PROPOSED MOTION
"Approve Change Order No.1 for the Well #4 raw watermain improvements in
the amount of $33,700.30 for sanitary sewer service pipe installation at Lake
Ann Park and amend the 2010 Park and Trail Capital Improvement Program to
include $34,000 for the project."
Approval requires a simple majority vote of the City Council present.
BACKGROUND
On November 23,2009, the City Council awarded a construction contract to
GM Contracting for directionally boring a raw water line to deliver the well water
from Well #4 to the East Water Treatment Plant for treatment. This project
specified the use of the directional boring technology to minimize restoration
costs and disruption to the traveling public.
DISCUSSION
The Chanhassen Athletic Association, in cooperation with the City and local
business community, is hoping to make improvements this spring and summer to
the ball field concession stand in Lake Ann Park. These improvements would
include making the shelter a permanent concession facility by expanding the food
service area within the existing structure, adding stainless steel sinks and counters
and running hot and cold water. A potable water line is already available in place
near the shelter. In the future, construction of modem restroom facilities is also
planned for this site. The same sewer line that is proposed for the concession
stand project will be able to service these future restrooms.

It is the desire of the Athletic Association to serve concessions during their games and over
tournament weekends. Not having concessions severely restricts their ability to host
tournaments and grow their community baseball program. The concession improvements are
proposed to be completed through a "community build" project utilizing donated design work,
labor, and materials from the local business community. The value of this work is expected to
exceed $20,000.
In order to make these improvements, a sewer line would need to be constructed at this time.
Staff obtained three quotes to directionally drill 870 feet of 6-inch sewer pipe from the picnic
shelter and connecting the pipe to the existing sanitary lift station on the south side of Lake Ann.
A sanitary manhole will also need to be constructed in the boulevard for maintenance of the
service. Directionally boring the sewer pipe will be quicker, have less restoration costs and will
be less disruptive than open cutting the sewer pipe. OM Contracting provided the lowest price
for this work with a quote of $33,700.30. Minger Construction quoted a price of $37,242.00 and
S.M. Hentges and Sons a price of $42,570.00. The quoted price includes hooking up to the
existing lift station and the manhole installation, but does not include a small amount of
restoration work that would be needed. This restoration work planned will be completed by Park
and Recreation Department staff.
Funding for these improvements is proposed from the Park Dedication Fund (100%). This
project is not currently identified in the Park and Trail Capital Improvement Plan. Approval of
this work will require that the City Council amend the 2010 Park and Trail Capital Improvement
Program to include $34,000 for the project.
