SUBJ: Approve Design Services Contract with Barton - Aschman to include City Utility
Infrastructure in the Trunk Highway 5 (Powers Boulevard west to Trunk Highway
41) Improvement Project No. 97 -6
Based on the latest information from MnDOT, it is apparent that the proposed Trunk Highway 5
Improvement project from Powers Boulevard (CSAH 17) to Trunk Highway 41 is scheduled for a
contract letting in November of 1998 with a construction start of 1999. MnDOT has entered into
a design service agreement with the consulting engineering firm of Barton - Aschman to complete
the design work for this improvement project. As a part of this overall improvement project, it is
important to plan ahead with long -term City utility infrastructure crossing the reconstructed trunk
highway so that these improvements can be constructed at the same time as the Highway 5
project. This will eliminate the need to disrupt the new roadway with planned crossings in the
future.
Accordingly, Barton - Aschman has prepared a proposal to incorporate the design of these utility
infrastructure crossings of Highway 5 and utility installations to be constructed as a part of the
Arboretum Boulevard (north frontage road). The City is responsible for the design and
engineering costs associated with local utility infrastructure installations. In addition, the City will
also be responsible for the actual cost of constructing these improvements as a part of the overall
Trunk Highway 5 improvement project. Barton - Aschman's proposal fee of $30,724 to perform
this design service is a not -to- exceed amount based on the utility infrastructure as outlined in
Section 2.2. Barton - Aschman has also estimated a preliminary cost for the installation of the local
utility infrastructure which amounts to approximately $620,000. Once the design plans are
completed, the construction estimate will again be reviewed. Costs associated with these
installations will need to be programmed with the City's Utility Expansion Fund in the years 1999
and 2000.

It is therefore recommended that the City Council approve the design services proposal with
Barton - Aschman dated February 18, 1997 for the sewer and water extensions associated with the
Trunk Highway 5 Improvement Project No. 97 -6.

Attached please find a copy of the notice to proceed on the design contract from MnDOT to
Barton - Aschman. This is consistent with the contract letting date of November, 1998 for Trunk
Highway 5 (Powers Boulevard to Trunk Highway 41). Carver County Engineer Roger Gustafson
has confirmed that his concerns for future programmed improvements to Trunk Highway 5 are
west of Trunk Highway 41 and not the currently programmed project from Powers Boulevard to
Trunk Highway 41.

Dear Mr. Folch:
Barton - Aschman is under contract with Mn/DOT for final design of TH 5 including Arboretum
Boulevard from TH 41 to CSAH 17. It would be prudent for the city to include proposed sewer
and water trunk lines in that construction work. Enclosed is a proposed Scope of Work
(Attachment A) and an estimated cost (Attachment B) for services to include City of
Chanhassen sewer and water trunk line extensions in the plans for TH 5 and Arboretum
Boulevard as may be appropriate. Also provided is a preliminary estimate of the cost for the
sewer and water main extensions to assist the city in program budgeting (Attachment C).
Briefly, the project will extend the 12" water main located on the south side of TH 5 east of
Audubon Road to the north side of TH 5 and westerly on the new Arboretum Boulevard about
2,600 feet. An 8" stub will be placed under TH 5 to the south at that point. An 18" water main
will be placed north of TH 5 from TH 41 to a connection with the 20" water main in Galpin
Boulevard. A new 20" water main will cross TH 5 east of TH 41. A section of 15" and 18"
sanitary sewer trunk line will be placed on each side of Galpin Boulevard, parallel to new
Arboretum Boulevard.
Although developers may be submitting plat/plan proposals, this proposal does not include
integration of developer plans into the system. The proposed fee of $30,724 is a not to exceed
cost based on direct salary, overhead and profit rates as negotiated with Mn/DOT for the TH 5
project.

Barton - Aschman Scope of Services
City water and sewer extensions to be added to TH 5 - Arboretum Boulevard Plans
1. SCOPE OF THE PROJECT
The project includes reconstruction of TH 5 and construction of Arboretum Boulevard
from TH 41 to CSAH 17 (Powers Boulevard). Portions of the City's sewer trunk lines
and watermains which will be located on the project will be designed. Construction
plans and special provisions will be added to the TH 5 and Arboretum Boulevard plans
being prepared for MnDOT
2. BASIC SERVICES
Barton - Aschman's services shall consist of design services as described below.
Attachment B lists the estimated costs associated with the design phase services.
2.1 Review proposed sewer and water systems with the City staff, collect data on
the existing utilities to be connected or modified, input new system information
in the CADD files for the TH 5 project.
2.2 Develop schematic layout for new watermains and sanitary sewer with
approximate locations for hydrants, valves, stubouts and manholes for City
review. Anticipated locations are listed below.
2.2.1 Watermain
12" - 350 lineal feet crossing TH 5 at Audubon Road to the north side of
TH5 to Arboretum Boulevard including a casing pipe under TH 5
12" - 2600 lineal feet west of Audubon Road on the north side of TH 5 to
a new development (Highlands)
8" - 350 lineal feet south across TH 5 including a casing pipe under TH 5
to provide a stub to the south side of TH 5
18" - 3800 lineal feet west of Galpin, connected to 20" main in Galpin.
12" - 1000 lineal feet between TH 41 and proposed West City Street
along proposed Arboretum Boulevard.
20" - 800 lineal feet crossing TH 5 east of TH41 to include a casing pipe
under TH 5 similar to the crossing at Galpin Boulevard
2.2.2 Sanitary Sewer
15" sewer from 400' west of Galpin Blvd. to about 600' east of Galpin
Blvd. along proposed Arboretum Boulevard and an 18" sewer connection
to a new 18" sewer crossing TH5 in the vicinity of Bluff Creek. This
route will involve coordination with a trail and underpasses for the trail
at TH 5 and at Arboretum Boulevard.
The City shall provide information on expected design flow and required
invert locations at manhole connections or stubouts along the proposed
trunk sewer extension.
2.3 Coordinate utility crossings with MnDOT plan for TH 5 / Arboretum Boulevard.
2.4 Plans, profiles and details for sanitary sewers and watermains.
2.5 Quantities, special provisions and cost estimate.
2.6 Exhibits for Minnesota Department of Health Permit and for permit to cross
public waters if necessary. Exhibits for MPCA sewer extension permit.
3. CHANGE IN SCOPE
Developers may have or will submit plat/plans for properties in this corridor.
Development plans are unknown and thus integration and connection of future plats
are not included in this scope. These additional areas can be added to this work if the
City desires with supplements to the defined scope.
