PROPOSED MOTION
"The City Council awards a construction contract in the amount of $824,307.00
to Mark J. Traut Wells, Inc. for Well No. 14 Improvements."
City Council approval requires a simple majority vote of the City Council
present.
BACKGROUND
At the January 12,2009 Work Session, staff discussed the Well No. 14 improvements
along with the Well No.4 water quality improvements.
On November 9, 2009, the Council approved a consultant contract for design of Well
No. 14.
On December 14,2009, the Council authorized advertisement for bids for Well No.
14.
DISCUSSION
Well No. 14 is recommended to be constru~ted to keep pace with peak summer water
demand of the community. Well No. 14 will be the 11 th well for the City and is
proposed to be a Jordan aquifer production well. The water for this well will be
treated at the East Water Treatment Plant. The well would be located on north side of
Lake Drive across from Lake Susan Park. The well would use the proposed raw
watermain that Well No.4 would use to convey the water to the plant for treatment.
Staff is proposing this well for several reasons:
1. To address the failure of Well No. 11 to yield adequate water supply to the
plant. Well No. 11 is in the same drift aquifer as the failed 2007 Well Nos. 5
and 6. Since those failures, Well No. 11 has not preformed consistently as a
production well. The well currently has only 20 feet of static water level
cover which is not adequate to keep air from vortexing into the pump causing

a damaging condition known as cavitation. It is not practical to lower the pump-set in this
compromised aquifer.
2. If approved, the addition of Well No. 14 is estimated to add approximately 1,000 GPM of
treated water into the City's distribution system. During the peak summer months,
untreated water must be used to augment the treatment plant's production of finished water.
The addition of Well No. 14 will allow staff to maximize our treatment plant investment,
increasing treated water capacity from 6,100 GPM to 7,100 GPM (6,100 GPM includes
Well No.4 production).
3. The Jordan aquifer on which much of the Twin Cities metro area relies on is experiencing a
downward trend in static levels. Chanhassen's Well No.2 has seen a 30-foot drop in
pumping level since 1984. The new Well No. 13 had a 10-foot seasonal drop this summer.
Well No.3 on the west side of the city has seen a similar static level drop. Lower static
levels means less water available to pump. With seasonal well capacity diminishing, more
wells are needed to keep pace with demand.
4. Even with great efforts by staff over the last two years to educate the community on water
conservation, 2009 will be another record breaking year for water use. In 2009, Chanhassen
pumped 1.329 billion gallons. In 2008 Chanhassen pumped 1.176 billion gallons. It is City
staffs opinion that our production should continue to keep pace with city demand with a
small allowance for mechanical failure and routine maintenance.
5. The City continues to grow and add additional irrigation demand. The addition of the
Chanhassen High School, additional residential/commercial developments and existing
residents adding irrigation systems is expected to add to the summer peak demand. This
demand will be exacerbated if we continue to see below average summer rainfall totals.
BID
The bid included an open hole bid and an alternate bid for a screened well. Also included in the bid
was a monitoring well at Bandimere Park which the Minnesota Department of Natural Resources
will require the City to drill.
The bid opening for the project was Thursday, January 14,2010 at 2:00 p.m. Only one bid for the
project was received. Mark J. Traut Wells, Inc. submitted a bid in an amount of $824,307.00 for an
open hole well. A bid alternate for a screen well was also submitted in place of the open hole bid in
the amount of$836,239. 50.
It is recommended to accept the open hole well bid only. The screened well bid was added to
receive construction costs if the geology requires a screen once the main well shaft is drilled.
The engineer's estimate for the open hole well was $838,000.00.
Two methods of construction are commonly used to construct large diameter municipal wells such
as Well No. 14. They are the dual rotary method, which was used for Well Nos. 12 and 13, and the

