WORK SESSION
DECEMBER 14, 2009
Mayor Furlong called the work session to order at 5:30 p.m.

DISCUSSION OF 2009 BUDGET AMENDMENTS.
Greg Sticha reviewed individual revenue and expense modifications to address the estimated
shortfall in the 2009 budget, noting these were estimates reflecting more accurate numbers.
Actual numbers will be brought back in February when transfers are made. Mayor Furlong
asked for clarification of the dollar amounts that were not used from the 2009 budget and
thanked staff for their efforts in spending the city’s money wisely. Councilwoman Ernst asked
how this shortfall will affect the 2010 budget. Greg Sticha noted staff had taken the 2009
shortfall into account when preparing the 2010 budget and asked that the council adopt the
resolution amending the 2009 general fund budgeted revenues and expenditures under the
consent agenda.
UPDATE ON REALIGNMENT OF HIGHWAY 101 TURNBACK, SOUTH OF LYMAN
BOULEVARD TO THE SCOTT COUNTY LINE.
Paul Oehme presented an update on the grant application process the City is undertaking to
secure federal dollars, explaining that the decision will be made within the next week. He
outlined possible alternatives if the City does not get the grant dollars and explained the next step
in the process is to complete the EAW (Environmental Assessment Worksheet) to find out what
issues need to be addressed along the corridor before official mapping can occur. Todd Gerhardt
suggested meeting with the City’s two TAB (Transportation Advisory Board) members, county
engineers, Chaska and Shakopee in order to get a resolution of support with an emphasis on
showing the regional importance of this route. Councilwoman Tjornhom reviewed what was
discussed at the last meeting regarding which projects will most likely be funded.
UPDATE ON HIGHWAY 5 IMPROVEMENTS WEST OF TH 41, INCLUDING THE
MINNEWASHTA PARKWAY INTERSECTION.
Paul Oehme discussed the transportation enhancement application for funding the trail extension
from Minnewashta Parkway to the Minnesota Landscape Arboretum, noting the TH 5 pedestrian

underpass ranked 19 out of 29 projects. Mayor Furlong asked how traffic on Highway 5 will be
handled during construction. Councilman McDonald asked how the improvements on TH 5 will
help with traffic coming off of Minnewashta Parkway and turning east. Councilwoman
Tjornhom asked about the realignment of Lone Cedar Lane to Minnewashta Parkway.

Mayor Furlong suggested Saturday, January 9 at 8:00-8:30 a.m. for the City Council’s strategic
initiative meeting before adjourning the work session at 6:25 p.m.
