Specifications for Red Cedar Point Neighborhood
PROPOSED MOTION
"The City Council is recommended to order the preparation of plans and
specifications for the 2010 Street Reconstruction Project 10-01 (b) - Red Cedar
Point Neighborhood.
City Council approval requires a simple majority vote of the City Council
present. "
BACKGROUND
On July 13,2009, staff discussed the proposed 2010 street improvement projects
with Council at the work session.
City Council authorized the preparation of the 2010
Street Reconstruction Project at the September 14,
2009 City Council meeting.
The Capital Improvement Program had planned for
reconstructing the Erie Avenue neighborhood
(Chanhassen Estates, south of Lake Drive East) and
the Red Cedar Point neighborhood next year. The
streets proposed for reconstruction were chosen
using the City's Pavement Management Program and
were identified due to utility problems in the area.
Staff held two neighborhood meetings for this
project one on November 18,2009 and the other on
December 3,2009.

Chanhassen is a Community for Life - Providing for Today and Planning for Tomorrow
Streets
It is proposed that 0.85 miles of streets in this area be reconstructed. Most of the utilities and
streets in the Red Cedar Point neighborhood are 38 years old. The streets are very narrow in
most areas and are a rural section. Most of the streets are in poor condition with an average
pavement condition
index of 48. In 2000,
some streets were
overlaid by City crews
due to complaints
from residents which
have increased the

have been patched
several times because
of watermain breaks
and other utility
problems. These

Staff obtained soil borings for this area which showed poor sub grade material and little or no
aggregate base. In some areas it was found the bituminous pavement was 11" thick with no
aggregate base. The new pavement section is proposed to be 3.5" of bituminous pavement over
1 A" of Class 5 aggregate base. A sand sub grade section and/or a geotextile fabric may be used in
some poor soils area where needed.
Staff has looked at other alternatives besides street reconstruction including a bituminous
overlay. Due to the age of the streets, the documented utility problems and storm water issues,
staff is recommending the streets be reconstructed. A bituminous overlay would not address the
underlying utility problems in the area and is felt is not a cost-effective solution because of the
poor sub grade condition.
Curb and gutter is proposed to be added where storm water improvements are made and where
storm water quality improvements are proposed. Most of the curb and gutter to be added will be
surmountable due to the narrow roadway width. Raised-back curb and gutter (B618) may only
proposed on the west end of Red Cedar Point Road at the entrance to the neighborhood.
Concrete edging is also proposed in some areas to help with drainage and pavement longevity.

Improvements to the roadway radius at the intersections of South Cedar Drive and Juniper
Avenue and South Cedar Drive and Red Cedar Road are also being considered. Property owners
have requested staff look at these intersections to see if the tight turning radiuses can be
improved. These improvements are planned however easements may be necessary. The
improvements will be incorporated into the final design if staff can obtain the necessary
easements from the property affected property owners.
Sidewalk and street lighting are not proposed with the project improvements.
Sanitary Sewer
The sanitary sewer system in the project area consists of 8-inch and 10-inch PVC and cast iron
pipe (eIP) installed in 1971. Televising tapes have found the structural condition of pipe varies
between fair and poor with several notable deficiencies. These deficiencies consist of root
intrusions and mineral deposits at joints and service laterals. The manholes within the project
area were observed to be leaking and had mineral deposits present. The sewer system however
seems to drain adequately with no significant bellies or dips in the system identified.
The poor conditions of the manholes have warranted a process of internally sealing the
manholes. This is proposed to be completed by epoxy coating the interior of the manholes.
However, due to the expense of the epoxy coating process and balance of the Sanitary Sewer
Utility Fund available, it is recommended to seal the manholes as part of a future project.
Performing this improvement at a later date will not cause any disturbance to the street as it is an
internal repair. It is proposed to remove and replace all of the castings within the project area at
this time. Casting replacements as well as the future sealing of the manholes will alleviate the
leaking and mineral deposit issues at the manhole locations.
It is proposed to provide a bid alternate for the project to epoxy coat the interior of the manholes.
It is also proposed to include the slip-lining of an 8-inch sanitary main on the north side of the
neighborhood adjacent to Lake Minnewashta as well as a spot repair of an off-road sanitary
sewer segment with a 6-foot liner as alternates.
Watermain
The existing water distribution mains in the project area were installed in 1971 and consist of
both 6-inch and 8-inch cast iron pipe (CIP). There have been 12 documented breaks in the
system. In addition to the CIP watermain, the properties located south of the west end of
Hickory Road are serviced off of a 2-inch copper pipe.
The proposed watermain improvements consist of replacing the existing 6-inch and 8-inch cast
iron watermain with new 8-inch plastic pressure main. This will improve delivery of potable
water and fire flow volume at reasonable pressure and head loss. It is also proposed to replace
the existing 2-inch copper pipe south of Hickory Road with a 6-inch plastic watermain.

