DATE: February 19, 1997 SUBJ: Approve Proposal for Construction Services for Arboretum Boulevard Improvement Project from Lake Ann Park to CSAH 17 (Powers Boulevard) Project No. 95 -21 As Council is probably aware, Barton - Aschman has prepared the plans and specifications for the Arboretum Boulevard Improvement Project No. 95 -21. Barton - Aschman will be subcontracting the construction surveying, inspection, testing and electrical services for the construction contract. A general proposal has been submitted by Barton - Aschman along with individual subcontract proposals for each of the subconsultants. The estimated total cost to provide the construction services amounts to $66,430. This represents roughly 8% of the construction contract which is well within the normal range of fees for service associated with this type of improvement project. Box 147 Chanhassen, MN 55317 Re: Proposal to Provide Construction Services for Arboretum Boulevard from Lake Ann Park Entrance to CSAH 17 (Powers Boulevard) Dear Mr. Folch: Barton- Aschman has completed the plans and a successful bidder has been awarded the contract for Arboretum Boulevard. The city has requested a proposal to provide administrative and field observation services, field surveying for construction control, shop drawing review, and geotechnical services related to a surcharge and for testing of materials. Length of construction services are somewhat dependent on the rate and length of time required for the surcharge to work. Estimated time for construction is through August 1997. During that time, Barton- Aschman with subconsultants HTPO, Braun Intertec, and Holden and Associates, will provide construction services. In addition, a firm will provide soil and concrete testing services as required. The scope of work proposed by Barton- Aschman is described in Exhibit A and the scope proposed by the subconsultants is attached. The proposed scope and fee is based on the estimated time for construction. Exhibit B details the estimated costs for construction services to be provided by Barton - Aschman and summarizes the costs estimated by the subconsultants to provide their services. Expenses for soil and concrete testing is included as an expense and will be done on a call basis to a qualified testing firm approved by the city. SCOPE OF THE PROJECT The project includes construction of Arboretum Boulevard from Lake Ann Park entrance to CSAH 17 (Powers Boulevard). Project includes grading, drainage, paving, signing, lighting and landscaping. A surcharge fill will require the input of a geotechnical engineer (Braun) to review settlement and determine the progress of the surcharge. Services will also be required from the lighting designer, Holden and Associates. Survey and field inspection services will be provided by HTPO, Inc. 2. BASIC SERVICES Barton - Aschman's services shall consist of construction phase services as described below. Attachment B lists the estimated costs associated with the construction phase services. Attachments from HTPO and Braun provide detail and costs for their respective services. 2.1 Start up services to include precon meeting for beginning the surcharge, providing additional sets of plans and specifications, plan interpretation for surcharge requirements. Additional precon meeting to coordinate the continuation of work with public/private utility involvement. 2.2 Respond to changes required in plans required by the watershed district permit. Revision of outlet manhole to the existing pond will be required to reduce flow velocity. 2.3 Provide office engineering services to interpret plans and specifications during construction. Prepare plan detail changes which may be necessary for required change orders as existing drainage and utilities are uncovered. 2.4 Visit site to view procedures and site conditions when major changes of work are begun or when major items have been completed. Site visits as may be necessary to certify contractors partial payment requests. 2.5 Review shop drawings for drainage, signs, and signals. Electrical shop drawings will be reviewed by Holden and Associates. 2.6 Review contractor payroll detail for compliance with regulations. Review contractor requests for partial payments and indicated quantities completed or material furnished to site. 2.7 Field review and preliminary final punch list to complete construction. Final field review of compieted construction. Certification for final pay request 2.8 Assist City in completing forms for reimbursement from MnDOT 3. SUBCONSULTANTS Construction services will also be provided by others on the project 3.1 Hansen Thorp Pellinen Olson Inc. (HTPO) HTPO will provide onsite inspection of construction operations on an approximate half -time basis from start -up to completion. HTPO will also provide control survey and construction stakeout services as well as survey necessary to monitor the surcharge fill and settlement plates. HTPO's proposal is attached. Costs will be billed direct to the City through Barton - Aschman invoices. 3.2 Braun Intertec Corporation Braun Intertec will provide geotechnical services to monitor the settlement plates and make recommendations as to when surcharge lifts may be applied and when the surcharge can be removed for final grading. Braun's proposal is attached. Costs well be billed direct to the City through Barton- Aschman invoices. 3.3 Holden and Associates Consulting, Inc. Holden and Associates will provide shop drawing review of the lighting for the project. Estimated time and hourly rate is included in the expense detail for Barton- Aschman. Additional time for onsite inspection, should it be necessary, would be billed direct at the same rate. 4. CHANGE IN SCOPE Final design of TH 5 and the associated extension of Arboretum Boulevard has begun with a consultant agreement between MnDOT and Barton- Aschman, Inc. During this design work, circumstances may arise that would be advantageous for the City to make minor changes in the design and construction of Arboretum Boulevard. These additional areas can be added to this work if the City desires with supplements to the defined scope. Project Description We understand the plates (five total) were referenced by surveyors from HTPO as the first lift of fill was placed on February 12, 1997. We anticipate the embankment construction will be completed in three to four stages, with 3 to 4 feet of fill placed per stage. HTPO will fax their survey information to us after each set of shots is performed. We will plot the data and provide recommendations on when the next stage of fill placement can proceed and ultimately when the surcharge load can be removed. You indicated final grading and paving is planned for this summer. Scope of Services We will plot the settlement data provided by HTPO and consult with you on the progress of the embankment construction and settlement. Settlement curves will periodically be submitted to you for your review. Our project engineer will make up to three site visits during the fill staging to evaluate the filling operation once the filling is completed. We will continue to monitor the settlement plate data and provide recommendations on when surcharge removal can commence. The settlement plate data and our recommendations will be summarized in a report when our services are completed. Estimated Cost The following tabulation summarizes the estimated hourly /unit costs for the scope of work described above.
