WS 2010 04 26 CHANHASSEN CITY COUNCIL WORK SESSION APRIL 26, 2010 Mayor Furlong called the work session to order at 6:05 p.m. COUNCIL MEMBERS PRESENT: Mayor Furlong, Councilman Litsey, Councilwoman Ernst, Councilwoman Tjornhom, and Councilman McDonald STAFF PRESENT: Todd Gerhardt, Laurie Hokkanen, Kate Aanenson, Paul Oehme, Todd Hoffman, and Greg Sticha Mayor Furlong added a discussion item at the end of the work session relating to a resolution in support of funding for Highway 212 and Highway 5. th Review 2009 Budget Shortfall. Greg Sticha introduced Nate Johnson, an 8 grader from Chaska Middle School West, who has been involved in a mentoring program at the City and working with the finance staff in accumulating the data for tonight’s presentation. Mr. Sticha reported that after closing the books for 2009, the shortfall is going to be much less than projected. He reviewed the actual revenue and expenditure numbers for 2009 noting that expenses for all departments were down from what was projected. Councilwoman Ernst asked how realistic the numbers were. Greg Sticha stated he did not anticipate any significant changes in the numbers after the auditors finished their review. The final report will be issued in late May with the auditors report in June. Mayor Furlong thanked staff members who participated in reducing the projected budget shortfall. Review First Quarter Revenue and Expense Activity and Long-Term Financial Planning Documents. Greg Sticha stated that one of the City Council’s Key Financial Strategy goals for 2010 was to review the revenue and expense activity on a quarterly basis, emphasizing that it’s very difficult to draw any conclusions at the end of the first quarter. He showed a history of the city’s permit activity for 2002-2010. 2010 permit revenue is tracking slightly ahead of the budget. Council members discussed residential versus commercial building permit activity. Councilwoman Ernst asked for clarification of the transfer to roads item. Greg Sticha reviewed information regarding bond tax levies for 2006-2025, the Revolving Assessment Fund for 2005- 2025 and the 2011 budget calendar. Councilman Litsey noted his appreciation for the earlier th budget discussion so council can be more prepared for the Sept 13 meeting. Mayor Furlong th suggested having a work session on Sept 13 before the preliminary levy is set at the regular council and that the CIP discussion be moved forward to October. Mayor Furlong explained that timing is critical that the resolution in support of funding for US Highway 212 and Minnesota Highway 5 be put on tonight’s consent agenda.
