BOX 147 • CHANHASSEN, MINNESOTA 55317 (612) 937 -1900 • FAX (612) 937 -5739 MEMORANDUM TO: Don Ashworth, City Manager FROM: Charles Folch, Director of Public Works DATE: September 15, 1997 SUBJ: Assessment Hearing for County Road 17 (Powers Boulevard) Improvement Project from Trunk Highway 5 to Lyman Boulevard (County Road 18) Project No. 93 -29 The Project Consultant Engineer, BRW, has prepared the final assessment roll for the above - referenced improvement project. The only noteworthy modification to the assessment methodology from the approved feasibility study for this project is that the large -lot residential properties within the Hillside Oaks Addition along the southwest end of the project will not be assessed for trunk utilities at this time. Given that they are all zoned large -lot residential properties with private septic and well systems, staff is recommending that they be charged a trunk sewer and water hookup charge in the future when connection is made to the City's system. This leaves only the office /industrial properties on the north end of the project to be assessed at this time for watermain, storm drainage and roadway improvements (see attachment A). The overall project assessment amount has increased by approximately 2% over the preliminary assessments estimated in the revised feasibility report. To date, no written objections have been received to the aforementioned assessment roll. The project engineer from BRW will be present at the assessment hearing to provide a presentation of the project costs and associated special assessments and answer questions as necessary. At the close of the assessment hearing, if there are no further relevant questions or issues which would require further investigation, it would be staff's recommendation that the final assessment roll dated September 12, 1997 for the County Road 17 Improvement Project No. 93 -29 be adopted at a term of 8 years and an interest rate of 8 %. Folch, PE September 12, 1997 Page 2 Attachments B and C give detailed summaries of the total indirect and construction costs respectively. The final construction cost for the project is approximately $40,000.00 less than anticipated at the time of the final Engineer's Estimate. The final indirect costs for the project are approximately $300,000.00 greater than anticipated based upon the typical 30% estimate that the City uses for public improvement projects. The resulting total project cost (construction cost plus indirect cost) is, therefore, approximately $250,000.00 greater than expected. The greater indirect costs can be attributed to the following reasons: 1. Multiple Bid Packages It appears that the indirect costs include administrative and engineering costs for two separate bid packages related to the roadway reconstruction project. These bid packages are as follows: Surcharge Improvements The first bid package included work to place a surcharge embankment along the east side of CSAH 17 south of Lake Drive. This work was necessary to consolidate soils prior to the planned roadway construction. Wetland Mitigation and Pathway Improvements The second bid package included work to construct a wetland mitigation area to replace wetlands disturbed as a part of the final roadway construction. This bid package also included the construction of a trail along the wetland mitigation area as requested by City staff 2. Legal Fees The project included a substantial amount of permanent and temporary easement acquisition to construct the proposed improvements. The City incurred additional legal and engineering services as necessary to acquire the easements. 3. CSAH 17 North Improvements The reconstruction of the northern portion of this segment of CSAH 17 was originally proposed to be performed in 1991 -1992. The northern portion included the segment of CSAH 17 from T.H. 5 to just south of Lake Drive. The plans and specifications for this segment of the roadway were completed; however, the project was not approved by the City Council at that time due to funding concerns. It appears that the costs to complete this set of plans and specifications are included in the indirect costs. Mr. Charles D. Folch, PE September 12, 1997 Page 3 The final assessment roll (Attachment A) identifies the amounts proposed to be assessed to the individual property owners along CSAH 17 considering the final total project costs. It should be noted that the final assessment amounts are within one percent of the amounts estimated at the time of the feasibility study amendment. A copy of the feasibility study amendment preliminary assessment roll is included as Attachment E for your information. The following is a summary of the methodology used to determine the final assessment amounts. Indirect Costs The total indirect cost was divided by the total construction cost to calculate the percentage of indirect to construction cost. This percentage was added to the itemized construction costs for the Roadway, Storm Drainage, and Water Main improvements to calculate the total project cost of each item. Total Indirect Cost = $1.350,000.00 x 100 =39.0% Total Construction Cost $3,458,244.00 Storm Sewer The assessable area for storm sewer was assumed to be approximately 30% of the total project drainage area. The costs for additional storm sewer improvements to the Instant Web property were subtracted from the total storm sewer construction costs and added to the Instant Web assessment. As per the feasibility study amendment dated, November 30, 1995, only 1/2 of the storm sewer costs are to be assessed. Storm sewer assessments were calculated as follows: Storm Sewer Construction Costs $474,810.00 Instant Web Storm Improvement Costs $ - 15.000.00 Subtotal $459,810.00 Indirect Costs (39 %) $179,325.90 Total Project Storm Drainage Cost $639,135.90 Percentage of Project Drainage Area x (0.30) Total Assessable Cost $191,740.77 Assessment Factor x (0.50) Total Assessable Storm Drainage Cost $ 95,870.39 Mr. Charles D. Folch, PE September 12, 1997 Page 4 The cost per acre with 22.6 acres in the assessable project area is as follows: $ 95,870/22.6 acres = $4,242.03/acre Water Main Total costs for the three assessable water services were calculated and subsequently averaged to determine the assessable cost per service. Total Water Main Service Construction Cost $14,990.50 Indirect Costs (39 %) $ 5,846.30 Total Water Main Assessment $20,836.80 $20,836.80/3 services = $ 6,945.60 /service Roadway Roadway assessment costs were calculated by comparing the roadway segment length between T.H. 5 and the centerline of Lake Drive West to the overall project Length. The resulting ratio was used to calculate the total assessable roadway cost. The assessable roadway cost was further divided by the total assessable front footage to calculate the roadway assessment per front foot. Length from T.H. 5 to Lake Drive West 2619 ft. = (0.3323) Total Length of CSAH 17 Reconstructed 7880 ft. Total Roadway Construction Cost $2,542,229.00 Indirect Costs (39 %) $ 991.469.00 Subtotal $3,533,698.00 Percentage Assessable x (0.3323) Total Assessable Roadway Cost $1,174,247.87 $1,174,247.87/4,683 FF = $250.75 /front foot Assessment hearing notices have been sent out to individual property owners notifying them of the assessment hearing on September 22, 1997, and of their individual assessment amounts. Individual assessment amounts are itemized in Attachment A. In addition to the individual property owner assessments detailed above, the project was originally proposed to include trunk sanitary sewer and water main charges to properties along the south end of CSAH 17. As discussed, the City has elected to not include these assessments as a part of the assessment hearing with Mr. Charles D. Folch, PE September 12, 1997 Page 5 the understanding that the property owners will be billed connection charges if and when they connect to the trunk sanitary sewer and water main facilities.