Storm Sewer
The limited public land available and narrow right-of-way in this area limits the options for
stormwater improvements. Proposed improvements include using a City-owned parcel east of
Juniper Avenue for a new stormwater pond. Street runoff will be conveyed to this pond by
utilizing new concrete curb and gutter, and storm sewer on portions of Red Cedar Point Road
and Juniper A venue. This will allow runoff from the streets to be detained in a small pond that
will provide some stormwater treatment for the area. To maximize the storage capacity of the
pond, it is recommended that the City work with the owner of 3710 Red Cedar Point Road to
purchase land that could be used to expand the pond south of the City's parcel.
Due to the low street grades at the intersection of Juniper A venue and Hickory Lane relative to
the elevation of Lake Minnewashta, a piped pond outlet under the intersection is not feasible.
Therefore, a direct outlet from the pond to the lake will require directional boring of storm sewer
to the north. This storm sewer is proposed to be constructed between 3715 and 3706 Hickory
Road, and would then be routed between 3714 and 3716 Hickory Road, where it can discharge to
the lake. Selecting this route for the pond's outlet will allow the pond to have a piped outlet that
can drain by gravity to the lake. Easements will be required for directional boring the storm
sewer along the existing private property lines. The emergency outlet of the pond will discharge
through the existing ditch located southwest of3715 Hickory Road and onto Juniper Avenue.
From there, runoff will flow west on Hickory Road and enter the existing ditch that extends
north to the lake.
The existing 12-inch metal pipe under Red Cedar Point Road will be replaced with a new, 12-
inch concrete pipe. The elevations of the existing pipe will be matched to minimize impacts to
the existing wetland located in the low area south of the culvert.
Permits and Approvals
Reconstruction of the roadways will disturb over one acre and will require a National Pollution
Discharge Elimination Systems (NPDES) General Storm Water Permit (MNR 100001) that must
be obtained by the City of Chanhassen from the Minnesota Pollution Control Agency (MPCA).
The proposed sanitary sewer improvements will not require any permits from the Minnesota
Pollution Control Agency (MPCA). The reconstruction of the existing watermain will require a
permit from the Minnesota Department of Health (MDH).
The City is self-permitting and will not require a Minnehaha Creek Watershed District permit.
Plans will be submitted to the watershed district for information purposes. It is anticipated that a
permit will not be required by the Minnesota Department of Natural Resources or the Army
Corps of Engineers if the proposed outfall to the lake is constructed above the Ordinary High
Water elevation of944.5. However, these agencies will be contacted for a determination once
plans for the project have been completed.

