SUMMARY MINUTES
MARCH 22, 2010
Mayor Furlong called the meeting to order at 7:00 p.m. The meeting was opened with the
Pledge to the Flag.
COUNCIL MEMBERS PRESENT:

Mayor Furlong invited residents to attend the Easter Egg

Center.
CONSENT AGENDA: Councilman Litsey moved, Councilwoman Ernst seconded to
approve the following Consent Agenda items pursuant to the City Manager’s
recommendations:
a. Approval of Minutes:
-City Council Work Session Minutes dated March 8, 2010
-City Council Verbatim and Summary Minutes dated March 8, 2010
b. Award of Bid: Portable Restroom Contract to Imperial Porta Palace.
c. Approve License Agreement Amendment No. 1 with the Metropolitan Council for Waste
Disposal Site, 8001 Park Place.
d. Approval of 2010 Liquor License Renewals.
Resolution #2010-23:
e. Approve 2010 Vehicle & Equipment Purchases.
Resolution #2010-24:
f. Sanitary Sewer Lift Station #24 Rehabilitation: Approve Quote.
Resolution #2010-25:
g. Approve Resolution Accepting Donation to the Chanhassen
Senior Center from KleinBank Chanhassen.
h. Approve Request for Advance Payment of Relocation Assistance, Chanhassen Dinner
Theater.
All voted in favor and the motion carried unanimously with a vote of 5 to 0.
City Council Summary - March 22, 2010
VISITOR PRESENTATIONS:
None.
LAW ENFORCEMENT/FIRE DEPARTMENT UPDATE.
Lt. Jim Olson asked for questions on the February monthly reports before reminding residents of
the regulations regarding solicitors in the city, road closures due to flooding, an update on an
arrest for stolen property, and that air soft, BB, paint ball and pellet guns are illegal anywhere
within city limits. Chief Roger Smallback reported on year to date call numbers, a structure fire
at the Applebee’s restaurant, the fire department’s role in monitoring the flooding situation, the
ammonia leak at General Mills, and reminded council members that they are invited to attend the

live fire training at Edina Training Center on April 19. Councilman McDonald asked about the

Chanhassen Lion’s pancake breakfast on March 18, a fundraiser for the Fire Department Relief
Association.
PUBLIC HEARING: REQUEST FOR AN ON-SALE INTOXICATING LIQUOR
LICENSE, THE CHANHASSEN DINNER THEATER, LLC DBA THE CHANHASSEN

DINNER THEATER, 501 WEST 78 STREET.
Todd Gerhardt presented the staff report on this item. Mayor Furlong opened the public hearing.
Michael Brindisi of the Chanhassen Dinner Theaters LLC provided an update on what the future
holds for the dinner theater. Mayor Furlong closed the public hearing.
Councilwoman Ernst moved, Councilman McDonald seconded that the City Council
approves the request for an on-sale intoxicating liquor license, including Sunday sales, for

the Chanhassen Dinner Theater, LLC dba The Chanhassen Dinner Theater, 501 West 78
Street, effective May 1, 2010 through April 30, 2011 contingent upon receipt of all
necessary paperwork and the license fee. All voted in favor and the motion carried
unanimously with a vote of 5 to 0.
APPOINTMENTS TO THE ENVIRONMENTAL COMMISSION.
Mayor Furlong discussed meeting as a council with the applicants and existing members of the
Environmental Commission, talking about areas of common interests, goals and objectives
between the commission and the council before making the following motion.
Mayor Furlong moved, Councilman Litsey seconded that the City Council appoint Dennis
Hansen and Rose Kircher to the two 3 year positions and Amy Wenner, David
Christianson and Robert Kircher to the three 2 year positions on the Environmental
Commission. All voted in favor and the motion carried unanimously with a vote of 5 to 0.
COUNCIL PRESENTATIONS:
Councilman McDonald showed the Chanhassen Red Birds
baseball cap, the new town baseball team which will be playing this summer at the Chanhassen
High School. Councilwoman Tjornhom discussed an event she attended with the City Manager
at Crown College which was hosted by former council member Bob Ayotte.

ADMINISTRATIVE PRESENTATIONS:
Todd Gerhardt informed the council of the actions
taken by Councilwoman Tjornhom to secure 2013 federal funding for the Highway 101 road
improvement project from Lyman Boulevard to Pioneer Trail and the upgrading of Lyman
Boulevard from Powers Boulevard to Audubon Road. Mayor Furlong discussed road projects on
Highways 5 and 41 that have also received funding.
CORRESPONDENCE DISCUSSION.
None.
Councilwoman Ernst moved, Councilman McDonald seconded to adjourn the meeting. All
voted in favor and the motion carried unanimously with a vote of 5 to 0. The City Council
meeting was adjourned at 7:40 p.m.
