This group is a grass roots effort that started as result of the disruption due to eurasian water milfoil. A eurasian water milfoil plan has been developed and the DNR has permitted the association to treat approximately 70 acres of the lake with herbicides. In the past years the City of Chanhassen has contributed to this effort by matching the DNR milfoil funds with assistance in mailing and a contribution to their effort. This year the amount allocated by the MnDNR was $2,384. The City provided the group with mailing services and maps totaling $387. The balance of this money $1997 will be presented for 1996 activities. 1997 SWMP projects will concentrate it's efforts on constructing water treatment ponds in developed areas of the Lake Minnewashta watershed. I guess, in a way, it is my pleasure to report that "things aren't as bad as they seem.... ". Seriously, though, this is true! As Beth's memo indicates, the drastic increases are really the result of the summer's vandalism by the apparent juvenile "gangs ", as well as increase in calls that are actually a result of our crime prevention program. Yes, work begets work. Beth has encouraged people to contact 911, or Chanhassen Public Safety, when they see anything suspicious, even though they hadn't done so before. Certainly, calls will continue to increase as the city continues to grow. But these "extreme" increases are a result of some unusual, and somewhat isolated occurrences. The following circumstances significantly contributed to the rise in statistics: 1. The reason for the increase was largely due to a substantial increase in local juvenile delinquent "wanna be" gang activity during the summer months. Crime prevention action taken to address this increase: • Letters and phone calls to victims, offering assistance and encouraging them to take part in crime prevention programs such as Neighborhood Watch • Crime alerts distributed to areas most affected by criminal activity, including an alert that was sent over the Crime Alert Fax Network system • Meetings with law enforcement agencies • Very well attended joint meetings with school, law enforcement and social services organizations • Articles in The Chanhassen Villager • 15 Neighborhood Watch meetings held during the months of July through November. 1996. 2. Encouragement to report and document incidents: Through crime prevention efforts we have strongly encouraged community members to report all incidents. even if they seem insignificant. Law enforcement officers were also heavily documenting (more than the usual) all incidents in order to keep an accurate track of crime trends. December 18, 1996 Page 2 3. City growth: Increase in criminal activity is expected. With both the significant development of our business district and residential population, we have become a bigger target. What has happened here is no different from what any other city experiences when growing as rapidly as Chanhassen. SUMMARY While the increases do appear significant, I am not surprised by them. While the unusually excessive property loss and damage caused by the juvenile activity skewed these statistics, the other increases reflect our efforts to encourage people to report all suspicious activity and crimes. In a sense, a growing crime prevention program will ordinarily increase statistics, at least to begin with. Also, as Chanhassen grows, so will our crime statistics. Your help in the following areas was invaluable: 1. Thanks to Chief Moore, #216 was immediately made available to provide a suitable command center for an event that did go on for a lengthy period; 2. The continued use of #216 at the scene to provide lighting and. again. a command post was necessary and most appreciated; 3. Because we literally ran out of personnel, thanks for the personnel & vehicles to help secure the outer perimeter with traffic control; 4. Because the suspect was also firing at the helicopter, it was important that we had the fire station ready in the event of an aircraft crash; 5. Although we had ambulances available, had the situation developed into a mass casualty, it was good to know CFD personnel were available; and, 6. Finally. the continued support the following day by firefighters in assisting the FBI & BCA with the search for evidence by melting down loads of snow they dumped in the tire department bays. This was just one more effort at cooperation. Thanks to everyone that participated and helped make this event conclude safely and successfully. Multiple agencies were involved, including the Minnesota Bureau of Criminal Apprehension and the FBI. As part of their investigation, it became necessary to locate additional evidence that was suspected of being in the snow in and around the area the suspect shot from. The investigating agencies requested help from your division obtaining equipment and personnel to scoop up truckloads of snow and transport it to our fire station so that it could be melted and evidence looked for. Thank you for the assistance provided by Steve and Gary, as they were willing to spend part of their Saturday helping us. Their cooperation was greatly appreciated.
