.
In May 2007, the corridor study was completed that identified a preferred
alignment for TH 101 from Lyman Boulevard to the bluff and gave several
options for improvements to the "Y" intersection.
On May 10,2009, staff held a meeting with Chaska, Eden Prairie, Shakopee,
Carver County, Scott County and other agencies to discuss the future of this
corridor. Scott County is working on a traffic study to determine the potential
impacts to downtown Shakopee if improvements to TH 101 were made.
The City has applied twice for federal funding to help pay for the reconstruction
of the TH 101. Both applications were for the improvements from Lyman
Boulevard to Pioneer Trail.
DISCUSSION
Project Objectives:
· Correct safety deficiencies.
· Improve ability to function as a Minor Arterial Roadway.
· Accommodate future traffic growth associated with greater "connectivity"
with new TH 212.
· Accommodate future local development growth.
Staff has been working with MnDOT and Carver County on the next steps for the
THI0l from Lyman Boulevard to the Scott County Line. The plan that has
moved forward is to concentrate on funding construction for the segment of
highway between Lyman Boulevard and Pioneer Trail. This segment has shown
to be the greatest safety problem along TH 101 above the bluff and has less

environmental issues then the segment south of Pioneer Trail. Also, this segment
is in the next development expansion area in the City.
The scores for this year's regional solicitation federal funding afplications are
attached to this background. The TH 101 project was ranked st out of 16
projects in the "A" minor Arterial Expander category. Staff should know by
December 1 ih if the Metropolitan Council Funding and Programming Committee
will be recommending the TH 101 project for funding based on funds available.
Projects recommended for funding will be sent to the Technical Advisory
Committee for review at the January 6, 2010 meeting. The Technical Advisory
Board will then make the final selection of the projects at the January 14,2010
and February 17,2010 meetings. The final project selection list will then be sent
to the Met Council board for approval.
If this year's application is not successful, staff does not think future federal
applications will be successful because the safety improvements completed to the
corridor this summer by MnDOT will potentially decrease the scoring. Other
funding sources will need to be leveraged that may include state bonding, trunk
highway turn back funds or special federal transportation appropriation bill funds.