Private Utilities
Existing private utilities consisting of gas, electric, telephone, and cable are located within the
street boulevards. The gas main and all utility services for the facilities will be impacted during
construction. It is anticipated that the gas main will need to be relocated. Coordination with the
private utility companies will need to be made to maintain service to the property owners. The
majority of electric power, telephone and TV cable are overhead. Residents at the neighborhood
meetings requested City staff obtain costs for undergrounding the private utilities. City staff has
contacted the private utility companies and are waiting for costs estimates. Funding for burying
these lines would be funded 100% by the residents through assessment. The assessment amounts
noted in this report do not reflect the cost of burying the overhead facilities.
Public hearing notices have been mailed to property owners.
FUNDING
Forty percent (40%) of the street reconstruction cost is proposed to be assessed back to the
benefiting property owners; the remaining 60% of the street costs would be a City cost. The City
share of the street cost will be paid out of the Revolving Street Assessment Fund. The utility
costs are proposed to be paid 100% out of the respective utility fund. The estimated costs and

The project neighborhood area consists of67 single-family residences and 18 multi-unit
townhomes. The 70.18 assessable units were determined by finding the average front footage of
the single-family homes. A ratio was then calculated to determine the number of equivalent
townhome to single-family units from the respective front footages which amounted to 3.18
units. The equivalent single-family unit assessment for the entire townhome complex was then
divided equally amongst the eighteen townhome units resulting in an $890.51 assessment per
unit.
Staff feels this project will receive very competitive bids due to the shortage of work available
for contractors to bid on.

Justification I
The City uses a Pavement Management System to monitor the condition ofthe City streets. While proper preventative maintenance extends the
life of the street and is cost effective, a street will eventually deteriorate to a point that further maintenance is no longer cost effective.
Rehabilitation projects extend the life of the street. In cases with utility or poor sub grade needs to be replaced or where streets have deteriorated
to a point where rehabilitation will no longer be practical reconstruction of the street is necessary. A feasibility study is written to consider the
; merits of the project and scope of work.

This annual project includes televising, repairs and rehabilitation of existing sanitary sewer. The program also detects and eliminates points of entry
of ground water and surface water into the City sanitary sewer system. Projects have been identified from the 2006 Inflow and Infiltration Report.
The projects were reviewed by Metropolitan Council and approved in lieu of surcharge fees.
Justification I
City staff has identified numerous older sewer lines that are in need of repair. The City ofChanhassen pays the Metropolitan Council for sewage
treatment. Those payments are based on the amount of flow generated by the City of Chanhassen. Surface water and ground water that makes its
way into the system either through breaks, displaced joints, manhole covers, or private connections to the system increase the amount charged to
the City for sewage disposal and increasing the load on the City's lift stations. Also, MCES would place a surcharge on the annual charge if the
City was not actively trying to reduce the inflow and infiltration problem.

was given, and the hearing was held thereon on the 11th day of January, 2010 which all persons
desiring to be heard were given an opportunity to be heard thereon,
NOW, THEREFORE, BE IT RESOLVED by the Chanhassen City Council:
1. Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility
report.
2. Such improvement is hereby ordered as proposed in the Council resolution adopted

Regarding: Water, Sewer, Road and Utility Upgrade
As I promised, this is an overview of our neighborhood meeting at the Fire
Station on December 3, 2009. We had 23 homeowners in attendance, plus
Paul Oehme, Director of Public Works (city engineer) and Kevin
Kawlewski, the engineer representing WSB, (outside engineering firm for
the project).
The concerns of the homeowners in general were, 1) Why our
neighborhood? 2) What's the plan for us? 3) When will this happen? 4) Is
this project a done deal?
1) Why was our neighborhood chosen? Because of our poor quality of road
surface. One homeowner complemented the city road maintenance crew by
stating our road surfaces had actually improved over the past 20 years.
Water breaks were not brought up as the driving force of this project as they
had been at the November 18th city hall meeting. As a side bar, data shows
that Red Cedar Point over the past 10 years has had 15 water line breaks at
an average cost of$12,000 per year. Annual property tax revenue from the
homeowners of Red Cedar Point 2009 was $429,162 of which the city of
Chanhassen receives approximately $86,000.
2) What is the overall plan? The overall plan is to change as little as
possible. The city respects our individual character of the neighborhood that
dates back to the 1800' s when our Minnewashta Parkway was know as the
Yellowstone Trail. That was the route for traveling from Plymouth Rock,
Massachusetts to Puget Sound in the state of Washington. This
transcontinental 3600 mile route was mostly traveled from 1912 to 1930.
For those of you that are new to the neighborhood, we do live in a historic

