cial report for the fiscal year ended December 31, 1995 qualifies
for a Certificate of Achievement for Excellence in Financial
Reporting. The Certificate of Achievement is the highest form of
recognition in governmental accounting and financial reporting,
and its attainment represents a significant accomplishment by a
government and its management.
When a Certificate of Achievement is awarded to a government, an
Award of Financial Reporting Achievement is also presented to the
individual designated by the government as primarily responsible
for its having earned the certificate. Enclosed is an Award of
Financial Reporting Achievement for: Pamela A. Snell,
Finance Director.
The Certificate of Achievement plaque will be shipped under sepa-
rate cover in about eight weeks. We hope that you will arrange for
a formal presentation of the Certificate and Award of Financial
Reporting Achievement, and that appropriate publicity will be
given to this notable achievement. To assist with this, a sample
news release and the 1995 Certificate Program results are enclosed.

SUBJ: Lake Minnewashta Matching Funds
The Lake Minnewashta Preservation Association has been concentrating most of its efforts on
eurasian water milfoil. This group is a grass roots effort that started as result of the disruption due
to eurasian water milfoil. A eurasian water milfoil plan has been developed and the DNR has
permitted the association to treat approximately 70 acres of the lake with herbicides.
In the past years the City of Chanhassen has contributed to this effort by matching the DNR milfoil
funds with assistance in mailing and a contribution to their effort. This year the amount allocated
by the MnDNR was $2,384. The City provided the group with mailing services and maps totaling
$387. The balance of this money $1997 will be presented for 1996 activities.
1997 SWMP projects will concentrate it's efforts on constructing water treatment ponds in
developed areas of the Lake Minnewashta watershed. Because of the large commitment of
resources this effort will take we do not anticipate a contribution to this organization next year.

SUBJ: 1996 Crime Statistics
Attached please find a memo from Crime Prevention Specialist Beth Hoiseth in response to concerns
raised about the obvious increase in rates. I guess, in a way, it is my pleasure to report that "things aren't
as bad as they seem.... ".
Seriously, though, this is true! As Beth's memo indicates, the drastic increases are really the result of the
summer's vandalism by the apparent juvenile "gangs ", as well as increase in calls that are actually a
result of our crime prevention program. Yes, work begets work. Beth has encouraged people to contact
911, or Chanhassen Public Safety, when they see anything suspicious, even though they hadn't done so
before.
Certainly, calls will continue to increase as the city continues to grow. But these "extreme" increases are
a result of some unusual, and somewhat isolated occurrences.

SUBJ: Chanhassen Crime Statistics
This memo is in response to the inquires regarding the increase of criminal activity
reported in 1996.
The following circumstances significantly contributed to the rise in statistics:
1. The reason for the increase was largely due to a substantial increase in
local juvenile delinquent "wanna be" gang activity during the summer months.
Crime prevention action taken to address this increase:
• Letters and phone calls to victims, offering assistance and encouraging them to take
part in crime prevention programs such as Neighborhood Watch
• Crime alerts distributed to areas most affected by criminal activity, including an alert
that was sent over the Crime Alert Fax Network system
• Meetings with law enforcement agencies
• Very well attended joint meetings with school, law enforcement and social services
organizations
• Articles in The Chanhassen Villager
• 15 Neighborhood Watch meetings held during the months of July through
November. 1996.
2. Encouragement to report and document incidents: Through crime prevention
efforts we have strongly encouraged community members to report all incidents.
even if they seem insignificant. Law enforcement officers were also heavily
documenting (more than the usual) all incidents in order to keep an accurate
track of crime trends.

3. City growth: Increase in criminal activity is expected. With both the significant
development of our business district and residential population, we have become
a bigger target. What has happened here is no different from what any other city
experiences when growing as rapidly as Chanhassen.
SUMMARY
While the increases do appear significant, I am not surprised by them. While the
unusually excessive property loss and damage caused by the juvenile activity skewed
these statistics, the other increases reflect our efforts to encourage people to report all
suspicious activity and crimes. In a sense, a growing crime prevention program will
ordinarily increase statistics, at least to begin with. Also, as Chanhassen grows, so will
our crime statistics. We continue to strive to utilize the most creative and appropriate
responses to criminal activity by encouraging the community to take responsibility for
the security of the Chanhassen by participating in crime prevention programs.

I would like to thank our Public Safety Department and the Chanhassen Fire Department for their
efforts in assisting with the Chanhassen Bank robbery. This was a very dangerous situation and
our Public Safety Department handled the incident very professionally and without anyone but
the suspect being hurt. Thank you!
I would also like to thank Eden Prairie, Chaska, Carver County, Minnesota State Patrol, BCA
and FBI officials for their cooperation and assistance. I am so proud to be a resident of
Chanhassen when I see the cooperation and relationship we have with these agencies in a time of
need.

Dear Chief & Members of the Chanhassen Fire Department:
Thank you for the assistance provided on Friday evening, January 31, 1997, when you paged out to assist with the bank
robbery/hostage situation. Your help in the following areas was invaluable:
1. Thanks to Chief Moore, #216 was immediately made available to provide a suitable command center for an
event that did go on for a lengthy period;
2. The continued use of #216 at the scene to provide lighting and. again. a command post was necessary and
most appreciated;
3. Because we literally ran out of personnel, thanks for the personnel & vehicles to help secure the outer
perimeter with traffic control;
4. Because the suspect was also firing at the helicopter, it was important that we had the fire station ready in the
event of an aircraft crash;
5. Although we had ambulances available, had the situation developed into a mass casualty, it was good to
know CFD personnel were available; and,
6. Finally. the continued support the following day by firefighters in assisting the FBI & BCA with the search
for evidence by melting down loads of snow they dumped in the tire department bays. This was just one
more effort at cooperation.
Thanks to everyone that participated and helped make this event conclude safely and successfully. I remain very proud
of our fire department and each individual that makes it as great as it is.

SUBJ: Letter of Appreciation for Assistance Provided by
Steve Oien and Gary Peters
As you know, on Friday evening, January 31, 1997, we had a very serious incident that developed from a
bank robbery into a hostage situation, and eventually a shootout. Multiple agencies were involved,
including the Minnesota Bureau of Criminal Apprehension and the FBI.
As part of their investigation, it became necessary to locate additional evidence that was suspected of
being in the snow in and around the area the suspect shot from. The investigating agencies requested
help from your division obtaining equipment and personnel to scoop up truckloads of snow and transport
it to our fire station so that it could be melted and evidence looked for.
Thank you for the assistance provided by Steve and Gary, as they were willing to spend part of their
Saturday helping us. Their cooperation was greatly appreciated.
