Resolution Approving City Project List for 2010 State Bonding Projects
BACKGROUND
Minnesota Statutes Section 16A.86 sets out the process by which local governments and
political subdivisions may request state appropriations for capital improvement projects. The
Governor and Legislature will consider these bonding requests in the 2010 session.
Capital appropriations funded from state general obligation bonds must comply with the
Minnesota Constitution, which limits funding to projects that are publicly owned and provide
a public purpose. All project requests must come from a political subdivision. Private
individuals, businesses and non-profit organizations are not eligible to receive state general
obligation bond financing.
Bond proceeds may only be used for qualified capital expenditures: predesignldesign
expenses, construction, and acquisition or improvement of specific tangible long-lived fixed
assets. General operating expenses such as services, programs, strategic planning, master
planning, and relocation costs are not bond-eligible expenses.
State funding for local projects is limited to no more than 50% of total capital costs. Projects
that are considered for state funding should come with substantial financial commitments
from local government. Because competition for limited state resources will be very strong,
the MinnesotaManagement & Budget encourages local goveroments to be selective in their
requests and propose only the most important project(s) with clear regional or statewide
significance.
DISCUSSION
Staff is requesting three projects be included in this year's state bonding request.
The projects are:
1. Bluff Creek Ravine Stabilization Project
2. Bluff Creek Drive Trail and Storm Water Improvements
3. TH 41 Pedestrian Underpass - South ofTH 5
Based on the criteria the state has for local government bonding project requests, these three
projects meet the requirements.

Bluff Creek Ravine Stabilization Project
This project proposes to help stabilize the Bluff Creek Ravines on the bluff and purchase property or
easements to make the improvements. A Bluff Creek study was completed in 1997 that identified
improvements for stabilizing the bluff. Currently some ravines on the bluff are not stable and are creating
sediment loading issues in the creek. This sediment eventually is deposited downstream on MnDOT property
and the US Fish and Wildlife property. Annually, MnDOT has to clean out sediment deposits at the TH 101
and CR 61 intersection. The requested state bonding funds requested for this project are $631,800. The City
is also looking into other grant funds available to help offset the City's contribution.
Bluff Creek Drive Trail and Storm Water Improvements
This project proposes to extend the trail stubbed on Bluff Creek Drive south ofTH 212 to the Three Rivers
Park District Trail head on the old Hennepin County railroad line. The trail extension would be a major
regional trail improvement since it would connect the Three Rivers Park District trail to the Cities of
Chanhassen and Chaska trail system. This trail extension was identified in the 2030 Trail Comprehensive
Plan. The project also proposes to make improvements to the storm drainage system in this area at the bluff.
The drainage in this area is poor and is creating significant erosion problems. The drainage eventually flows
to property recently purchased by the DNR. Seminary Fen water quality improvements to this area are a
priority. The requested state bonding funds requested for this project are $250,000. Staff is also looking into
other grant funds available to help offset the City's contribution. City Park Dedication funds will be used as
the City's funding source for its share ofthe project costs.
TH 41 Pedestrian Underpass - South ofTH 5
This project proposes to construct a trail underpass under TH 41 just south of the TH5/TH 41 intersection.
This project has been identified as a significant trail connection since the City and the MN Landscape
Arboretum are planning to extend a trail system through the property. The City is anticipating receiving a
federal grant for a trail underpass of TH 5 at Minnewashta Parkway that would also connect to the MN
Landscape Arboretum. Carver County is planning to construct a trial underpass under TH 41 by the Lake
Minnewashta Regional park entrance. The proposed underpass requested for this state bonding would allow
pedestrians to use the trail system around Lake Minnewashta and not have to cross a major trunk highway at
grade. This trial system connects to all ofChanhassen's surrounding communities. The requested state
bonding funds request for this project are $300,000. Staff is also looking into other grant funds available for
this project to help offset the City's contribution.

FOR 2010 STATE BONDING
WHEREAS, Minnesota Statutes Section 16A.86 sets out the process by which local
governments and political subdivisions may request state appropriations for capital improvement
projects. The Governor and Legislature will consider these bonding requests in the 2010 session.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Chanhassen that this resolution authorizes staff to submit the following three requested projects
for 2010 state bonding:
1. Bluff Creek Ravine Stabilization Project
2. Bluff Creek Drive Trail and Storm Water Improvements
3. TH 41 Pedestrian Underpass - South ofTH 5