The things that would stay the same are: the sewer system would not be
replaced (repaired ifnecessary), utilities would not be buried under the
current plan, (the city is waiting for the additional assessment costs if the
. utility companies would agree to bury the utilities, not guaranteed) and the
road size would remain the same.
However, there would be some changes: Replace the water pipe. Rebuild
the road. Add a curb on Red Cedar Point Road to convert water to a new
holding pond replacing the current natural holding pond between Red Cedar
Point Road and South Cedar Road (behind Dattilo house) due to
environmental law.
For those that are concerned about the quality of our lake water, here is an
example of how a law with good intentions gets passed, but in certain
situations it becomes a bad law that actually hurts what it is trying to protect.
Currently water run-off travels along Red Cedar Point Road draining into the
current pond (wet land) behind Dattilo's house. The leaves, road. salts,
fertilizers and other chemicals that run off our properties travel down Red
Cedar Point Road and go into this area settling in that wet land, never
reaching and polluting our lake. The environmental law says the city when
upgrading the road must protect this wetland behind Dattilo house and set up
a NEW holding pond. Holding ponds are just that, they hold run-off water
and catch leaves, but when it rains, the holding water that has salts and
chemicals, is released into the lake. How much is trapped by the holding
pond differs by the chemical, length of time in the holding pond and the
amount of down pour from rain. The best solutionis not to have any run-
off reach the lake. So why would we want the lake to receive run-off water
that the lake is not presently receiving instead of this water going to the
wetland? The law is not written in a way that takes our specific situation
into consideration.
3) When is this scheduled to happen and how long will it take? It will start
late spring when the road restrictions are lifted (middle to end of May), and
continue through the summer. There were several questions !egarding the
length of time and the inconvenience during construction. The city was very
up-front with the inconvenience that this project would cause as there is only
one accessto our neighborhood. The time of the project is expected to be 3-
4 months. This ball-park estimate is due to the uniqueness of this project
and the weather. A dry summer will shorten and a wet summer will

lengthen completion. A memory of Minnewashta Parkway road
construction days a few years ago was brought up in good humor.
There are always surprises! The water table is close to the surface at three
low areas on the point: at the north end of Juniper and Hickory, the bottom
of the hill on South Cedar and the east end of Red Cedar Point Road. Steve
Keuseman grew up in the neighborhood and remembered when they put the
water and sewer in 1973. He lives at the east end of Red Cedar Point Road
and remembers they spent weeks trying to shore up water and sewer pipes
because they were floating due to the high water table in this area. The
residents that lived in this area and east would have to walk through the mud
carrying their groceries. Steve also remembers the roads were nearly
impassable at times.
A parking area for all the construction materials, machinery and trucks was
discussed. The city was not sure, but said contractors usually lease
someone's vacant lot to store the equipment and construction vehicles. The
city brought up that water lines would have to be on your lawn and cutting
the grass maybe challenging.
I applaud the city for bringing up things that they know will get people
calling the city and complaining about. Water shut-off during the day is
common; night time should not be a problem.
4) Is the project a done deal? This was asked toward the end of the meeting
and Paul, the city engineer said, "No it's not a done deal, if the majority of
residents don't want this project to go, there are other neighborhoods on the
list. However, we won't be back for at least another 5, maybe 10 years. If
you don't do it now, it may cost more in the future."
After the meeting I talked to Paul and he said if anyone has any concerns,
you can write a letter or send an email to the city. This will become part of
the proposal and notes that are given to the city council who must approve
this project if it is to move forward.

