WS 2010 07 26 CHANHASSEN CITY COUNCIL WORK SESSION JULY 26, 2010 Mayor Furlong called the work session to order at 5:30 p.m. COUNCIL MEMBERS PRESENT: Mayor Furlong, Councilwoman Ernst, Councilwoman Tjornhom, Councilman McDonald and Councilman Litsey STAFF PRESENT: Todd Gerhardt, Laurie Hokkanen, Kate Aanenson, Paul Oehme, Todd Hoffman, Greg Sticha, Richard Rice, Beth Hoiseth, and Chief Roger Smallback UPDATE ON NATIONAL NIGHT OUT, BETH HOISETH, CRIME PREVENTION SPECIALIST. Todd Gerhardt introduced Beth Hoiseth who presented a review of the 2010 Safety Camp before inviting council members to attend neighborhood block parties for National Night Out on rd Tuesday, Aug 3. Council members were invited to meet with public safety personnel at 5:15 p.m. in the Fountain Conference room. Mayor Furlong asked about the number of National Night Out parties and explained how the information taught at Safety Camp had sunk in with his daughter. REVIEW SECOND QUARTER REVENUE ACTIVITY TO DATE. Greg Sticha discussed year to date building permit and other revenues noting that the City has collected 70% of the projected budget. He stated he feels confident the City should meet or exceed permit revenues if the current trend continues. Mr. Sticha noted that expenditures were tracking on budget with 45% spent. He explained the timing issues associated with expenditures. Councilman McDonald asked staff to explain how building permits can be ahead of projection when he doesn’t see a lot of building activity in the city. Kate Aanenson explained that a lot of the building projects are remodels (residential and commercial) and infill in currently approved subdivisions. Mayor Furlong thanked department heads for holding the line on expenditures. Greg Sticha reviewed the City’s investment portfolio statistics and diversity of investments stating he believes the portfolio is positioned well for the upcoming future and doing well in the current market. REVIEW THE CITY’S LONG-RANGE FINANCIAL PLAN, INCLUDING PAVEMENT MANAGEMENT SYSTEM, 5-YEAR BUDGET, DEBT ANALYSIS, AND CAPITAL IMPROVEMENT PLAN; EXAMINE RE-TIMING OF MUSA EXPANSION AREA, INCLUDING FIRE STATION #3. Todd Gerhardt explained how the City uses long term financial planning and capital documents to sustain the City’s mission statement which is, Chanhassen is a Community for Life-Providing for Today and Planning for Tomorrow. He noted that staff wanted to remind council of the capital improvement projects planned for the future while keeping in mind that things City Council Work Session - July 26, 2010 continually change. Greg Sticha reviewed the six sections in the 2010-2014 Capital Improvement Program. 1. Streets (Street Pavement Management Plan, Revolving Assessment Construction Fund, All Other Street Improvement Projects) Paul Oehme reviewed in detail street improvement projects proposed over the next 5 years. Councilman Litsey asked about storm water improvements with these projects. Todd Gerhardt asked Paul Oehme to explain the process of prioritizing the projects scheduled for the next 5 years. Councilwoman Ernst asked for clarification on how staff estimates street costs. Paul Oehme reviewed the following major street projects and associated costs proposed for 2011- 2015: TH 5 west of TH 41, Phase I and II of TH 101, and Phase II and III for Lyman Boulevard. Mayor Furlong asked about funding sources for these various street projects. Utilities. 2. (Water, Sanitary Sewer and Storm Sewer) Greg Sticha reviewed funding options and Paul Oehme reviewed the individual utility projects proposed for the next 5 years. Mayor Furlong asked for clarification on timing, need and costs associated with various individual projects. Buildings. ( 3. Fire Station #3, City Hall Refurbish, and Expansion to City Hall North Parking Lot.) Chief Roger Smallback discussed the need for at least a year of planning prior to construction of a new fire station. Todd Gerhardt stated that staff will bring a planning time table back to the council for review. Councilwoman Ernst asked how development and growth affects the fire station any differently than the new public works building, the challenge of finding new fire fighters, and the change in response time and number of calls. Councilman Litsey asked about the possible partnership with the State Patrol and Carver County in the new fire station. Todd Gerhardt stated that additional study will be needed for the expansion of the city hall parking lot but that there is an immediate need for additional parking stalls. Park and Trail Improvements. 4. Greg Sticha explained how the park dedication fees fund works to build city parks and trails. Todd Hoffman presented a tour of the city’s park and trail system throughout the city noting that the city is about 75% built out. He reviewed the remaining parks and trails still needed and possible locations. Mayor Furlong asked if trail construction timing is associated with street construction projects and costs estimates. He asked staff to continue looking for creative ways in spending the park dedication dollars. Councilman McDonald asked about the impact of not completing the park development plan as proposed. 2 City Council Work Session - July 26, 2010 MIS 5. (Computer/Network Equipment. Telecommunication Equipment, Software Purchase/Maintenance and Data Storage Equipment) Greg Sticha reviewed the funding options for the four categories associated with the MIS department. Rick Rice reviewed the MIS replacement policy. Councilman Litsey asked about off site data storage. Equipment. 6. (Public Works, Park, Fire, City Hall) Greg Sticha reviewed the annual cost estimates and equipment needed for the current and new fire station. Councilwoman Ernst asked why certain fire equipment was spelled out individually. Mayor Furlong asked what the million dollars allocated for the Fire Station #3 would entail and asked staff to look at vehicle utilization in relation to vehicle replacement. Greg Sticha summarized the long term financial planning tools utilized by the City. Todd Gerhardt asked council members if this review of the City’s long term financial planning met their expectations. Council members felt it helped to see the big picture. UPDATE ON CHANHASSEN-CARVER COUNTY DAY AT THE MINNESOTA LANDSCAPE ARBORETUM. Todd Gerhardt informed council members that the Chanhassen-Carver County Day at the th Minnesota Landscape Arboretum will begin at 10:00 a.m. on Friday, Aug 6.