cable tool method. Based on experience with Well Nos. 12 and 13 and other wells, the dual rotary
method will reliably be able to meet the City's schedule. Mark J. Traut Wells, Inc. is the only dual
rotary drilling company that typically bids on municipal wells projects in this area.
Staff was expecting to receive one cable tool bid based on conversations with the contractor;
however this contractor in the end decided to not submit a bid. Staff contacted the cable tool
contractor to find out why he did not submit a bid. The contractor stated he did not submit a bid
because of concerns about the geology where the well is to be drilled, the small construction site and
the construction schedule.
Mark J. Traut Wells, Inc. has drilled the last five wells for the City. Their work was been
acceptable. Well Nos. 12 and 13 bids also only received one bid. Two bids were received for the
Well Nos. 10 and 11 project.
Fundine:
Funding for the project was planned for in 2010 CIP using water utility funds. The bid received is
slightly more then what was planned in the 2010 because the monitoring well was not originally
planned for in the project and some raw watermain that was originally planned for the raw
watermain project (Well No.4 raw watermain/water quality improvements, Project No. 09-02)
which was bid in 2009 was moved to the Well No. 14 contract. The Well No.4 raw
watermain/water quality improvement project was $197,000.00 under budget.
Construction Coordination
Staffhas sent the Church, whose driveway would be impacted by the construction, the plan for the
project. Staff will be working with the Church to manage access during well construction. The well
is to be built on City-owned property; however, the Church maintains the property since it is at the
entrance to their property.

Dear Mr. Oehme:
1'b.e purpose of this letter is to provide a recommendation for award of the contract for the
cOn.struction of Well 14, Improvement Project No. 10-03. The project involves the construction of a
production well and associated raw water collection main and appurtenances, in addition to two
monitoring wells. The bidding requirements allowed two different methods of production w~ll
construction (dual rotary and cable tool), but drillers using cable tool methods were required to
prequalify by showing that they had completed at least three similar wells in the past ten years in six
months or less.
Due to uncertainty of the stratigraphy at the Well 14 site, two configurations for the production well
construction were bid: open hole and screened hole. A base bid for each well configuration plus the
water main, appurtenances, and the monitoring wells was required. To determine the aPpropriate final
configuration, the driller will install a pilot hole prior to beginning construction on the production
well.
The engineer's opinion of probable cost of construction for tbe project was $855,000 based on the
screened option and. included the electrical work for the monitoring wells. The city will be providing
electrical work for the monitoring wells separately, so the adjusted probable cost ofcortsttuction is
approximately $838,000 for the screened option base bid.
Four well drillers indicated interest in the project by requesting bidding documents: Bergerson..
Caswell, Keys, Renner and Traut. After reviewing the biddirtg documents, Berg~rson-Caswell and
Keys decided not to submit a statement of qualifications. Renner submitted a statement of
qualifications and was approved for bidding on this project. Traut uses a dual rotary rig and WaS n.ot
required to prequalify.
Bids were received on January 14,2010. Only one bid was received and that was from MarkJ. Traut
Wells, Inc. Traut's bids were as follows:

Barr reviewed the bid form and supporting documentation, All required information was submitted
atld only one error was found on the bid form. While the tabulation of numbers was correct in both
the itemized bid form and the sumrnarytables, the total for the Screened Hole Base Bid was not
correctly written in words.
Traut has constructed other wells in the city and most recently successfully conStructed Wells 12 and
13. Traut uses a dual rotary drilling rig which, in the past, has allowed them to constf\.lct wells similar
in depth and diam.eter to Well 14 11'1 six months or .less. Based on this and other experience with
Traut, Barr recommends that the contract for the construction of Well 14 beawatded to Mark 1. Traut
Wells, Inc.
After the bid opening, Barr contacted Roger Renner to askwhy he did not submit a bid. Mr. Renner
explained that the combination of the difficult site and the very tight schedule Were the circum.sta1'1ces
that led him to the decision not to bid.

Description
Engineering has reviewed the test data of the water from Well #4 and currently, the radium levels are at the upper end of the Minnesota Dept of
Health (MDH) guidelines. In 2004, staff reviewed the radium problems with the MDH. The well is currently used as a peak well during high
demand periods which blends the Well #4 water with the other well water in the system. This well is also high in iron and manganese levels which
creates rusty water complaints. If the radium levels continue to rise, the City may have to enter into a monitoring program with the MDH on a
temporary basis if the issue is not addressed. The MDH at that time determines the acceptilble amount of water that can be pumped into the City
system from Well #4. Staffwill draft a study to identify the best solution to address the poor water quality issues at this well. Options for
improvements include redevelopment, abandoning the well, installing a small treatment plant at the well site or treating the water at the East Water
Treatment Plant. Extendin a new water i e from Well #4 to the East Water Treatment Plant's existin raw watermain is bud eted for 2009.
Justification
Well #4 continues to test high for radium and is a high producer of iron and manganese which creates "rusty" water complaints.