Hello,
We won't be able to attend the Thursday meeting; however, I do want to
comment on this road, water, and sewer work project:
It couldn't have come at a worse time! In this economy when folks are losing
their jobs, trying to stay in their homes, and struggling to make ends meet,
to have to pay $5,400 to $7,500 in assessments tells me that we have a city
government completely out of touch not only with its own community, but also
with the country at large. Isn't this the same city government that voted
themselves pay raises during the worst economy since the Great Depression?
Gee, my company is struggling, and I don't get a bonus or a raise until the
economy gets better. What are these people thinking? Even if the economy
were booming, this assessment is outrageous! What are we paying high
property taxes for anyway? Isn't this why? Are city officials trying to
drive us out of our homes? Last, I have a family member who was in a head-on
car collision. She suffered a spinal cord injury and is in rehab. This is
money that I could devote to her recovery because health insurance doesn't
pay for her lengthy rehab. Wow. What a hardship our city is imposing on us
and others in our community.

Greg,
After the meeting last night I began to think about the road project. It was the need
for improvement of the streets that started all of this in the first place. Kevin talked
about the milling of the streets that it would only last about five years. I am inclined
to disagree with that. When you look at the state when they mill the roads they do
not have to tear them up after five years.
I personally would rather see the city mill the streets and make the necessary
repairs, low spots etc. The other issue I have is if South Cedar would be widened by
two feet the fire hydrant which is located on the corner of my lot would have to be
moved. I do not want the city to placing it on our property. That hydrant now sits
on the edge of the right of way and if they widen South Cedar, the hydrant will have
to be place on someone's land.
Unless the city comes in with a really low bid on this project I am against making the
improvements that they are planning. I would rather see the streets milled and just
pay for that.
We do not have any problems with our water or sewer.
IF IT WORKS DON'T FIX IT!

I was hoping to open up my schedule to attend this evening's information meeting but I won't be able to
be there. Please add me to your emaillist with results of the meeting and future information on the
project.
We are located at 3601 Red Cedar Point. I am not opposed to utility updates when they prove
necessary as a good investment. So far I'm not seeing that the total numbers they've shown so far
represent the need for that investment so hopefully that will become clearer as the project is decided on
before the city council. I'm also on the end of a long private drive that is not part of the street
resurfacing. So far all I've heard from the city is that they'll"patch" driveway work as needed which
may mean some rather unpleasant results.

the project given the city make it more clear to the residents the impact to the trees in the work site. Further clarifation on the
treatment of runoff before it gets to lake minnewashta.!t makes sense to me do pro cede. now with the reduced cost of construction
than to wait until we are forced to upgrade streets and water mains and incur potentially higher assesmnents due to inflation that is
sure to come in the future.! understand many residents want to delay for many reasons from potential changes how the point

Point. The drainage was severely affected by raising of the road in the 70's. I would appreciate if during the resurfacing,

I read Greg datillos update on the project and I think the point about the
natural and existing drainage being better in some ways is a good one especiallly
behind gregs house
I grew up here and played in all the wetlands and all the fields as a child
The triangle of wooded wetlands property that extends out into lake minnewashta
between the Wedes and the Nelsons is not thier property but it Is also a good
natural drainage as it is filtered already by the wetland I don't see why it
would need a sewer pipe In it. Also Constuction in there may disrupt the favorite
feeding places of piliated wood peekers. Beavers and I've seen eagles perched in
those dead trees in the wetland there I would hate for the natural beauty of the
nieghborhood to be replaced by man made looking drainage ponds and curbs and
constuction all summer long!
Yuck!
My home is situated on the corner of red cedar point and juniper and I have never
noticed any problems with flooding except (maybe) down at the west end of hickory
where the water run off flows into the lake through that old unused lake access
My parents live on hickory road next to the Wedes they also do not want to
experience the disruption and ugliness of the sewer being redone
They and I lived through the installation of the first sewer and as gregs letter
says. It was quite a mess
We vote no to changing the natural places left around our neighborhood to do
something that is already being accomplished naturally
