PROPOSED MOTION
"The City Council approves a quote in the amount of $56,964.30 to Quality
Flow Systems, Inc. for controls and SCADA improvements at Lift Station 24."
City Council approval requires a simple majority vote of the City Council
present.
BACKGROUND
On March 22, 2010, the Council approved a quote for replacement of two pumps
and electrical controls for pumps. On February 9, 2010, the Council approved the
purchase of two pumps and piping for this lift station. The total expenditures of
equipment purchased for this lift station over the last year has been $148,813.79.
DISCUSSION
Lift Station 24 is the largest lift station in the City. This station needs to be in
good repair due to the amount of flow and run time it experiences. The station
has four new pumps which are 65 hp. Staff has reviewed the needs of the station
and is requesting its controls and human - machine interface (HMI) be replaced.
The lift station's current control system is the original system that was installed
with the station in 1990. The current system is dated and does not interface with
the city's SCADA system or variable frequency drives, in a way that is currently
necessary. The new controls for Lift Station 24 would present more data to the
operator on site, allowing for better troubleshooting and display data for
operational efficiencies. The upgrade would also allow this critical infrastructure
to be controlled remotely using the existing SCADA system. It would also allow
the station's 2 wet wells to run independently of the each other, control pump
alterations, and tie in the building's security system to SCADA.

The quotes received include:
• Supervisory panel.
• Two (2) controllers for the four VFD's.
• Specific programming for four pumps, master SCADA modifications,
reports modifications and graphics modifications.
• Two (2) submersible transducers allowing for independent read of each
wet well.
• Installation and training.
Staff has received two quotes for this work as follows:

Funding for replacement of this control and SCADA improvements will come out
of the 2010 Lift Station Rehabilitation CEP project. The total expenditure for
improvements to Lift Station 24 from CEP expenditures is $205,778.09. Staff had
budgeted $225,000 for all the improvements. This is the last mechanical and
electrical improvement staff is proposing for this lift station.

The sanitar lift station rehabilitation program is designed to minimize sewer backups and emergency calls due to failed lift station equipment. The
City currently maintains 31 lift stations. Many of these lift stations are high service pumps and need frequent servicing. The program will service
