BUILDING PERMIT ACTIVITY
There were 85 residential units for which permits were issued in 2009, which is
19 more units than in 2008. Historically, the number of residential units has been
between 150 and 200 units per year. It is anticipated that in 2010 100 units will
be permitted. Few new subdivisions are anticipated because of the number of
vacant platted lots including 228 single-family residential and 241 multi-family.
BUILDING PERMIT REVENUE
Building permit revenue was down in 2009. It was 16 percent less than the last
IS-year averages. While residential permits were down, the most significant
contributing factor was the decrease in commercial and industrial activity.
DEMOGRAPHICS
The City's estimated population growth continues to be positive, if less robust
then previous years. Over the past five years, we have been averaging
approximately a one percent annual population increase. This can be directly
related to the reduction in residential building permit activity. The City's 2010
population estimate of 24,699 is approximately 2,800 less than the Metropolitan
Council's population estimate that was required as part of the City of Chanhassen
2030 Comprehensive Plan. Interestingly, the City's 2020 Comprehensive Plan
projected a 2010 population of 25,000. Staff believes that the current economic
conditions will lead to the Metropolitan Council re-evaluating its population
projections for the City and the region. In April of this year, staff revised our five-
year population projections for the City, which show up as the low projections in
the accompanying graph.

*** THE 3,195 BUILDING PERMITS ISSUED IN 2001 WERE THE HIGHEST NUMBER OF BUILDING
PERMITS ON RECORD. THE LARGE NUMBER OF PERMITS WAS DUE TO STORM DAMAGE
REPAIR; APPROXIMATELY 2,300 PERMITS WERE ISSUED FOR RE-ROOFING AND RE-SIDING
WORK. A HIGH NUMBER OF STORM DAMAGE REPAIR PERMITS WERE ALSO ISSUED IN 2002.
INSPECTIONS ON 2001 PERMITS CARRIED INTO 2002 AS WELL.
(Building permits, for new construction, are typically issued within 2 weeks for residential permits and 3
weeks for commercial permits, even during the busiest portion of the season. This time period is
consistent with surrounding communities and has remained constant for the past 10+ years.)
