Based Phone: 952.227.1130 on the City's 2007 pavement management survey, the Pavement Condition Index (PCI) for Fax: 952.227.1110 the Medical Arts parking lot is 50. A score of 100 represents a newly paved surface. Projecting the PCI to 2010, the parking lot is recommended to have major work completed. Public Works A PCI for the Colonial Square parking lot is not available since it is not owned by the City. 1591 Park Road Phone: 952200 The Medical Arts parking lot is owned by the City however an easement, covenants and Fax: 952.227.1310 restriction agreement dated October, 1987 outlines that this parking lot can be used for the Senior Center parking requirements of 470, 480 and 560 West 78 Street (PIDs 254610010, 254610020 and Phone: 952.227.1125 251720020, respectively). The agreement states the property management company is Fax: 952.227.1110 responsible for plowing the parking lot; the City is responsible for other maintenance of the parking lot. Staff included this parking lot project in the 2010 CIP. The estimated cost for this parking lot is $295,720 which includes a 10% construction cost contingency and 5% for indirect costs. This portion of the project is proposed to be funded 100% from special assessments to the benefitting properties (470, 480 and 560 West 78 Street). The Colonial Square parking lot is privately owned and maintained. The property owner requested that the City include this parking lot in City Project 10 -05 since a mill and overlay is warranted. The estimated cost for this parking lot is $73,860 which includes a 10% construction cost contingency and 5% for indirect costs. This portion of the project is proposed to be funded 100% from special assessments to the benefitting property (406 West 78 Street). Staff also included a cost estimate for the full depth mill and overlay of this parking lot, which is $87,815. This is a bid alternate in the event that the property owner chooses this alternative rehabilitation method. Past projects estimated higher indirect costs, however, engineering consultant services are not being utilized for this project, therefore a lower indirect cost is justified. The cost estimates and will be updated when the final plans are completed. As required by the American with Disabilities Act ( "ADA ") the parking lot must be striped to include ADA accessible stalls and loading areas. Staff estimates that the required ADA restriping and loading zones will result in the loss of five existing parking stalls. Funding for these portions of the project will be from assessments to four properties: 406, 470, 480 and 560 West 78 Street (Colonial Square strip mall, the Medical Arts Buildings and Axel's Restaurant, accordingly). The project is proposed to be 100% assessed since the parking on the City -owned parcels is necessary for the benefitting properties to meet their parking requirements: This methodology is consistent with the agreement between the City and the property owners. ASSESSMENTS Assessments for the Medical Arts parking lot are proposed to be based on the parking requirements of each benefitting property. The square footage of the building was used by the City's Planning Department to determine the required parking for each building. This benefit methodology is consistent with the agreement between the City and the property owner dated October 3, 1989 and with the benefit analysis done for this parking lot in 1990. The parking requirements were calculated by the City's Planning Department and was based on the methodology outlined in the current edition of the City Code. Such improvement is necessary, cost - effective, and feasible as detailed in the feasibility study. 2. Such improvement is hereby ordered as proposed in the Council resolution adopted the 14 day of June, 2010. 3. The City of Chanhassen is hereby designated as the engineer for this improvement. The engineer shall prepare plans and specifications for the making of such improvement. Passed and adopted by the Chanhassen City Council this 14 day of June, 2010.
