Update on Highway 5 Improvements including Minnewashta

BACKGROUND
A corridor study for TH 5 from TH 41 to TH 212 was completed in October 2008
that gave recommendations for interim and long-term improvements to TH 5.
On June 8, 2009 the City Council approved a resolution for application for a
transportation enhancement federal fund grant for a pedestrian underpass of TH 5
at the Minnewashta Parkway intersection.
On July 13,2009, the City Council approved a resolution for an HSIP funding
application for improvements along TH 5 near Minnewashta.
On November 17,2009, a TH 5 update meeting was held in Victoria with the
stakeholder along the corridor to discuss future upgrades to the corridor.
DISCUSSION
MnDot is planning a preservation project along TH 5 from Minnewashta Parkway
into Victoria the summer of2011. These improvements include resurfacing TH 5,
shoulder and guardrail improvements and turn lanes. The project is also
anticipated to include fixing the sink hole/settlement area in Victoria and
replacement of the bridge in Victoria.
The score for the transportation enhancement application is attached to this
background. The TH 5 pedestrian underpass was ranked 19th out of29 projects in
the transportation enhancement category. Staff should know by December 17,
2009 if the Metropolitan Council Funding and Programming Committee will be
recommending the underpass project for funding. Projects recommended for
funding will be sent to the Technical Advisory Committee for review at the
January 6, 2010 meeting. The Technical Advisory Board will then make the final
selection of the projects at the January 14,2010 and February 17,2010 meetings.
The final project selection list will then be sent to the Met Council board for

approval. Met Council anticipates funding $19 million out of this category. If
this funding amount holds, the trail underpass application should be funded. It is
anticipated MnDot would complete the design and include the improvements in
the 2011 TH 5 Preservation Improvement project.
It is anticipated the Highway Safety Improvement Program (HSIP) application
will be funded based on feedback from MnDot staff. The grant was for
$1,000,000 with a 10% local match for safety improvements at the Minnewashta
Parkway intersection.
The scope of the work includes:
. Removal of the eastbound bypass lane on TH 5.
. Construction of a left turn lane onto Minnewashta Parkway.
. Shoulder improvements on TH 5 by Minnewashta Parkway.
. Right turn lane and taper improvements on Minnewashta Parkway.
. Cul-de-sac Lone Cedar Lane and construct driveways.
The approval schedule is the same as the TE application schedule. No signal
improvements to the Minnewashta Parkway intersection are proposed by MnDot
at this time.
If these projects are funded, it is anticipated MnDot would complete the design
and include the improvements in the 2011 TH 5 preservation Improvement
project.
