SUMMARY MINUTES
APRIL 26, 2010
Mayor Furlong called the meeting to order at 7:00 p.m. The meeting was opened with the
Pledge to the Flag.
COUNCIL MEMBERS PRESENT:

PUBLIC ANNOUNCEMENTS:
Mayor Furlong added item (k) under the consent agenda:
Resolution in Support of Funding for US Highway 212 and Minnesota Highway 5 before reading
the Arbor Day Proclamation and inviting all residents to participate in Arbor Day activities on

PRESENTATION OF ARBOR DAY POSTER CONTEST WINNERS.
Mayor Furlong,
with the help of Environmental Commission members, J.R. Relick and Amy Wenner, presented
certificates to the following runners-up in the Arbor Day poster contest: Shireen Golban, Timmy
Zeien, Nikki Peitz, Lauren Michels, Michael Anderson, Hallie Aanenson, Skylar Risch, Hanna
Lea and Annika Wellman. The grand prize winner, Lauren Tritch was presented with her framed
poster which will be hung up at City Hall and a certificate for a potted tree from Lotus Lawn and
Garden.
PRESENTATION OF CERTIFICATES OF APPRECIATION AND MAPLE LEAF
AWARDS TO COMMISSIONERS.
Mayor Furlong presented a Certificate of Appreciation to Neil Anderson who served on the
SouthWest Transit Commission and Maple Leaf Awards to Kevin Dillon who served on the Park
and Recreation Commission and Planning Commission, Dan Keefe who served on the Planning
Commission and Curt Robinson who served on the Senior Commission.
CONSENT AGENDA: Councilwoman Ernst moved, Councilman McDonald seconded to
approve the following consent agenda items pursuant to the City Manager’s
recommendations:

All voted in favor and the motion carried unanimously with a vote of 5 to 0.
VISITOR PRESENTATIONS:
Pat Besser, 6518 Gray Fox Curve passed out pictures and explained that because of the slow
response and lack of concern on the part of city staff, a watermain break destroyed her new
concrete driveway She believes the City is liable to help fix her driveway to what it was before
the watermain break.
LAW ENFORCEMENT/FIRE DEPARTMENT UPDATE.
Chief Roger Smallback provided
monthly and year to date numbers on calls for service before reporting on two structure fires that
occurred in April. Councilman Litsey asked Chief Smallback to comment on how it was going
as Chief. Councilwoman Ernst commented that she has a much better perspective of what fire
fighters do after participating in the live fire training at the Edina Training Center. Lieutenant
Olson was not present but submitted a written monthly report.
2010 SEALCOAT PROJECT 10-04: AWARD CONTRACT.

Paul Oehme presented the staff report on this item and reviewed the bidding process associated
with the joint powers agreement with four other communities in Carver County. Councilwoman
Ernst asked if the City of Chanhassen is going to administer the joint powers agreement. Paul
Oehme explained that each individual city is responsible for their own projects.
Resolution #2010-40: Councilwoman Ernst moved, Councilwoman Tjornhom seconded
that the City Council award three contracts for the 2010 Sealcoat Project as follows:
1. Pearson Bros. for roadway sealcoating in the amount of $176,975.50.
2. Traffic Marking Services, Inc. for pavement striping in the amount of $7,4516.70.
3. Precision Sealcoating, Inc. for pavement cracksealing in the amount of $5,185.00.
All voted in favor and the motion carried unanimously with a vote of 5 to 0.
REVIEW FIRST QUARTER REVENUE AND EXPENSE ACTIVITY AND LONG-
TERM FINANCING PLANNING DOCUMENTS.
Greg Sticha presented the staff report on this item. Councilman Litsey commented that he
appreciated the adjustments made by staff to adopt a more aggressive schedule leading up to the
preliminary levy in September.
COUNCIL PRESENTATIONS:
Councilman McDonald commented on the Teacher of the
Year celebration he attended in place of Mayor Furlong who had previous commitments.
ADMINISTRATIVE PRESENTATIONS:
Todd Gerhardt reminded the public that Mayor
Furlong would be giving the State of the City address at the Chamber Breakfast at the American

Legion on Tuesday, April 27 at 7:30 a.m. He also thanked Mayor Furlong for throwing out the
first pitch at the Chanhassen High School baseball game on Saturday.
CORRESPONDENCE DISCUSSION.
Mayor Furlong commented on the letter thanking
Gordy Stauff for his good job working with a resident.
Councilwoman Ernst moved, Councilman McDonald seconded to adjourn the meeting. All
voted in favor and the motion carried unanimously with a vote of 5 to 0. The City Council
meeting was adjourned at 8:25 p.m.
