MAY 10, 2010
Mayor Furlong called the meeting to order at 7:15 p.m. The meeting was opened with the
Pledge to the Flag.

CONSENT AGENDA: Councilwoman Ernst moved, Councilman Litsey seconded to
approve the Consent Agenda items pursuant to the City Manager’s recommendations:

City Council Summary - May 10, 2010
Resolution #2010-43:
f. Approve Resolution Accepting $10,000 Donation from
Westwood Community Church.
Resolution #2010-44:
h. Accept Conveyance of EDA Property. (Medical Arts Parking
Lots).
i. Approve a Temporary Liquor License for June 3, 2010 at the Campfire USA Minnesota
Council at Camp Tanadoona.
All voted in favor and the motion carried unanimously with a vote of 4 to 0.
VISITOR PRESENTATIONS: PRESENTATION OF $10,000 DONATION FROM
WESTWOOD CHURCH.
Denny Laufenburger, speaking on behalf of the Leadership Board, the pastors and staff and the
entire community of faith of Westwood Community Church presented a $10,000 donation to be
used to support an adaptive recreation program for disadvantaged families in Chanhassen.
PUBLIC HEARING: REQUEST FOR AN ON-SALE BEER AND WINE LICENSE,
TIANJIN CHINESE RESTAURANT, 463 WEST 79TH STREET, HONG CHEN.
Laurie Hokkanen presented the staff report on this item. Mayor Furlong opened the public
hearing. No one spoke and the public hearing was closed.
Councilwoman Ernst moved, Councilwoman Tjornhom seconded that the City Council
approve the request for an on-sale beer and wine license from Fusion One, LLC dba

TianJin Chinese Restaurant at 463 West 79 Street contingent upon receipt of liquor
liability insurance and the license fee. All voted in favor and the motion carried
unanimously with a vote of 4 to 0.
PUBLIC HEARING: 2010 STREET IMPROVEMENTS (ERIE AVENUE) PROJECT 10-
01A: ACCEPT BIDS, ASSESSMENT HEARING AND AWARD CONTRACT.
Paul Oehme presented the staff report and requested that the City Council accept the bids, hold a
special assessment hearing and award a contract for the Erie Avenue street reconstruction project
#10-01a. Todd Hubner with WSB and Associates gave a power point presentation outlining the
scope of the project, the associated costs, assessments and project schedule. Councilwoman
Ernst asked for clarification of the bid alternates. Mayor Furlong asked about feedback from the
neighborhood meetings. The City Attorney, Roger Knutson clarified what needed to be included
in the written objections to the assessments. Mayor Furlong opened the public hearing. Connie
Hatton, 8018 Erie Avenue asked for clarification of what is meant by the revolving assessment
fund, how the contractor plans to communicate with the residents, placement of drainage grates,
why the residents are being charged a percentage rate if they can’t pay in full, and if the
assessments are based on road frontage. Mayor Furlong gave residents one last chance to submit
written objections.

Councilwoman Tjornhom moved, Councilwoman Ernst seconded to close the public
hearing. All voted in favor and the motion carried unanimously with a vote of 4 to 0. The
public hearing was closed.
Todd Gerhardt thanked the City Engineer, Paul Oehme and the consultant, WSB and Associates
for meeting with the residents one on one to help resolve their concerns. After comments from
council members, the following motions were made.
Resolution #2010-45:Councilman Litsey moved, Councilwoman Tjornhom seconded that
the City Council accepts the bids and awards the contract for City Project #10-01a, Erie
Avenue Street and Utility Reconstruction to Kuechle Underground, Inc. in the amount of
$1,514,284.63. All voted in favor and the motion carried unanimously with a vote of 4 to 0.
Resolution #2010-46:Councilman Litsey moved, Councilwoman Tjornhom seconded that
the City Council adopts the assessment roll for City Project #10-01a, Erie Avenue Street
and Utility Reconstruction. All voted in favor and the motion carried unanimously with a
vote of 4 to 0.
COUNCIL PRESENTATIONS:
Councilwoman Tjornhom thanked Mayor Furlong for the
fabulous presentation he gave at the Chamber of Commerce’s Breakfast with the Mayor. Mayor
Furlong informed the council that Southwest Transit Commission has received approval to go
out for bids for the Chanhassen parking ramp and transit station and thanked everyone involved

with the Arbor Day events which were held on Saturday, May 8.

Chanhassen Red Birds will be playing at the Chanhassen High School on Sunday, May 23 at
5:30 p.m.

Councilwoman Tjornhom moved, Councilwoman Ernst seconded to adjourn the meeting.
All voted in favor and the motion carried unanimously with a vote of 4 to 0. The City
Council meeting was adjourned at 7:55 p.m.
